[국내논문] 아동그룹홈 재정지원 개선 방안 연구

초록

본 연구는 아동그룹홈에 대한 국가 및 지방자치단체의 예산 규모 및 항목 분석을 통하여 그룹홈 운영 지원의 문제점 및 개선방안을 파악하고자 하였다. 주요 결과는 첫째, 아동그룹홈의 인건비 지원에 있어 동종 시설 간 및 지역 간 종사자들의 처우에 있어 큰 차이가 발생한다는 점이며 소규모 보호시설 운영 시 종사자의 과중한 업무 부담과 이에 따른 소진이 발생할 수 밖에 없는 지원 구조를 가지고 있다는 것이었다. 둘째, 운영비 지원은 아동의 보편적이고 특수한 욕구를 충족하는데 절대적으로 부족하며 동종 시설 간 상대적 차이가 확인되었다. 셋째, 아동그룹홈에 대한 별도의 사업비 지원이 없어 안정적인 사업 기획 및 실행의 한계가 파악되었다. 이러한 분석 결과를 바탕으로 그룹홈 보호아동에 대한 적절한 보호가 이루어질 수 있도록 아동 그룹홈의 예산 지원 방안을 논하였다.
