북한지역 공간정보 관련 연구사례를 수집, 분석하여 공간정보 구축 우선순위를 분석하고 이를 바탕으로 북한지역 공간정보구축 단기 및 중장기 로드맵을 제시하였다. 이를 위해 공간정보 구축 우선순위와 관련된 연구자료를 분석하고, 국토인프라시설의 상호 관계에 따른 구축 우선순위를 도출하였다. 우선순위 도출을 위해 분석된 연구에 따르면, 북한지역의 비접근성이라는 특징에 의해 전문가 집단을 대상으로 실시한 설문 및 자문의견을 취합하여 우선순위를 결정하고 있음은 공통적으로 일치하였다. 공통적인 의견을 종합해보면, 비무장 및 접경지대, 주요도시, 특구·개발구 등을 우선순위로 두고 있으며, 인프라시설 측면에서는 전력통신, 철도, 상하수도, 건축물, 도로, 댐 등을 우선순위로 두고 있었다. 통일한반도의 국토인프라 구축 우선순위는 주요 도심과 항만, 공항 등 핵심 교통시설과 연계된 배후 도시 수준의 점 개발을 시작으로 교통망, 용수, 에너지 등의 노선 공간공유를 추진하는 선 개발, 그리고 도시 및 국가 단위의 면 개발로 이어지는 시나리오를 제시하였다.
