본 연구는 한국산업표준(KS)의 전문성을 강화하기 위한 범부처 참여형 표준운영 정책이 실시됨에 따라 목재 및 펄프 제지 산업표준과 관련하여 산업표준화법에 따른 표준운영 현황을 파악하고, 단계적인 표준 정비방안과 표준 활성화 방안을 제시하는 것을 목적으로 하였다. 산림청은 2015년에 목재 및 펄프 제지산업분야 KS를 산업통상자원부로부터 이관 받아 현재는 426종의 관련 표준을 관리 운영하고 있으며 3개 분야 전문위원회(목재 목조건축분야, 목질재료분야, 펄프 제지분야)와 목재 제지 기술심의회를 신설하여 표준의 제 개정 안건을 심의 하도록 하였다. 목재 및 제지 산업분야의 국가표준이 전문 부처에서 관리되는 만큼 기술 경쟁력 향상과 시장성을 확보하는데 기여할 수 있도록 기존 표준의 재정비와 실용적인 표준 개발이 필요한 시점이다. 이를 위해서 표준 운영에 대한 체계 수립과 전략적인 표준 분석이 필요하다. 더 나아가 KS와 국제 표준과의 부합화를 통해 국제 무역에서 표준의 상이성에 따른 기술 장벽이 되지 않도록 하며, 지속적인 정책적 지원과 표준개발 역량을 강화하기 위한 전문 인력의 육성이 뒷받침 되어야 할 것이다.

개정된 건설분야(F) 표준 중에서 16건은 국립산림과학원 고시(기술기준)와 일관성을 고려하여 단일화된 표준으로 작업 하였으며 고시에서 규정하는 목재제품인 집성재, 방부목재, 합판, 섬유판, 난연 목재, 파티클 보드, 마루판에 대하여 수행하였다. 부처별로 운영되고 있는 기술기준과 국가표준이 다르다는 것은 기업의 입장에서 표준에 따른 시험·검사에 들어가는 비용이 이중으로 소비될 뿐만 아니라 이용하는 소비자에게 정보의 혼란을 줄 수 있기 때문에 표준의 일원화 과정은 지속적으로 개선해 나아가야 할 필요가 있다.
