본 연구는 장애아동ㆍ청소년 자녀를 둔 가족의 양육부담 및 가족지원 욕구를 알아보고 이를 토대로 가족지원 방안을 모색하고자 하였다. 이를 위해 전국 16개 지역별 장애인부모연대, 장애인복지관, 장애인가족지원센터, 기타 유관단체 등을 통해 표집된 장애아동ㆍ청소년 가족 953명을 대상으로 설문조사를 실시하였다. 그 결과, 장애아동ㆍ청소년 가족이 느끼는 양육부담은 경제적 부담, 신체적 부담, 정서적 부담, 사회적 부담 순으로 나타났으며, 이러한 부담은 장애아동ㆍ청소년의 장애유형과 연령별에 따라서 차이를 보였다. 장애아동ㆍ청소년 가족의 양육부담에 대한 회귀분석 결과는 양육부담의 하위영역에 따라 다소 차이를 보였으나 전체 양육부담에 영향을 미치는 요인으로는 장애아동의 장애유형, 일상생활수행능력, 돌봄지원 여부, 돌봄시간 등이었다. 다음으로 장애아동ㆍ청소년 자녀의 양육과정에서 필요하다고 생각하는 가족지원 욕구는 장애아동 수당지원과 장애아동 재활치료바우처 사업의 확대로, 경제적 지원정책에 대한 욕구가 가장 높다고 볼 수 있다. 이와 함께 의료, 교육, 돌봄 순으로 가족지원 욕구가 나타났다. 또한 장애유형에 따른 가족지원 욕구에서는 모든 장애유형에 관계없이 장애아동수당지원에 대한 욕구가 가장 높은 반면 장애유형에 따른 가족지원 욕구에서는 다소 상이한 특성이 나타났다. 특히 뇌병변장애의 경우 재활치료바우처사업과 장애인 의료비 지원에 대한 욕구가 높은 특성을 보였으며, 지체장애와 지적장애의 경우 평생교육 프로그램지원에 대한 욕구가 상대적으로 높았다. 한편 장애아동ㆍ청소년의 연령에 따른 가족지원 욕구도 상이한 특성이 나타났는데, 특히 만 6세 이하의 경우는 아동수당, 학령기가 시작되는 7-12세의 경우 아동수당과 재활치료바우처사업, 중고등학생의 경우 경제적 측면뿐만 아니라 평생교육에 대한 욕구가 강하게 나타났다. 이러한 분석결과를 토대로 장애아동ㆍ청소년 가족지원 방안을 제시하였다.

This study also examined effective ways of supporting families of children with disabilities. Participants of this study were 953 parents of children with disabilities who had been recruited from various institutions such as center for family support on disability and welfare center for individuals with disabilities. Results of this study were summarized as follows: First, regarding family burden of raising children with disabilities, financial burden was the most serious problem. Second, according to the result of regression analysis, type of disability, degree of performing daily activities, availability of care support and time spent in care- giving were found to have a statistically significant factor effect on family burden of raising children with disabilities. Third, regarding the needs for family support, financial support was more prominent than others. However, the results showed that different family support services were preferred by parents depending on their children’s age and type of disability. For instance, a family with a school-aged children was in strong needs of the allowance and rehabilitation voucher for the children with disabilities, and a family with a young-adult children was in strong needs of life long education. Parents raising children with cerebral palsy were in prominent needs for medical supports, and parents raising children with intellectual disabilities were in prominent needs for life long education programs. Based on research findings, this study suggested that effective family support services should be further developed and expanded. This study also suggested that it was necessary to develop and expand individualized service plans and case management systems in order to meet diverse and complex needs of families raising children with disabilities.
