본 연구는 인천광역시 동구 지역 내 소재한 다양한 문화재 및 콘텐츠와 '2022 동구 Master Plan'에서 제시된 동구 발전권역을 바탕으로 도서관의 추가 건립 시 운영할 수 있는 특화 전략을 다음과 같이 제시하였다. 첫째, 인천광역시 동구 지역을 문화관광·테마관광권역, 역사문화권역, 중심상업권역, 기반산업권역 등 4권역으로 구분하여 각 지역별 문화재 및 콘텐츠 등 지역적 특성을 고려한 특화주제를 선정하고자 하였다. 둘째, 2022년 완공이 예정되어 있는 어린이 도서관의 특화 주제 및 전략을 지역적 특성을 고려하여 제안하였다. 셋째, 인천광역시 동구의 사회적 특성을 고려하여 대표도서관이 추진해야 할 특화 전략을 제안하였다.
