(국문초록) 본 연구는 특수교사를 대상으로 방학프로그램 운영의 사례를 살펴보고, 프로그램 운영 경험에 대한 특수교사의 인식과 의미를 발견하여 어려움과 지원 요구를 도출하고 개선 방향을 탐색하는 것에 그 목적이 있었다. 이를 바탕으로 특수교사의 입장에서 방학프로그램의 의미를 밝히고, 특수교육 대상 학생을 위한 방학프로그램의 내실 있는 운영과 발전에 관한 기초 자료를 마련하는데 그 의의가 있었다. 이러한 연구의 목적을 달성하기 위한 연구 문제는 다음과 같다. 첫째, 특수교육 대상 학생을 위한 방학프로그램 운영에 관한 특수교사의 운영 사례는 어떠한가? 둘째, 특수교육 대상 학생을 위한 방학프로그램 운영에 관한 특수교사의 경험과 인식은 어떠한가? 연구 문제를 해결하기 위하여 연구 참여자를 대상으로 심층 면담을 실시하고, 문서자료와 연구자의 저널도 함께 수집하여 분석하였다. 먼저 본 연구의 참여자는 광주광역시와 전라남도 공립 특수학교에 근무하고, 방학프로그램에 참여한 경험이 있는 특수교사 중 본 연구의 참여에 동의한 7명의 특수교사였다. 다음으로 개별 면담의 신뢰도와 타당도를 높이기 위하여 일반학교 통합학급 교사 2명과 특수교사 1명을 연구 보조참여자로 선정하여 포커스 그룹 면담도 실시하였다. 마지막으로 여러 문서자료와 방학프로그램 협의회에 참석한 연구자의 메모와 기록, 동료 교사와 토의한 내용 등을 기록한 연구저널도 함께 활용하였다. 본 연구의 첫 번째 결과로 특수교육 대상 학생을 위한 방학프로그램 운영 사례를 전반적 운영 사례, 교육과정과 수업 사례, 안전 및 생활지도, 업무와 인간관계, 교사의 권리와 보상 측면에서 분석하였다. 이를 토대로 광주광역시와 전라남도의 방학프로그램 운영 사례에 대한 공통점과 차이점을 살펴보면, 먼저 공통점으로는 두 지역 모두 운영 주체가 교육청이었다. 교육과정과 수업 측면에서는 두 지역 모두 자체 프로그램 계획을 수립하였으나 개별화교육계획이나 평가체계는 부재하였다. 또한 수업 내용은 두 지역 모두 다양한 체험이나 경험 중심의 활동으로 구성되어 있었다. 안전과 생활지도 측면에서는 안전 생활 전담기구를 모두 찾아볼 수 없었다. 다음으로 두 지역의 운영상 차이점으로 운영기관 측면에서는 광주광역시는 지역사회 기관에 위탁하는 반면, 전라남도는 특수학교에서 직접 운영하였다. 수업자 측면에서는 광주광역시는 ‘대학생 자원봉사자’가 수업자인 반면, 전라남도는 특수교사가 수업자였다. 업무 측면에서는 광주광역시의 경우 지원인력이 부족하여 안전 및 생활지도와 특수교사의 업무에 많은 어려움이 나타났다. 반면 전라남도는 통학차량실무사와 특수교육실무사의 지원을 학기 중에 이어서 제공하여 특수교사의 업무가 줄었다. 교사의 권리와 보상 측면에서는 광주광역시는 특수교사가 개인적 권리를 거의 누리지 못하고, 방학프로그램 운영으로 받는 보수도 최저시급에 미치지 못하는 것으로 나타났다. 반면 전라남도 특수교사는 비록 직업적 권리를 온전히 누리지 못하더라도 시간당 30,000원(삼만원)의 보수를 받게 되면서 방학프로그램 지원 교사가 많은 것으로 나타났다. 본 연구의 두 번째 결과로 특수교육 대상 학생을 위한 방학프로그램을 운영한 특수교사의 경험과 인식을 탐구하기 위해 교육과정과 수업 사례, 안전 및 생활지도, 업무와 인간관계, 교사의 권리와 보상, 제도의 필요성 측면에서 분석하였다. 이를 토대로 살펴보면 첫째, 교육과정과 수업 측면에서 특수교사의 인식과 판단은 방학프로그램의 수업자 자격을 ‘전문적이지만 열려있는’ 자격으로 인식하였다. 둘째, 안전 및 생활지도 측면에서 특수교사는 자신에게 책임감과 어려움, 학생들에게 미안함과 안타까움, 학부모에게 감사함과 기대에 따른 부담을 느끼고 있었다. 셋째, 업무와 역할 측면에서 특수교사는 방학프로그램 업무를 고되고 벅찬 일로 인식하였는데, 안내 및 지침서가 부재한 상황에서 맡은 업무와 역할이 많아 막막해하였다. 또한 인간관계와 소통 측면에서 사랑과 애정, 보람 등을 느끼는 관계도 있었지만, 벅차고 어려운 관계가 나타나기도 하였다. 넷째, 권리와 보상 측면에서 특수교사는 방학프로그램을 운영하면서 상당히 피곤하고 지치는 것으로 나타났다. 새 학기를 제대로 준비하지 못하고, 전문성을 신장할 기회를 놓치며, 학기 중에 누리지 못한 복지와 후생을 보장한다는 방학의 의미를 퇴색시키기 때문이었다. 이러한 인식을 토대로 특수교사들의 어려움과 지원 요구를 살펴보면, 먼저 필요성 측면에서는 방학 동안 장애 학생의 보육과 돌봄을 국가가 책임지고 해소해야 한다고 보았다. 다음으로 운영상의 어려움은 관계에서 오는 어려움, 업무와 역할 수행의 어려움, 자기 보살핌과 재충전의 어려움이 나타났다. 마지막으로 특수교사는 특수교육 대상 학생 방학프로그램 운영을 위해 ‘운영 체제 개선’과 ‘행‧재정적 지원’을 요구하였다. 운영 체제 개선은 시스템의 개선 방향을 제시한 것으로서 ‘지역사회 네트워크 중심 체제’와 ‘돌봄 시스템 기반의 학교 중심 운영 체제’를 요구하였다. 또한 행‧재정적으로 인력 지원과 함께 방학프로그램 컨트롤 타워와 같은 행정 관할 부서의 체계적인 지원을 요청하였다. 결과적으로 첫 번째 연구 문제인 특수교육 대상 학생을 위한 방학프로그램의 운영 사례를 분석하여 다음의 시사점이 도출되었다. 첫째, 광주광역시와 전라남도의 지역 간 격차를 파악할 수 있었다. 둘째, 특수교육 대상 학생을 위한 방학프로그램의 정체성 확립에 대한 탐색의 필요성이 대두되었다. 셋째, 방학프로그램을 둘러싼 교육공동체의 활발한 논의와 협의의 장에 대한 필요성이 요구되었다. 넷째, 방학프로그램에 대한 체계적인 틀과 시스템의 확립이 요청되었다. 두 번째 연구 문제인 특수교육 대상 학생 방학프로그램 운영에 대한 특수교사의 경험과 인식을 분석하여 다음의 시사점이 도출되었다. 첫째, 특수교육 대상 학생 방학프로그램 운영의 필요성에 충분히 공감하는 특수교사의 인식이 드러났다. 둘째, 특수교육 대상 학생 방학프로그램 운영을 주관할 ‘컨트롤 타워’의 필요성이 대두되었다. 셋째, 특수교육 대상 학생 방학프로그램 운영을 위한 ‘지역사회 네트워크 협의체’의 필요성이 대두되었다. 넷째, 특수교육 대상 학생 방학프로그램 운영을 위해 ‘교사 부담 요인’이 제거될 필요가 있고, 이를 위해 행·재정적 지원이 요청되었다. 결과적으로 본 연구는 특수교육 대상 학생을 위한 방학프로그램의 내실 있는 운영과 발전에 기초 자료를 마련하기 위하여 특수교사의 경험과 인식을 탐구하였고, 그 결과 방학프로그램의 개선 방향에 여러 시사점을 제공하였다.

(Abstract) This study aimed to examine the experience of special education teachers in operating vacation programs for students with special needs and discover their perceptions and significance regarding program operation. The study sought to identify difficulties, support demands, and explore improvement strategies. Based on this, the study aimed to elucidate the meaning of vacation programs from the perspective of special education teachers and provide foundational data for effective and developmental operation of vacation programs for students with special needs. The research questions for achieving these objectives were as follows. 1. what are the case examples of vacation program operation for students with special educational needs by special education teachers? 2. what are the experiences and perceptions of special education teachers regarding the operation of vacation programs for students with special educational needs? To address these research questions, in-depth interviews were conducted, and documentary materials and researchers' journals were collected and analyzed. The study participants included seven special education teachers who worked at public special schools in Gwang-ju and Jeollanam-do provinces and had experience participating in vacation programs. To enhance the reliability and validity of individual interviews, two regular classroom teachers and one special education teacher were selected as auxiliary participants in "focus group interviews." Additionally, various documentary materials, researchers' memos and records, and discussions with fellow teachers were utilized. As a first result of this study, the case examples of vacation program operation for students with special educational needs were analyzed in terms of overall operation, educational curriculum and class examples, safety and life guidance, work and human relations, and teachers' rights and rewards. Based on this analysis, when examining the commonalities and differences in vacation program operation in Gwang-ju and Jeollanam-do provinces, it was found that the educational authorities were responsible for program operation in both regions. In terms of educational curriculum and class, both regions developed their own program plans, but individualized education plans and evaluation systems were absent. Moreover, the class contents in both regions consisted of various experiential and activity-centered approaches. In terms of safety and life guidance, dedicated safety life organizations could not be found in either region. In terms of operational differences between the two regions, Gwang-ju entrusted program operation to local community organizations, while Jeollanam-do directly operated it within special schools. Regarding the instructors, Gwang-ju employed "college student volunteers" as instructors, while Jeollanam-do utilized special education teachers. In terms of work, Gwang-ju faced difficulties due to a lack of support personnel, resulting in challenges in safety and life guidance and heavy workloads for special education teachers. On the other hand, Jeollanam-do provided support from commuting vehicle administrators and special education administrators, which reduced the workload of special education teachers. In terms of teachers' rights and rewards, Gwang-ju's special education teachers had limited personal rights and received compensation below the minimum wage. In contrast, Jeollanam-do's special education teachers, although unable to fully enjoy personal rights, received compensation of 30,000 Korean won per hour, indicating a higher number of supported teachers in vacation programs. As a second result of this study, the experiences and perceptions of special education teachers who operated vacation programs for students with special educational needs were analyzed in terms of educational curriculum and class examples, safety and life guidance, work and human relations, teachers' rights and rewards, and the necessity of institutional improvements. Based on this analysis, several findings emerged. First, regarding the educational curriculum and class, special education teachers perceived the qualifications of program instructors as "professional but open" qualifications. Second, in terms of safety and life guidance, special education teachers felt a sense of responsibility, difficulties, apologies, regrets, gratitude, and expectations from students and their parents. They especially felt overwhelmed due to a lack of support when unexpected situations arose. Third, in terms of work and roles, special education teachers perceived vacation program tasks as burdensome and demanding, feeling overwhelmed by the absence of guidance and instruction manuals. Moreover, in terms of human relations and communication, there were both rewarding and challenging relationships characterized by love, affection, and satisfaction, as well as difficulties and burdens. Fourth, in terms of teachers' rights and rewards, special education teachers perceived vacation program operation as tiring and exhausting. They felt that it hindered proper preparation for the new semester, limited opportunities for professional growth, and compromised the welfare and benefits they could have enjoyed during the semester. Based on these perceptions, the study examined the difficulties and support demands of special education teachers. Firstly, in terms of necessity, it was seen as the responsibility of the government to ensure and resolve the care and support of students with disabilities during the vacation period. Secondly, the operational difficulties included difficulties arising from relationships, difficulties in performing tasks and roles, and difficulties in self-care and recharging. Lastly, the support demands of special education teachers were presented as "demands for operational system improvement" and "demands for administrative and financial support." The system improvement demands suggested directions for system improvements, including a "community network-centered system" and a "school-centered operation system." Additionally, requests were made for support in terms of personnel and administrative system. As a result, the analysis of the first research question regarding case examples of vacation program operation for students with special educational needs provided the following implications. First, the disparities between Gwang-ju and Jeollanam-do provinces were identified. Second, the need to establish the identity of vacation programs for students with special educational needs was highlighted. Third, the necessity of active discussions and collaboration within the educational community surrounding vacation programs was emphasized. Fourth, the establishment of a systematic framework and system for vacation programs was requested. Regarding the second research question concerning the experiences and perceptions of special education teachers regarding the operation of vacation programs for students with special educational needs, the following implications were derived. First, special education teachers showed strong agreement with the necessity of operating vacation programs for students with special educational needs. Second, the need for a "control tower" responsible for overseeing the operation of vacation programs for students with special educational needs was emphasized. Third, the necessity of a "community network collaboration body" for operating vacation programs for students with special educational needs was highlighted. Fourth, explorations were made to alleviate the burdens on special education teachers and requests were made for administrative and financial support. In conclusion, this study explored the experiences and perceptions of special education teachers to provide insights for the effective operation and improvement of vacation programs for students with special educational needs, and the results offer several points for improving vacation programs.

In terms of work, Gwang-ju faced difficulties due to a lack of support personnel, resulting in challenges in safety and life guidance and heavy workloads for special education teachers. On the other hand, Jeollanam-do provided support from commuting vehicle administrators and special education administrators, which reduced the workload of special education teachers. In terms of teachers' rights and rewards, Gwang-ju's special education teachers had limited personal rights and received compensation below the minimum wage. In contrast, Jeollanam-do's special education teachers, although unable to fully enjoy personal rights, received compensation of 30,000 Korean won per hour, indicating a higher number of supported teachers in vacation programs. As a second result of this study, the experiences and perceptions of special education teachers who operated vacation programs for students with special educational needs were analyzed in terms of educational curriculum and class examples, safety and life guidance, work and human relations, teachers' rights and rewards, and the necessity of institutional improvements. Based on this analysis, several findings emerged. First, regarding the educational curriculum and class, special education teachers perceived the qualifications of program instructors as "professional but open" qualifications. Second, in terms of safety and life guidance, special education teachers felt a sense of responsibility, difficulties, apologies, regrets, gratitude, and expectations from students and their parents. They especially felt overwhelmed due to a lack of support when unexpected situations arose. Third, in terms of work and roles, special education teachers perceived vacation program tasks as burdensome and demanding, feeling overwhelmed by the absence of guidance and instruction manuals. Moreover, in terms of human relations and communication, there were both rewarding and challenging relationships characterized by love, affection, and satisfaction, as well as difficulties and burdens. Fourth, in terms of teachers' rights and rewards, special education teachers perceived vacation program operation as tiring and exhausting. They felt that it hindered proper preparation for the new semester, limited opportunities for professional growth, and compromised the welfare and benefits they could have enjoyed during the semester. Based on these perceptions, the study examined the difficulties and support demands of special education teachers. Firstly, in terms of necessity, it was seen as the responsibility of the government to ensure and resolve the care and support of students with disabilities during the vacation period. Secondly, the operational difficulties included difficulties arising from relationships, difficulties in performing tasks and roles, and difficulties in self-care and recharging. Lastly, the support demands of special education teachers were presented as "demands for operational system improvement" and "demands for administrative and financial support." The system improvement demands suggested directions for system improvements, including a "community network-centered system" and a "school-centered operation system." Additionally, requests were made for support in terms of personnel and administrative system. As a result, the analysis of the first research question regarding case examples of vacation program operation for students with special educational needs provided the following implications. First, the disparities between Gwang-ju and Jeollanam-do provinces were identified. Second, the need to establish the identity of vacation programs for students with special educational needs was highlighted. Third, the necessity of active discussions and collaboration within the educational community surrounding vacation programs was emphasized. Fourth, the establishment of a systematic framework and system for vacation programs was requested. Regarding the second research question concerning the experiences and perceptions of special education teachers regarding the operation of vacation programs for students with special educational needs, the following implications were derived. First, special education teachers showed strong agreement with the necessity of operating vacation programs for students with special educational needs. Second, the need for a "control tower" responsible for overseeing the operation of vacation programs for students with special educational needs was emphasized. Third, the necessity of a "community network collaboration body" for operating vacation programs for students with special educational needs was highlighted. Fourth, explorations were made to alleviate the burdens on special education teachers and requests were made for administrative and financial support. In conclusion, this study explored the experiences and perceptions of special education teachers to provide insights for the effective operation and improvement of vacation programs for students with special educational needs, and the results offer several points for improving vacation programs.
