본 연구는 낙동강페놀오염 사건을 재조명해봄으로써 대구지역의 시민사회가 중앙 집권적인 제도정치로부터 분화되어 시민운동을 통해 활성화되어가는 과정을 살펴보고, 이 사건을 통해 드러나는 각 행위자들의 반응과 대처를 통해 지역에서 시민적 성찰성이 발현되고 발전해나가는 방식을 탐색하고자 한다. 이를 위해 본 연구자들은 대구지역 시민운동의 발자취를 추적하기 위해서 2002년 9월부터 2004년 7월까지 낙동강페놀오염 사건과 관련된 시민단체들을 방문하여 자료를 수집·조사했고, 이러한 물리적인 자료조사에서 불충분하게 드러난 부분은 대구지역 시민단체의 리더와 활동가들의 인터뷰를 통해 질적으로 보강했다. 국내 최대 환경오염사고로 기록된 낙동강페놀오염 사건은 지난 10여 년간 지역의 시민사회 형성에 크게 기여했다. 시민들이 도시적 삶의 생태학적 위험에 대해 "압축적 근대화"의 결과로서 성찰하고, 이에 기반하여 많은 환경단체들이 조직화되고 환경운동이 급신장하는 계기가 되었다. 뿐만 아니라 주민자치, 교육, 복지, 문화, 언론, 여성 등 다양한 사회영역에서 시민운동이 활성화되었다. 이러한 페놀오염 사건은 피해지역주민의 피해보상이나 집단이주를 요구하던 이전의 주민환경운동과는 달리 불특정 다수인 시민들과 시민단체들이 환경위기의식 속에서 운동을 주도했다는 점에서 시민운동으로서의 의미가 컸다. 그리고 정치적으로 보수적인 대구지역에서 시민단체들이 성장 위주의 중앙정부의 정책기조와 환경에 무차별적인 대기업의 시장경쟁논리에 저항하기 위해서는 연대라는 새로운 시민운동의 방법을 이용해야 함을 학습하는 기회를 제공했다. 또 개인들이 일상생활에서 경험하는 환경위기에 대한 불안과 개입주의 국가의 강제력 및 시장의 경쟁논리의 합리성 사이의 긴장과 갈등이 공개적이고 집합적으로 소통되는 시민사회가 형성되는 계기를 열어 주었다.

This study is aimed to review Phenol Pollution of Nakdong River in order to examine the development process of Daegu civil society which was separated from centralization of power. And We interview leaders and activists in Daegu NGOs to compensate for insufficient survey. Over the ten years, Phenol Pollution of Nakdong River which was regarded as the greatest environmental pollution incident in Korea took a great role to make civil society in Daegu. Lots of citizens gradually had serious reflected on ecological crisis in city-life as result of ‘condensing modernization’, so that so many NGOs were organized and environmental movement developed rapidly. With these results, the part of citizen autonomy, education, welfare, culture, mass media and women there were also great progress. Apart from compensation need of past that were almost total contents of the previous inhabitant environmental movement, it had somewhat different perspective which was accounted for the characteristics, volunteered civil movement and participation in a sense of environmental crisis. In politically conservative Daegu, it offered a kinds of learning opportunities to use new method of civil movement, in other words, solidarity that made them to escape from politic keynote of central political parties which emphasized only growth and to resist "Jaebul" in Korea. In addition to, Phenol Pollution of Nakdong River could mark a turning point to formulate civil society which is communicated publicly insecurity for environmental crisis and suspense and conflict those are made between heavy handed intervention(by governmen) and rationality of competition logic in market.
