정신질환 전문 교정시설에 대한 교도관의 선호도에 영향을 미치는 요인에 관한 연구

교정시설 내 정신질환 수용자 수 급증에 대한 해결방안으로 다양한 전문 수용시설의 확충 방안이 제시되고 있지만, 관계자의 선호도에 관한 연구는 미진한 편이다. 따라서 본 연구는 정신질환 전문 수용시설에 대한 교도관의 선호도에 영향을 미치는 요인들을 탐색한다. 2019년 국내 교정기관 6곳에서 근무 중인 교도관들의 설문조사를 바탕으로, 정신질환 전문 교도소, 정신질환 전문 구치소, 정신질환 전문 수용동, 종합의료 교도소에 대한 교도관의 선호도와 다양한 변수들의 인과관계를 이항 로지스틱 회귀분석을 적용해서 분석하였다. 연구결과, 교도관들은 정신질환 전문 교도소 확충을 선호하는 것으로 나타났으며, 교도관 나이, 정신질환 수용자의 교정위반 행동, 치료 또는 약물 거부, 관련 법령 미비, 교도관의 정신질환센터 근무 경험이 정신질환 전문 교도소의 선호도를 높이는 요인으로 나타났다. 반면에 교도관 직급은 이런 선호도를 낮추는 것으로 증명되었다. 이를 통한 정책대안으로는 정신질환 전문수용시설 확충 과정에서 교정현장의 목소리 반영과 치료를 거부하는 정신질환 수용자들에 대한 법령의 마련을 제안한다. 후속연구에서는 보다 많은 교도관들의 특성 및 의견이 반영된 자료를 수집하여 다양한 변수들이 활용된 좀 더 분석적인 연구를 진행할 예정이다.
