남북한 도서관의 중장기 교류협력 방안 연구

본 연구의 목적은 남북한 도서관의 교류협력을 위한 방향성과 사업 방안을 제시하는 데 있다. 구체적으로 본 연구는 문헌 조사, 표적 집단 면담(FGI), 전문가 자문의 연구 방법을 통해 도서관 영역의 남북한 교류협력 사업의 방향성을 제시하고, [경색기]-[화해협력]-[남북연합] 단계에서 추진 가능한 남북한 도서관 교류협력의 사업 방안을 구상해 보는데 있다. 본 연구에서는 교류협력 방안을 남한 도서관에서 준비해야 하는 사업, 남한 도서관과 북한 도서관이 직접 교류협력하는 사업, 남북 도서관 교류협력을 제3국 또는 국제기구와 함께 진행하는 사업의 3범주로 구분하고 이들을 다시 8개의 주요 사업과 33개의 단위과제로 세분화하여 사업 가능 시점과 함께 제안하였다. 결론 및 제언에서는 관종이나 기관의 성격 및 목적에 따른 부문별, 단계별 교류협력의 필요성, 실효성 있는 교류협력을 위한 제도 구축, 도서관계 내의 공감대 형성, 현장 중심의 의제 발굴, 그리고 사서 대상 북한도서관 관련 교육 프로그램의 개발 등을 논의하였다.
