I. 연구제목 핵심측정표준 국제비교 II. 연구의 목적 및 중요성 국제무역을 활성화하는데 기술적 걸림돌로 작용하는 측정표준의 불일치를 제거하기 위하 여 교역 당사국간에 측정 및 시험결과를 상호 인정하라는 소리가 높아가고 있다. 이러한 요 구에 부응하기 위하여 국가측정표준 및 국가측정표준기관이 발행하는 교정/측정성적서의 상호인정에 관한 협약(MRA)`이 1999년 10 월 14일, 미터조약에 참여하는 38개국 국가표 준기관의 기관장과 두 명의 국제기구 대표가 서명함으로써 채택되었으며, 2000년도에는 3 개 국의 표준기관이 준회원자격으로 참여하였다. 상호인정협약의 기술적 근거가 핵심측정표준 국제비교(key comparison; KC)인데, 국제 도량형위원회(CIPM)의 자문위원회가 선정하여 국제도량형국(BIPM), 자문위원회(CC), 또는 지역측정과학협의기구(RMO)가 주관하여 시행한다. 현재 130 여 항목의 KC가 선정되어 진 행 중이며 한국표준과학연구원(KRISS)은 그 중 64 개에 참여하였다. (2000년도에 20 개 참 여) 세계적 상호인정협약의 일원으로서 표준(연)이 KC에 참여하여 좋은 결과는 얻는 것은 매 우 중요한 일이다. III. 연구개발의 내용 및 범위 CIPM, BIPM 및 아시아 태평양 계측과학 프로그램(APMP)에서 주관하는 게이지 블록, 각도, 질량, 복사온도, 전자파, 광도, 마이크로폰, 방사능, 중성자 방출율, 유기 물 분석 등의 국제비교에 참여 프로토콜의 내용, 국제비교에 사용한 표준(연)의 측정표준기의 설명, 불확도 계산, 측정결과에 대한 기술 각 KC를 주관하는 선도기관의 조정관에게 보낸 최종측정결과 보고서 IV. 연구결과 및 의의 중요 연구결과는 다음과 같다. - 게이지블록 간섭계의 측정범위 확대 - 미소각도측정기를 이용한 각도게이지블록의 측정기술 개발 - 근적외선 분광감응도의 정확도 향상 - 기준 분광광도계의 개발 - 방사능측정방법의 개발과 정확도 향상 - MnSO4 bath와 4 - 동시계수기술을 이용한 중성자 방출율 측정정확도 향상 - 단일성분 원소의 농도분석능력 향상 - 가스의 흡착성 평가기술 및 측정정확도 향상 표준(연)의 측정결과는 선도기관에서 분석한 후 해당 자문위원회에 제출되어 검토 핵심측정표준 국제비교의 최종결과는 상호인정협약서의 부록 B로 첨부되며, 국제 도량 형국의 웹 사이트에 KC 자료로 공개됨 KC의 결과가 한국의 국가측정표준 대표기관인 한국표준과학연구원의 측정표준수 준을 보여주는 것이므로 좋은 결과를 얻어야 한다.

I. Title The Key Comparisons II. Objectives and Significance International trade agreements are increasingly calling upon mutual agreement of measurements and tests between trading nations. The absence of such mutual recognition is considered to be a technical barrier to trade. Now the mutual recognition arrangement (MRA) on national measurement standards and calibration and measurement certificates issued by national metrology institutes (NMIs) has been signed by the directors of the national metrology institutes (NMIs) of thirty- eight Member States of the Metre Convention and representatives of two international organizations on 14 October 1999. Three more NMIs participated in the MRA as associate members in 2000. The technical basis of the MRA is a set of key comparisons of national measurement standards identified by the Consultative Committees of the CIPM and executed by the BIPM, the Consultative Committees and the regional metrology organizations (RMO). Over one hundred thirty key comparisons have been chosen and set in motion, and KRISS has participated in sixty-four of them, including twenty in 2000. KRISS is a member of the global MRA and it is essential for KRISS to participate in key comparisons and produce good results. III. Contents and Scopes Participation to the key comparisons executed by CIPM, BIPM and APMP in the fields of length (gauge block, angle, CMM-1D), mass(1 kg), radiation temperature, RF(antenna gain, s-parameter), spectral responsivity, spectral transmittance, microphone, radioactivity, neutron emission rate, and organic composition analysis. Description of the protocols, standards maintained at KRISS in each field, measurement methods, calculation of uncertainties and results of the measurement. Reports of the comparison results to pilot laboratories. IV. Results and Suggestions Important results include - Extension of measuring range of gauge block interferometer up to 250 mm. - Development of the angle gauge block measuring technique using the small angle generator. - Improvement of accuracy in NIR spectral responsivity standards. - Development of reference spectrophotometer. - Development of activity measurement techniques and improvement of measurement accuracy. - Improvement of principles of MnSO4 bath and 4 - coincidence counting techniques - Enhancement of analysis technique for mono-elemental calibration solutions. - Improvement of the evaluation technique for adsorption gas and measurement accuracy. Results of the measurements carried out at KRISS will be analyzed at the pilot laboratories and reviewed by the respective Consultative Committees. Final results of the key comparisons will be attached to the MRA as appendix B and posted at the key comparison database of the BIPM web site. It is very important to obtain good results in key comparisons since they show the level of measurement standards maintained at KRISS, the NMI of the Republic of Korea.
