This study examines the differences in health level of elderly people in terms of income levels and equity in health care utilization using KNHANES Ⅳ-3 of 2009. The main results of this study are as follows. First, the concentration index(CI) of all the indicators of health level shows negative values. It means people with poor health are concentrated in low income class. Second, there are larger differences in mental health of the aged than in physical health. Third, the quantitative levels of health care utilization are equitable for the poor, because their indices show negative values or nearly 0. This means a greater quantity of health care is utilized by the poor elderly. However, an analysis of distribution of health care expenditure shows that the rich elderly spend more money than the poor. Finally, Le Grand index, which takes into account the distribution of health care needs, shows positive value. It means that health care utilization of the aged is not equitable. The main policy implication of this study are first, considering the seriousness of the health problem of low-income elderly people, heath care programs and metal health programs must be concentrated on them. Second, user burden in health security system must be reduced. Finally, it is necessary to reform Long Term Care Insurance in order to reduce the cost of low-income elderly people.
