제1차 황사피해방지 종합대책의 내용과 평과는 어떻게 되는가? 1차 대책은 주로 모니터링 기반 구축, 사후관리 중심의 피해 최소화, 동북아 협력체계 구축, 피해 사후 관리 강화 등에 주안점을 두어 추진되었으며, 추진결과 황사관측망 확충, 황사예보기술력 향상, 황사정보서비스 개선 등이 이루어진 것으로 평가되고 있다. 그러나 1차 대책을 추진하는 과정에서 한계로 지적된 취약계층 (호흡기계 질환자, 피부질환자, 어린이, 노인, 실외근무자 등) 대책, 위해성 관리 대책, 체계적인 실행기반 부족 등이 부족한 점으로 지적되었다. 2차 대책에서는 1차 대책의 부족한 점을 보완하고 실행력 있는 추진을 담보하기 위하여 ‘황사대책위원회’ 위원장을 환경부 장관에서 환경부차관으로 조정하도록 법령(대기환경보전법 제14조)을 개정하는 것을 시작으로, 사전관리 중심의 대책 수립을 목표로 2단계 대책이 수립되어 2013~2017년까지 추진하고 있다(MOE, 2012).
