외국학술지지원센터 개선방안에 관한 연구 - 운영 담당자의 관점을 중심으로 -

대학도서관의 예산은 감소하는데 반해 해외 출판사의 인쇄학술지 및 전자저널 구독비용은 꾸준하게 상승하고 있다. 이에 따라 교육부와 KERIS는 해외 학술자료에 대한 접근성 확보차원에서 해외 인쇄학술지 분담수서 및 공동 활용을 위한 외국학술지지원센터 사업을 2006년부터 시행하고 있다. 본 연구에서는 최근 수년 동안의 FRIC 서비스 및 이용현황을 살펴보고, FRIC 담당자 10명과의 심층면담을 통해 FRIC의 역할 및 가치, 운영상의 이해관계자별 주요 이슈, 서비스 개선방안 및 신규 서비스 요소를 조사하였다. 연구결과, FRIC은 지속적으로 발전하여 활발하게 운영되고 있어 학술정보의 공동이용과 학술연구 진흥에 기여하고 있는 것으로 나타났다. 그렇지만 FRIC 운영에 있어 5가지 유형의 이해관계자 즉, 교육부 및 KERIS, 대학본부 및 도서관, 이용자, 타 기관 FRIC, 출판사 및 구독 대행사 등은 각기 다른 다양한 이슈사항을 가지고 있었다. 따라서 본 연구에서는 이러한 이슈사항을 해결하기 위한 개선방안을 제도, 시스템, 운영 및 서비스 측면에서 제안하였다.
