예방접종등록 정보시스템에 구축되어 있는 접종등록자료의 정확성, 중복성, 등록률 등을 분석하였다. 이를 통해 접종데이터 미등록 현황, 중복데이터, 누락데이터, 오류데이터 현황을 파악하였다. 또한 예방접종 등록 정보시스템의 접종등록자료의 품질 개선을 위한 품질관리 오류기준안을 마련하여 데이터베이스 품질관리체계 수립을 제안한다.

In this study, the accuracy duplication and register rate of the vaccination registration data in National Immunization Registry Information System were evaluated and analyzed. Through which undocumented vaccination status data, duplicate data, missing data, errors data into the vaccination registration data were analyzed. In addition, the quality control for the vaccination registration database quality improvement, were proposed for standard error checking. 이에 본 논문에서는 예방접종등록정보시스템에 구축되어 있는 자료 중 2012년 출생아의 접종 등록 자료의 정확도, 타당도 등을 평가 및 분석하여 자료의 정확성, 중복성, 충실성, 완결성, 등록률, 누락자 현황 등을 파악하고 입력항목을 예방접종에 필요한 필수항목과 선택항목으로 구분하여 타당도 평가를 하여 예방접종 등록시스템의 품질관리 기준을 제시한다.
제안 방법
이에 본 논문에서는 예방접종등록정보시스템에 구축되어 있는 자료 중 2012년 출생아의 접종 등록 자료의 정확도, 타당도 등 평가 및 분석하여 자료의 정확성, 중복성, 충실성, 완결성, 등록률, 누락자 현황 등을 파악하고 입력항목을 예방접종에 필요한 필수항목과 선택항목으로 구분하여 타당도 평가를 하여 예방접종등록 시스템의 등록자료의 품질관리 기준을 제시하였다.
대상 데이터
2012년 출생아 중 2014년 9월까지 등록된 자료를 기준으로 국내 거주 확인된 내국인 대상자 482,608명이며, 이 중 예방접종등록 현황은 2014년 9월 기준으로 2012년생의 월령은 21개월(2012년 12월 출생아)〜 32개월(2012년 1월 출생아)로 일본뇌염 사백신, 생백신의 경우 2014년 9월 기준으로 접종시기(12개월〜36개월)가 종료되지 않아 9월까지 접종완료한 접종현황만을 파악하였다.
후속연구
예방접종률은 예방접종사업의 성과를 간접적으로 측정할 수 있는 대표적인 지표이며, 매우 예민한 지표이기 때문에 사업의 문제점을 발견하여 즉각적인 조치가 가능한 매우 유용한 지표이다. 2015년부터는 예방접종등록관리 정보시스템의 등록자료를 활용한 접종률 산출을 기대할 수 있을 것으로 예상된다.
이를 예방하기 위해서는 실제로 데이터를 생산하는 입력주체를 대상으로 입력 오류 및 사전 검증 체계 교육 등이 필요하며 데이터 표준, 데이터 구조 등 메타데이터 관리를 포함한 전반적인 데이터 품질 관리체계 구축이 필요하다. 논리 모델 작성부터 물리 데이터베이스 적용 시까지의 데이터 구조관리 절차 및 체계의 수립과 입력 데이터에 대한 통제 기준 및 사전 및 사후 검증 필요가 있다. 전사 차원에서 관리할 통합 코드 관리 체계가 필요하며, 데이터 표준 용어, 단어의 정의 및 현행화가 필요하며, 데이터 도메인의 보완 하여 null 값의 적용 기준, 기본값의 정의, 컬럼별 도메인 정의 및 인포 타입의 보완이 필요하다.
이는 향후 국가 예방접종 정책 수립의 근거자료로 활용 가능하고 예방접종등록관리 정보시스템의 예방접종 등록자료를 기반으로 국가 예방접종률 산출하여 필수 예방접종비용 국가부담 사업 시스템 안정적 운영할 수 있을 것으로 기대된다.
