PMO 기능 아웃소싱이 상대적 비율이 적은 원인은? 첫째, 프로젝트에 도입이 필요한 PMO 기능 중 아웃소싱이 필요한 PMO 기능인 자문, 교육훈련, 멘토링 등이 리스크 관리, 품질관리, 보고 등에 비해 도입 우선순위에서 상대적으로 후순위로 밀리는 것으로 나타났다. 둘째, 도입유형 설문의 기타 의견란에 주로 서술된 의견들에 따르면 기업의 보안 사항이 유출될 수 있어 중요 프로젝트의 PMO 기능을 외부 컨설팅사에 맡기기가 곤란하다는 설명들이 많았다. 이는 ICT 산업의 프로젝트가 전사 시스템을 다루는 시스템 통합 프로젝트가 많으며 상대적으로 보안이 강조되는 대기업 응답자가 많아 나타난 현상이라고 해석될 수 있다.
1990년대 PMO 기능이 단순하게 보인 이유는? PMO 기능은 연구자 별로 다양하게 정의되며 확장 발전되어 왔다. 1990년대에는 PMO 기능을 프로젝트 중간 산출물 품질 검토 및 협의 중간자의 역할로 보아 비교적 단순했다(Berry and Parasurman, 1991; Chase and Steward, 1994). 2000년대 들어와서 많은 연구자(Hill, 2004a; Ayyagri, 2006)들에 의해 PMO 기능들이 새롭게 정의되면서 개념까지 크게 확장되었으며 오늘날까지 지속 확장 발전하여 오고 있다.
