기록관의 위험관리 현황 진단 연구: 대학기록관을 중심으로

대학기록관은 국가기록원이 시행하는 기록관리 기관평가에서 평가 대상으로 지정된 2016년 이래로 타 기관 유형과 비교하여 평가 결과가 미진하다. 본 연구는 대학기록관의 기록관리 수준의 향상을 위해 위험관리에 관한 개선 방안을 제시하는 것을 목적으로 한다. 설문조사와 사후 인터뷰를 통해 대학기록관의 위험관리 현황을 조사하였으며, 조사 결과를 분석하여 대학기록관 위험관리의 문제점과 한계를 진단하고 개선 방안을 도출하였다. 첫째, 「공공기록물 관리에 관한 법률」에서 위험관리에 관한 법적 효력을 강화하고, 관련 사항을 구체적으로 규정한다. 둘째, 국가기록원은 대학기록관 위험관리의 문제점 진단과 문제 해결을 적극적으로 지원한다. 셋째, 독립기구로서의 대학기록관의 정체성을 확보하여 전문적·적극적으로 기록관리 업무를 수행한다. 넷째, 대학기록관의 위험관리 실무를 반영한 표준 및 매뉴얼을 마련한다. 이를 위하여 국가기록원, 대학 간의 협력, 개별 대학 등이 모두 기여해야 한다. 다섯째, 충분한 예산을 확보하여 위험관리를 수행하기 위하여 필요한 제반 요건을 갖추어야 한다. 마지막으로, 기관장과 조직 구성원들의 대학기록관 및 기록관리에 관한 인식을 고취하여, 기록관리 및 위험관리업무 수행에 협조를 구한다.
