(1999년도에 13 개 참여) 세계적 상호인정협약의 일원으로서 표준(연)이 KC에 참여하여 좋은 결과는 얻는 것은 매우 중요한 일이다. 3. 연구개발의 내용 및 범위 BIPM과 아시아 태평양 계측과학 프로그램(APMP)에서 주관하는 게이지 블록, 저압, 고 압, 알루미늄 및 은의 응고점 셀, 직류 전압비, 고저항, 전자파 전력, 전자파 저 압, 반사율, 방사능, 유기물 분석 등의 국제비교에 참여 프로토콜의 내용, 국제비교에 사용한 표준(연)의 측정표준기의 설명, 불확도 계산, 측 정결 과에 대한 기술 각 KC를 주관하는 선도기관의 조정관에게 보낸 최종측정결과 보고서 4. 연구결과 및 의의 중요 연구결과는 다음과 같다. - 게이지 블록 간섭계의 개선 - 밀봉형 알루미늄 및 은 응고점 셀 개발 - 직류 전압비 측정의 영역을 1000 V, 고저항 측정영역을 G 이상으로 확장 - 전자파 전력표준의 직접비교측정기술 개발 - 방사능측정기술 및 정확도 향상 표준(연)의 측정결과는 선도기관에서 분석한 후 해당 자문위원회에 제출되어 검토 핵심측정표준 국제비교의 최종결과는 상호인정협약서의 부록 B로 첨부되며, 국제도량 형국의 웹 사이트에 KC 자료로 공개됨 KC의 결과가 한국의 국가측정표준 대표기관인 한국표준과학연구원의 측정표 준수준을 보여주는 것이므로 좋은 결과를 얻어야 한다.

1. Title The BIPM Key Comparisons 2. Objectives and Significance International trade agreements are increasingly calling upon mutual agreement of measurements and tests between trading nations. The absence of such mutual recognition is considered to be a technical barrier to trade. Now the mutual recognition arrangement (MRA) on national measurement standards and calibration and measurement certificates issued by national metrology institutes (NMIs) has been signed by the directors of the national metrology institutes (NMIs) of thirty-eight Member States of the Metre Convention and representatives of two international organizations on 14 October 1999. The technical basis of the MRA is a set of key comparisons of national measurement standards identified by the Consultative Committees of the CIPM and executed by the BIPM, the Consultative Committees and the regional metrology organizations (RMO). Over one hundred key comparisons have been chosen and set in motion, and KRISS participated in forty-four of them, including thirteen in 1999. KRISS is a member of the global MRA and it is essential for KRISS to participate in key comparisons and produce good results. 3. Contents and Scopes Participation to the key comparisons executed by the BIPM and APMP in the fields of length (gauge block), pressure (low and high), temperature(Al and Ag freezing points cells), DC voltage ratio, high resistance, RF (power and voltage), spectral diffuse reflectance, radioactivity, and organic composition analysis. Description of the protocols, standards maintained at KRISS in each field, measurement methods, calculation of uncertainties and results of the measurement. Reports of the comparison results to pilot laboratories. 4. Results and Suggestions Important results include - Improvement of the gauge block interferometer. - Development of the sealed- type Ag and Al freezing cells. - Extension of measurement range of voltage up to 1000 V and of resistance to higher G . - Development of the direct comparison technique for the RF power standards. - Development of activity measurement techniques and improvement of accuracy. Results of the measurements carried out at KRISS will be analyzed at the pilot laboratories and reviewed by the respective Consultative Committees. Final results of the key comparisons will be attached to the MRA as appendix B and posted at the key comparison database of the BIPM web site. It is very important to obtain good results in key comparisons since they show the level of measurement standards maintained at KRISS, the NMI of the Republic of Korea.
