In the face of crisis of socialist system, all cities in North Korea has experienced enormous transformation. This paper intends to search for the recent transformation of North Korean cities and prospect their future by examining the restructuring of urban spatial structure of Chungjin, Sineuiju and Hyesan since 1990s. The system crisis of North Korea which was represented as the absolute shortage of energy and food in 1990s resulted in the ruins of the established ‘Juche’-type urbanization path. Most of the urban development and redevelopment projects have been stopped and urban infrastructure facilities have been wornout and malfunctioned. In opposition to this urban crisis, ‘bottom-up urbanization’ by urban residents and ‘top-down urbanization’ by North Korean authorities appears recently. Firstly, the relaxed state control made the informal circulation of human and material resources to activate in outlying areas of three cities and they could newly regenerate as commercial cities. In these processes, public space decreased and private space increased gradually. For example, the market place as a private economy sphere widely enlarged and the urban housing which was an extension of public space becomes a place for privacy. In addition to these changes, urban center is moving from public square to market place and two dimensional residential differentiation by residents’ political status is changing into multi-dimensional one according to their political and socio-economic status. Secondly, in opposition to these ‘bottom-up’ tendencies, the state apparatus is attempting to re-gentrify the old central districts and institutionalize the urban planning for the socialist regeneration of urban space. And the ‘enclave city’ construction by means of state authorization of special economic zones has been promoted. But bottom-up approach is trapped by the strong state and top-down approach is difficult to be promoted because of unfavorable conditions of North Korean international relations. Therefore it is assumed that the stream of North Korean urbanization will not rapidly incline to either direction and the conflict between these tendencies will continue smoothly.
