본 연구에서는 국내외 법학 관련 도서관들의 장서개발정책을 분석하여 법원도서관 장서개발정책의 기본 원칙과 지침을 설정하고 이를 근거로 법원도서관 장서개발정책 개발(안)과 세부 내용을 제안하였다. 법원도서관의 비전은 크게 각국 법률자료의 체계적이고 포괄적인 수집과 법률정보 제공의 역할을 수행하는 국가 대표 법률도서관과 법조 실무계와 학계종사자 뿐 아니라 일반 국민들의 눈높이에 맞춰 대국민서비스를 제공하는 열린 법률·재판정보센터로 설정하였다. 이러한 비전을 구현하기 위한 장서개발정책 수립의 5가지 기본방향은 1) 국가 대표 법률도서관으로서의 사명과 책무 중심의 장서개발, 2) 대국민서비스를 위한 열린 법률·재판정보센터로서의 장서개발, 3) 변화하는 시대 및 정보환경에 부합하는 장서개발, 4) 법원도서관의 특성을 고려한 주제별·언어별 장서개발, 5) 일관성과 체계성 기반 자료 수집·보존·폐기 장서 개발로 제시하였다. 정책문서에 기반한 법원도서관의 장서개발을 통해 체계적 또는 전략적 장서개발을 도모할 수 있기를 기대한다.
