제도적 장치로써 평가지표는 어떠한 역할을 하는가? 평가지표는 공공정책의 수립 및 시행 평가 등 전 단계에 걸쳐 객관적이고 신뢰성 있는 준거를 제공하여 목적을 구체화하고 효과적인 수단을 강구하는데 중요한 역할을 담당하며, 평가를 통해 관련 주체의 행동을 변화시킬 수 있다(Kushner, 1993). Ammons(1996)는 평가지표의 기능으로 행정책임성 제고, 계획 및 예산기능의 제고, 조직운영 개선, 목표관리 및 성과평가의 기능, 자원의 재배분 기능이라고 제시한 바 있어 국내 농촌경관정책의 추진과정상에서 이러한 평가지표의 활용을 통해 선순환적인 경관관리 체계가 필요하다고 할 수 있다.
농촌의 균형발전을 위한 정책적 지원사업이 추진되어 오면서 생긴 문제점은 무엇인가? 국내의 농촌은 1958년 지역사회개발사업을 시작으로 도시와 농촌의 균형발전을 위해 다양한 정책적 지원사업이 추진되어 왔다. 이 과정에서 주민의 소득과 생활수준 등 삶의 질을 높이는데 큰 효과가 있었지만, 농촌지역의 무분별한 개발로 인해 농촌경관을 훼손하는 결과를 야기해 왔다(이유직과 정재현, 2015). 그러다 최근 농촌경관을 활용한 지역축제, 도농교류에서 농촌지역 활성화의 핵심자원으로서 농촌경관이 그 중요성을 인정받게 되었고, 이를 보전하고 관리하기 위한 정책의 시도가 증가하 고 있다.
