The purpose of this study was to explore the dilemmas teachers in the integrated child care center experience in implementing the revised Nuri curriculum and Individualized Education Program (IEP) and the improvements for effective IEP implementation. Participant observation and teacher interviews were employed to analyze the dilemma of applying the 2019 revised Nuri curriculum and IEP in the five-year-old integrated classroom in the integrated child care center from May 30, 2023 to August 31, 2023. Participant observation was conducted during free play time two or three times a week, and in-depth interviews with general and integrated teachers were conducted. The main findings were as follows. First, the dilemma experienced by teachers was found through participant observation. Teachers were facing a dilemma between accepting the autonomy of children with disability and supporting and encouraging free play of children with disability for the application of the revised Nuri curriculum. It was found that the revised Nuri curriculum has limitations in applying directly to children with disabilities because disabled children could have positive stimulation through teacher intervention and support rather than through voluntary play in the revised Nuri curriculum. Second, child- and play-centered revised Nuri curriculum and IEP that required teachers’ guidance and intervention had conflicting characteristics. Children with disabilities had meaningful play time when teachers provided continuous intervention with intentional guidance and support throughout the day since they had difficulty starting and maintaining play on their own. Thus, the integrated class teacher was experiencing difficulties with practicing the Nuri curriculum and IEP that have conflicting concepts in a balanced way in the class. It is because the integrated teacher should implement IEP, a required curriculum for special education that includes the intended plans of teachers and parents while ensuring the autonomy of children emphasized in the revised Nuri curriculum. The integrated class teacher was trying to understand and consider different educational methods and to encourage the disabled children’s confidence in playing. However, the teacher was providing instruction that conflicted with the one that encouraged children’s voluntary play, as the teacher’s intentional intervention was essential for the social integration of children with disabilities. However, there were difficulties in applying it to children with disabilities who showed repeated play and limited interest. IEP should be implemented for children with disabilities who are not used to changing environments while minimizing the teacher’s plan and providing support according to the play situation. Given the social demand for integrated education, this is necessary to be reflected in the Nuri curriculum to guarantee the right to national-level education for disabled children.
