The dominant view on the future of the welfare state during the last decade was the retrenchment of the Keynesian welfare state. Such a view is not sustained these days in the sense that a fundamental change has not been made to the existing welfare state, and that more and more recent studies, when describing the welfare future, employ such terminologies as survival, recasting, restructuring, and transition. This article argues that the existing welfare state, although under the massive pressure of retrenchment incurred by diverse macro social changes, has not suffered a radical change, because the social forces in defense of the welfare are still very active in advanced welfare states. The existing studies came to the wrong conclusion, because they focused only on the influences of social changes regarded as providing welfare retrenchment pressure, ignoring the welfare politics. It seems impossible for now that the welfare level undergoes a radical downturn because of the existence of the social forces in defense of the welfare state. In contrast, restructuring welfare system is very likely in the near future, because it is not only demanded by the macro social changes but also are acceptable to the social forces. In this regard, the future of the welfare state needs to be described in terms of restructuring, not retrenchment.
