본 연구는 국내의 대통령기록물을 관리하는 통합 대통령기록관과 민간 대통령 기념재단의 현황 및 서비스를 비교${\cdot}$분석하기 위한 기초연구로써, 통합 대통령기록관과 민간 대통령 기념 재단의 특징 분석 및 시사점 도출을 목적으로 한다. 이를 위하여 통합 대통령기록관과 민간 대통령 기념재단을 대상으로 소장 기록물, 온${\cdot}$오프라인 서비스, 법${\cdot}$제도적 현황을 조사하였다. 이를 바탕으로 통합 대통령기록관과 민간 대통령 기념재단이 지닌 특징과 차이점을 분석하였다. 본 연구는 통합 대통령기록관과 민간 대통령 기념재단의 특징을 비교?분석하고자 시도했다는 점과 두 기관이 협력 관계로 발전하기 위한 기초연구를 도모했다는 점에서 의의가 있다.

통합 대통령기록관의 단점은 ? 하지만 통합 대통령기록관의 단점은 바로 통합과 기관의 소속에서 기인한다고 볼 수 있다. 통합 대통령기록관은 행정안전부 산하 중앙기록물관리기관의 소속 기관으로 전임 대통령이 퇴임하고 정권이 바뀌었을 때, 바뀐 정권에 의해 업무를 진행함으로써 중립성과 독립성에 대한 문제가 발생할 수 있다(정용오, 2011). 이러한 점은 정치적 중립성, 독립성 그리고 객관성이 엄격히 유지되어야 할 통합 대통령기록관이 오히려 이를 확보하지 못하고 있으며 이것은 통합 대통령기록관의 가장 큰 단점이라고 할 수 있다(정용오, 2011).
