China has entered a new era and embarked on a new journey of building a sports powerhouse. Football has a wide social impact and is deeply loved by the general public. The development and revitalization of professional football is of great significance to improving the physical quality of the people, enriching cultural life, carrying forward the spirit of patriotism and collectivism, cultivating sports culture, developing sports industry, and realizing the dream of sports power. It also plays a positive role in promoting economic, social and cultural construction. Football has a huge economic scale and has also received government attention. However, compared to world football powers, Chinese professional football still lags behind in all aspects. In the international arena, the development of Chinese professional football is constrained by its backward competitive level and also faces many other problems. Only by correctly analyzing and scientifically evaluating the overall development status of Chinese professional football, recognizing its own problems, and identifying weak points in the development process, can we find a targeted path to progress. In order to conduct a scientific and detailed study on several factors that affect the development of professional football in China, this study comprehensively uses a combination of qualitative and quantitative analysis methods to conduct analysis layer by layer, sorting out policy documents related to the development of professional football, conducting preliminary research, and constructing a preliminary indicator system for influencing factors. Qualitative analysis was conducted through pre interview results with 5 experts from the expert member pool, followed by three rounds of questionnaire surveys using Delphi method on several factors affecting the development of Chinese professional football. Finally, the importance of different factors affecting the development of Chinese professional football was explored using Analytic Hierarchy Process, and the relative importance of the influencing factors was quantitatively described. This research process aims to comprehensively and scientifically reveal the main factors that affect the development of Chinese professional football. The main conclusions drawn through comprehensive analysis and argumentation are as follows: (1) The expert interview results show that the first factor affecting the development of Chinese professional football is the management system of Chinese professional football. Secondly, the Chinese Professional Football League. Thirdly, cultivate Chinese professional football youth. Fourthly, the construction of Chinese professional football culture. Fifth, the development environment of Chinese professional football. (2) The analysis of expert interviews shows that the management system of Chinese professional football has the following problems: Firstly, the internal structure of the association is bloated, with poor collaboration between departments and a lack of excellent management personnel, resulting in low management efficiency and inadequate services. Secondly, with the postponement of the establishment of the Chinese Professional Football League, the club market is operating abnormally, and the interests of Chinese professional football clubs cannot be guaranteed. Thirdly, the positioning of the Chinese Football Association is inaccurate, its identity is unclear, and it is unable to balance the interests of various stakeholders (society, government, and enterprises). Fourthly, due to unclear property rights and different interests in professional football leagues, it has become a major obstacle to the development of the league. (3) The analysis of expert interviews shows that the development environment of Chinese professional football has the following problems: Firstly, in recent years, the government has placed great expectations on the development of Chinese professional football, providing certain discounts and support, providing a clearer direction and goals for the development of Chinese professional football. However, from the perspective of professional competitions themselves, Chinese football not only relies on the government, but more importantly, on the improvement of its internal competitiveness. Secondly, currently China's economic development is stable, but due to the impact of the epidemic, the population's income has decreased. Therefore, the public's motivation for sports consumption has decreased. Moreover, the public's consumption concept of football products has not yet actively changed. Thirdly, the performance of Chinese professional football is poor, and the public's awareness of Chinese football is relatively low. This makes it impossible for football to continue to develop and to be more widely popularized in the general society. (4) The analysis of expert interviews shows that the Chinese professional football league has the following problems: Firstly, the Chinese professional football team is unable to obtain high dividends through copyright, and the development of team centered derivative products is not in place, with limited commercial sponsorship, which fundamentally cannot solve the problem of difficult profits for the team. Secondly, the current Chinese Super League has a small scale, low level of competition, and a small audience, which still leaves a significant gap compared to football developed countries. Thirdly, the equity of Chinese professional football clubs presents a single shareholder or controlling shareholder situation, and such a high degree of equity concentration inevitably leads to excessive concentration of club management and decision-making power, and a lack of diversified and market-oriented business ideas. (5) The analysis of expert interviews shows that there are the following problems in the cultivation of young professionals in Chinese professional football. Firstly, the training concept in the cultivation of Chinese professional football youth is relatively backward. The development of the football training project has just been completed, but the implementation has only just begun and has not yet taken effect. Second, Chinese professional football teenagers are mainly based on the campus football league and the National Youth Football Super League. This basically covers the entire youth sports system, but there is no guarantee for the competition of social youth training, and there is still an imbalance problem. Thirdly, the cultivation of youth football is the foundation for the development of professional football in China. At present, the quality of professional youth training coaches in China is not high, and the number is relatively small, which cannot meet the needs of youth training. (6) The analysis of expert interviews shows that there are the following problems in the construction of professional football culture in China: Firstly, after the professionalization of Chinese football, non scientific values such as practical football, bureaucratic football, and pre selection football have emerged one after another. The popularization and development of popular football also lack intrinsic motivation, and there are too few young players with personalities. All of this indicates that Chinese professional football lacks spiritual culture. Secondly, there is a lack of spiritual and institutional culture within the Chinese professional football team. In addition, there is a lack of action culture in the field of social servants, which hinders the guidance, cohesion, cultivation, and restraint functions of professional football culture. Based on the conclusion drawn by this research institute, I suggest that the Chinese government needs to readjust its functions and fully leverage the decisive role of the market in resource allocation. In a favorable policy environment, the organization and management of Chinese professional football matches should be strengthened, and exchanges with other countries should be actively carried out to enhance international influence and public recognition. By promoting amateur football and other means, we aim to improve the football environment, increase football participation, and promote a shift in public attitudes towards football consumption. Chinese professional football clubs should actively develop peripheral derivatives to compensate for the simplification of income. Improve the distribution system of broadcasting rights benefits, establish a reasonable organizational structure for commercial development in the Chinese Super League, accelerate the reform of equity structure, and avoid the phenomenon of dominance or single shareholding. In terms of youth training, the concept of cultivating football reserve talents should be actively updated. Improve and refine China's youth training system, integrate high-quality resources, promote effective linkage between amateur football youth training departments, education departments, and professional sports departments, and achieve a balanced overall structure. Explore and expand the Hierarchy of coaches in order to improve the quality of coaches. In addition, Chinese professional football should also strengthen the construction of club spiritual culture and reflect the spirit of professional football personality. Establish a sound and scientific club management system to strictly constrain the overall behavior of the club and the individual behavior of employees.

Only by correctly analyzing and scientifically evaluating the overall development status of Chinese professional football, recognizing its own problems, and identifying weak points in the development process, can we find a targeted path to progress. In order to conduct a scientific and detailed study on several factors that affect the development of professional football in China, this study comprehensively uses a combination of qualitative and quantitative analysis methods to conduct analysis layer by layer, sorting out policy documents related to the development of professional football, conducting preliminary research, and constructing a preliminary indicator system for influencing factors. Qualitative analysis was conducted through pre interview results with 5 experts from the expert member pool, followed by three rounds of questionnaire surveys using Delphi method on several factors affecting the development of Chinese professional football. Finally, the importance of different factors affecting the development of Chinese professional football was explored using Analytic Hierarchy Process, and the relative importance of the influencing factors was quantitatively described. This research process aims to comprehensively and scientifically reveal the main factors that affect the development of Chinese professional football.
