문제 정의

APEX 모델의 주된 활용 예를 들면 텍사스 주의 Erath와 Hopkins 카운티에서 수질을 관리하기 위한 가축분뇨 관리 (Flowers et al., 1996)와 퇴적물 및 다른 오염물질을 제어하기 위한 방법으로 여과대의 효과를 평가하는 국책 연구에 이 APEX 모델을 활용하였다 (Arnold et al., 1998). 또한 현재 미국 농무성 산하 농업연구청-자원보전연구청와 공동으로 텍사스 농생명연구소에서는 국가 프로젝트인 CEAP 프로젝트 (Conservation Effects Assessment Project)를 수행하는데 APEX 모델과 SWAT 모델을 이용하여 농경지 규모부터 유역 규모까지 농업비점오염 영향을 평가하고 보전효과를 분석하여 이를 국가 정책자료로 활용하는 연구를 수행하고 있다.

그러나 우리나라는 대부분 미국에서 개발된 수질 모델을 활용하여 국내 연구지역에 단순 적용하거나 일부 변수 값을 수정하여 활용하는 실정이다. 또한 모델링을 이용한 국가 단위의 종합적인 평가 및 예측이 없는 비점오염 연구는 단순 반복되는 모니터링 연구 수준에 불과하며 추후 연구결과의 정책적 활용에도 한계가 있다. 따라서 우리나라 지역 및 농경지 특성을 고려한 필지단위의 농업 비점오염 모델이 필요하다.
