The main aim of this paper is to examine what is the main cause of increasing ideological conflict in Korean society. This paper tries to test the two contending hypotheses: the general public polarization hypothesis and the political elite polarization hypothesis. In order to test these hypotheses, this paper analyzes changing ideological orientation and policy preference of the general public as well as members of the National Assembly, by analyzing various opinion surveys conducted from 2002 to 2009. The main findings of this paper can be summarized as follows. 1) the ideological configuration of the general public has been changed substantially. Reflecting the victory of Roh Mu-hyun in the 2002 presidential election, the ideological configuration of the public shifted to the progressive direction. However, when the public became disenchanted with Roh Mu-hyun presidency, the proportion of the public having the neutral ideological position increased substantially and remained the largest, compared to the proportion of the public having the progressive and conservative position. This finding clearly indicates that the ideological configuration of the general public was not polarized. 2) the ideological configuration of the National Assembly members also changed rapidly. The most significant trend was that the proportion of the National Assembly members having the neutral ideological position among the 17th and the 18th National Assembly members substantially decreased, compared to that of the 16th National Assembly members. This trend indicates increasing ideological distance and disparity among major party members. From these findings, this paper draws the main conclusion that the ideological polarization of the political elite, not the polarization of the general public, was the main source of intense ideological conflict observed recently in the Korean society.
