본 논문은 인간공학 전문가를 활용하여 보다 나은 안전보건 환경을 조성하여 산업재해예방을 하고자 한다. 본 논문에서 사용한 데이터는, 산업안전보건연구원에서 조사한 산업안전보건동향조사를 사용하였으며 분석 데이터 수는 2,084개이다. 결론은 다음과 같다. 1. 설문조사 중 22.9%만이 인간공학 전문가를 활용하고 있었다. 다른 사업장의 경우 인간공학에 대한 이해도와 접근이 부족하여 활용하지 않는 것으로 사료된다. 2. 산업현장에서 인간공학 전문가는 작업절차서(94.8%), 모니터링 지침(85.5%), 위험요소 근로자에 정보제공(95.8%), 위험요소 교육실시(96.6%), 기타 예방조치(94.1%)를 체계적으로 관리하고 있는 것으로 나타났다. 3. 인간공학 전문가를 활용하는 기업은 활용하지 않는 기업에 비해 안전보건 의사소통은 2.391배(1.949-2.932) 잘 이루어지고 있으며, 안전보건문화는 2.128배(1.786-2.537) 안정적으로 정착되어 있는 것으로 나타났다. 본 연구 결과, 산업현장의 안전보건 분야에서 인간공학 전문가의 활용이 유의미함을 증명해 낼 수 있었다.

In this paper, effects on industrial accident prevention based on better safety and health environment by utilizing ergonomics expert were studied. This study was mainly based on the data from 'the survey for occupational safety and health trend' conducted by Occupational Safety and Health Research Institute. The number of industries participated in the survey was 2,084. Main results of the study were as follows; 1) Only 22.9% of the industries participated in the survey utilized ergonomics expert. The rest of the industries have never had an ergonomics expert due to the reasons such as lack of knowledge for the field of ergonomics, etc. 2) Specific activities done by the industries with ergonomics expert in order to have better safety & health were 'providing work orders'(94.8%), 'providing monitoring guidelines'(85.5%), 'providing information for dangerous work'(95.8%), 'providing safety education'(96.6%), and 'other safety management'(94.1%). 3) When the odds ratio for the levels of communication and the levels of environmental stability regarding safety & health for the different groups(with experts and without experts), it was found that the group with ergonomics experts had a significant higher ORs(2.391, 95% confidence interval(1.949-2.932) and 2.128, 95% confidence interval(1.786-2.537)) respectively than those of the industries without ergonomics expert. The results suggested that ergonomics expert has been unique in most of time in terms of his/her contributions in the field of industrial safety and health.

이에 본 연구에서는 산업안전보건연구원의 ‘2015년도 산업 안전 보건 동향조사’ 자료를 바탕으로 인간공학 전문가 활용여부를 중심으로 이와 관련하여 인간공학적 위험요소 관리방안, 안전보건정보전달 및 의사소통, 안전보건문화에 미치는 영향을 파악하여 사업장의 안전보건문화정착을 위한 기초자료로 활용하고자 한다.
제안 방법
본 연구에서는 인간공학 전문가의 활용 여부가 안전보건문화에 미치는 영향을 알아보기 위해 ‘2015년 산업 안전 보건 동향조사’ 설문 내용에 따라 각 변수들을 정의하고 분류하였다
대상 데이터
본 연구는 안전보건공단 산업안전보건연구원에서 산업 현장의 안전보건활동에 대한 실태 파악을 위해 조사한 ‘2015년 산업안전보건동향조사’를 바탕으로 이루어졌다
본 연구에서는 산업안전보건동향조사의 대상 기업 5, 007 개소 중에서 ‘인간공학적 위험요소가 존재한다.’고 응답한 2, 874개소를 대상으로 선정하였으며, 이 중 ‘응답 거부’, ‘잘 모름’ 등의 결측치를 제외한 2, 084개소를 최종대상으로 선정하였다.
성능/효과
본 연구 결과 인간공학적 위험요소는 제조업, 상시근로자 수 50인 이상 300인 미만, 모기업/모기업 지역 사업장에 많이 존재하고 있었으며, 인간공학 전문가는 활용하는 기업이 활용하지 않는 기업에 비해 많은 것으로 나타나 산업 현장에서 인간공학에 대한 접근 및 활용도가 부족한 것으로 파악되었다. 인간공학 전문가를 활용하는 경우 작업절차서, 모니터링 지침, 기타 예방조치와 같은 체계적인 관리가 이루어지고 있는 것으로 나타났고, 안전보건정보전달 및 의사소통이 원활하게 이루어지며, 안전보건문화가 안정적으로 정착되어 있는 것을 확인할 수 있었다.

산업현장의 안전보건문화 정착을 통한 산업재해자 감소를 위해 안전보건문화에 영향을 미치는 다양한 원인의 파악과 대책을 수립할 수 있도록 동 데이터를 활용한 다각도의 연구가 시도되어야 한다. 특히, 안전관리자, 보건관리자, 업종별, 사업장 규모별, 지역별 등 독깁변수를 다양하게 활용하여 안전보건문화와의 관련성을 심층적으로 파악하여 산업재해 예방에 기여할 수 있도록 DB구축을 제안한다.
