The 26th ICOM conference held in Prague in August 2022 officially announced the new definition of museums. In other words, museums are non-profit permanent institutions that serve society by researching, collecting, protecting, interpreting, and exhibiting tangible and intangible heritage. Museums have become open to the public, and sustainability and inclusivity have promoted the diversity and sustainability of museums. Museums are operated and exchanged ethically and professionally, providing various experiences for education, appreciation, contemplation, and knowledge sharing along with the participation of the local community. The scope of this study is to investigate the current status and changes in visitor demand for cultural and artistic programs in museums in China and South Korea, focusing on the impact of the COVID-19 pandemic and other uncontrollable circumstances. The research framework consists of a situational analysis, empirical analysis, and comprehensive conclusions. The situational analysis involves analyzing case studies of cultural and artistic programs in advanced museums, with a focus on their functions, concepts, purposes, types, and characteristics. The analysis includes an examination of the cultural and artistic program developments at the National Museum of Gwangju in South Korea and the Henan Museum in China. The empirical analysis includes a survey of visitor satisfaction and a comparative analysis of data, including demographic characteristics, awareness, motivation, interest, IPA (satisfaction, importance), attitudes, and behavioral changes. The analysis aims to identify commonalities and specific aspects of visitor satisfaction. The comprehensive conclusions propose development and improvement strategies for cultural and artistic programs in the Henan Museum in China. Considering the current circumstances, the study suggests several approaches for the development and enhancement of museum cultural and artistic programs, organized into four dimensions: situational analysis, qualitative analysis, visitor experience, and activation plan analysis. The situational analysis dimension examines the functions and various roles of museums, drawing on research on the development trends of international museums and the educational functions of advanced museums in different countries. It concludes that museums, influenced by the Renaissance, increasingly prioritize the "people-centered" educational function. The qualitative analysis dimension analyzes the current status of museums in China and South Korea and the data on visitor satisfaction, revealing commonalities and issues such as the rich collection and educational resources of museums, the close relationship between cultural and artistic programs and visitors, and the recognition and shortcomings of the importance of museum cultural and artistic programs. It also identifies specific issues such as the limited openness of digital resources in the Henan Museum and the lack of immersive exhibition events in museums. The visitor experience dimension examines the changes in visitor experience from a historical perspective and proposes construction directions for museums based on a three-dimensional experience formation and evaluation. The activation plan dimension explores the development plan for future museum cultural and artistic programs, focusing on the activation plan for regional museum cultural and artistic programs. The analysis includes five aspects: development principles, program details, digital technology, operation, and education. This study is composed of seven chapters in total. Chapter 1 is the introduction, which includes the research background, the necessity of the study, research objectives, scope, and methods. In Chapter 2, a theoretical investigation of the study is conducted, including the functions and changes of museums, the concept, and purpose of museum cultural and artistic programs, types and characteristics, as well as case studies and the current status of cultural and artistic programs in advanced museums. In Chapters 3 and 4, the current status of cultural and artistic programs at the Henan Museum in China and the National Gwangju Museum in Korea is analyzed. This includes the historical changes, distinctive features, cultural resources, and contents of cultural and artistic programs. In Chapter 5, a systematic questionnaire is developed, distributed, and aggregated to derive visitor satisfaction, importance, and improvement demands regarding museum cultural and artistic programs in China and Korea. The questionnaires used are titled "Visitor Experience Satisfaction Questionnaire for Henan Museum" and "Visitor Experience Satisfaction Questionnaire for National Gwangju Museum," and an online survey method is adopted. The questionnaire consists of five sections and is designed based on the visitor's experience before, during, and after the visit. The first section focuses on the visitor's behavior before the visit, examining their perception and motivation for visiting. The second section investigates the visitor's behavior during the visit, primarily focusing on their interests and duration of stay. The third section examines the visitor's behavior after the visit, considering the importance and satisfaction of their museum experience across 12 variables, particularly related to exhibitions, cultural and artistic programs, and services. The conclusions are drawn through the analysis of SPSS population data statistics, reliability and validity analysis, IPA analysis, and comparative analysis of commonalities and peculiarities. In Chapter 6, the development and improvement plans for local museum cultural and artistic programs are analyzed from five aspects: development principles, program details, digital technology, operation, and education. Chapter 7 is the conclusion, where the analysis is summarized in four dimensions: status analysis dimension, qualitative analysis dimension, visitor experience dimension, and activation plan dimension. In the reality where the world is interconnected through information media, the influence of culture will inevitably increase, and an era of fierce competition for cultural sovereignty has begun. Culture not only enriches our lives but also elevates a nation's external image and becomes a new driving force for economic growth. These are not tasks that individuals can accomplish alone. Therefore, both central and local governments should take an interest in preserving valuable cultural heritage, and substantial investments need to be made in administrative, policy, and financial aspects. This study analyzed the development and improvement plans for cultural and artistic programs in local museums. By researching ways to enhance and develop cultural and artistic programs in Chinese and Korean regional museums, it is hoped that this study can broaden future research perspectives and seek new approaches to improve the future construction of the Henan Museum in China.
