본 논문은 한국에서 누가 실업급여를 받고 있는가를 분석하고 있다. 남성에 비하여 여성, 청년층에 비하여 중장년층의 구직급여 수급 가능성이 높게 나타났다. 중졸 이하의 저학력자보다 전문대와 대학 졸업자인 고학력자가, 단순노무직 종사자보다 고위임직원 및 관리자와 사무직원이, 저임금자보다 고임금자가, 퇴직금을 받지 못한 임시ㆍ일용근로자에 비하여 퇴직금을 받고 퇴직한 정규직 근로자가 구직급여 수급 가능성이 더 높은 것으로 나타났다. 특히 조기재취직수당제도의 경우 여성에 비하여 남성이, 연령계층별로는 젊은 연령계층이, 학력별로는 고학력자의 수급 가능성은 통계적으로 유의하게 높게 나타났다. 특별연장급여의 경우 남성에 비해서는 여성이, 30세 미만의 연령계층에 비하여 30대 이상의 연령계층이, 고졸자에 비해 초ㆍ중졸 이하의 저학력자가, 그리고 이직 전 임금수준이 낮을수록 수급가능성이 더 높은 것으로 나타났다.

This study analyses who receives unemployment benefits in South Korea. The findings suggest that men and the middle aged are more likely to receive Job Seeking Allowance than women and youths. But, workers who have a junior college or college education, managers and clerical workers, high-income workers, and full-time workers with retirement allowance are more likely to be the benefit recipients than workers with less than a junior high school education, unskilled laborers, low-income workers, and temporary workers without retirement allowance respectively. That male, young, and highly educated workers show higher probability of receiving Early Reemployment Allowance than their female, old, less educated counterparts is statistically significant, meaning socially privileged class generally receives Early Reemployment Allowance. Additionally, the findings also show that those who are older, educated less, and earned less prior to unemployment are more probable to receive Extended Benefit, suggesting Extended Benefit is usually granted to the underprivileged in our society.
