Substances and Development Measures of Industrial Clusters in Daegu Metropolitan Area
Recent academic literature and industry surveys have suggested that industrial cluster is the key factor to long-term economic growth. This is so because, according to M. Porter, competitive advantage is created and sustained through a highly localized process. Differences m national economic structures, values, cultures, institutions, and histories contribute profoundly to competitive success.
Industrial cluster here IS defined as geographical concentrations of interconnected companies, specialized suppliers, service providers, firms in related industries, and associated institutions (for example, universities, standards agencies, trade associations) in a particular field that compete but also cooperate.
A proper understanding of the strengths and. weaknesses of industrial clusters within a specific region requires a more detailed analysis and understanding of the nature of the linkages among main actors within industrial clusters and how the emerging division of labour among them both influences (and constrains) their innovation and growth potential.
The key question addressed in this report is what are the substances of industrial clusters in Daegu Metropolitan Area and are the development measures of industrial clusters in Daegu Metropolitan Area?
The theoretical answers to this question are sought initially in modern cluster theory as reviewed and developed by R. Capello and M. Porter.
R. Capello draws a fundamental distinction between a simple agglomeration and an innovative milieu. He shows a path dependency in the evolution of industrial clusters in terms of regional innovation system and local clusters over time. Simple agglomeration can be developed into specialized area by inter-SME stable linkages and stable local labour market. Specialized area can be developed into industrial district by the presence of cultural and organizational proximity. Industrial district can be developed into learning district by the presence of strong and stable local actors and labour force. Learning district can be developed into innovative district by the exploitation of collective learning. As analytical indicators, he employed the concepts of localization, networking, embeddedness and institutional thickness, collective learning, and innovative synergy.
M. Porter argues that there is an association between vigorous domestic or regional rivalry, in technological terms, and the creation and persistence of competitive advantage in an industry. He models the effect of location on competition through four interrelated influences(factor conditions, demand conditions, context for firm strategy and rivalry, and related and supporting industries).
Factor inputs range from tangible assets such as physical infrastructure to information, university, and research institutes that all firms draw on competition. Demand conditions have much to do with whether firms can and will move from imitative, low-quality products and services to high-quality products and services. The context for firm strategy and rivalry refers to the rules, incentives, and norms determining local differentiation. Related and supporting industries emphasize presence of capable, locally based suppliers and presence of competitive related industries.
The local environment of firms can play an important role in new technology diffusion. Therefore, geographical concentration, even of rival firms, can enhance the benefits of strong competition.
The thrust of these arguments is that, even in the context of the global economy, space does matter because it is divided up into nations and regions. These entities can and do make significant differences to the local economic environment in which firms have to operate. These differences are so significant as to have major impacts on the processes of economic globalization - involving, ultimately, the competitive success or failure of firms, of regions and of nations.
The concentration of firms and supporting institutions is beneficial because the transfer of resources, knowledge, and information among them enables firms to readily adopt new techniques and procedures for increasing productivity - the key to competitiveness in the global market.
Following the theoretical analysis, we have examined successful clusters in different regions or countries. They are Carpi, Prato, Kista and Oulu, Silicon Valley, Daeduck Valley, Toyota, and Changwon. They provide data that identify the extent of individual benchmark those clusters.
The literature on industrial clusters suffers from a tendency to focus on the most celebrated case studies and engage in ex post facto reasoning to ″explain″ their success. What is frequently missing from this type of analysis is a systematic comparison between ″successful″ cases and the research area.
For the empirical analysis of industrial clusters in Daegu Metropolitan Area, we have employed a three-stage methodology. First of all, we have selected major industries in Daegu Metropolitan Area which can conform to cluster analysis. Secondly, we have examined the present conditions of the major industrial clusters in Daegu Metropolitan Area- by using of secondary data. Thirdly, we have examined the major industrial clusters in Daegu Metropolitan Area by questionnaire survey, Delphi survey, and interviews.
By the analysis, we can draw schematic diagrams of the major industrial clusters in Daegu Metropolitan Area. Drawing cluster boundaries often is a matter of degree and involves a creative process informed by understanding the linkages and complementarities across industries and institutions that are most important to competition in a particular field.
Cluster boundaries rarely conform to standard industrial classification systems, which fail to capture many important actors in competition and linkages across industries. The boundaries of clusters continually evolve as new firms and industries emerge, established industries shrink or decline, and local institutions develop and change.
The methodology employed in this applied work seem to be good at identifying the major elements and linkages of local industrial clusters in Daegu Metropolitan Area.
