본 연구는 탐색적인 연구로서 제3세계의 사회복지발달이 선진자본주의 국가에서 발달된 기존의 사회복지발달론과 동일하게 설명될 수 있는가에 대한 문제제기로부터 시작한다. 연구자는 사회복지발달을 첫째, 국가내부의 정치적, 사회경제적, 제도적 요언을 중심으로 분석하는 기존 연구를 1국 중심적 이론으로, 둘째, 세계화나 개방경제론, 확산이론을 국가간 상호작용중심이론으로, 셋째, 종속이론과 세계체제론을 국가간 분업구조 중심이론으로 구분하여 문헌 연구를 통해 각 이론의 기본적 입장과 복지발달 관련 주장을 살펴보았다.

The study classifies theories of social welfare development into three categories: 1) existing theories which seek the causes of social welfare development in political, socio-economic, and institutional factors in a country. as a one-country oriented perspective, 2) theories of globalization. diffusion, and open economy. as an international interaction perspective, and 3) theories of the capitalist world system and dependency theory, as an international division-of-labour structure perspective. After examining the literature, nations are divided into core, semi-periphery, periphery Ⅰ and periphery Ⅱ country-group by Rossem"s(1996) Classification, who calculated points by World System role and prominence. Because the number of countries with available data was small. the countries was divided into two groups: core & semi-periphery(non-periphery) and peripheryⅠ & peripheryⅡ country-group. The result of multiple regression(OLS) shows first, the variables of socio-economic theory, GDP per capita and the rate of government expenditure to GDP are significant in both the country-groups. But the variables of world-system theory, rate of trade dependency and of foreign direct investment (FDI). showed positive influence on the welfare efforts for the non-periphery country-group while they showed negative influence for the periphery country-group, although not all the variables were significant: only the variable "rate of trade dependency" was significant for the pheripheric countries. After this study the hypothesis of downward harmonization theory from globalization perspective was not valid for the non-periphery country-group. We can deduce from this result that the factors of social welfare development could differ between non-periphery and periphery country-groups and the welfare efforts in peripheric countries is vulnerable to the position of world-capitalist system: the dependency could be an obstacle for the development of social welfare.
