과거에 수행된 수많은 핵폭발실험 및 1986년 구소련(현 우크라이나)의 체르노빌 원자력발전소 사고 등으로 인해 많은 양의 방사성물질이 방출되었고, 이에 따라 유럽을 포함하여 미국, 일본, 뉴질랜드 등 세계 각국의 식품규제기관에서는 수출입 식품에 대한 오염 규제를 강화하였다. 또한 우리나라와 식품의 수입경로가 비슷한 일본의 경우 매년 잠정허용기준을 초과하는 사례가 계속 적발되고 있는 실정이다. 우리나라의 경우도 식약청과 공동으로 본 연구소에서 지난 2년간 수행한 연구결과를 살펴보면 수입식품의 경우 Cs-137 방사능(감마) 값이 비교적 높게 검출되었다. 이러한 환경에서 식품 중 방사능 오염 실태를 조사 및 정량적인 평가를 하고, 그 결과를 토대로 식품 중 방사능 오염도 추세평가를 하여 최종적으로 국민건강 증진 및 방사선 방호가 본 연구의 목표였다. 2005년도에 시중에 유통되고 있는 수입식품과 원자력시설 주변의 국내생산 식품을 구입하여 전처리과정을 거친 후 감마핵종분석을 실시하였으며, 분석결과 식품공전의 『방사능 잠정허용기준』에 명시된 핵종(Cs-137, Cs-134, I-131) 중 Cs-137만이 검출되었으며, Cs-134와 I-131은 최소검출방사능(MDA) 이하였다. 또한 국내 원자력시설 주변에서 생산된 몇 가지 대표식품에 대한 결과를 보면 최소검출방사능 이하였다. 그러나 수입식품 중 차가버섯의 경우는 7.64∼171.27 (평균 36.65) Bq/kg으로 비교적 높은 방사능 분포를 보였고, 블루베리쨈도 MDA∼80.14 (평균 25.24) Bq/kg으로서 다른 식품류에 비해 높은 편이었다. 세신(2.69∼13.07 Bq/kg)과 정향(8.96 Bq/kg), 석이버섯(평균 18.38 Bq/kg)의 경우를 제외한 나머지 식품류는 MDA에 가깝거나 그 이하의 값을 보였다. 지난 2년간의 결과를 토대로, 차가버섯의 경우 2003년도에 MDA∼128.89 (평균 34.30) Bq/kg-fresh, 2004년도 6.57∼ 800.01 (평균 75.02) Bq/kg-fresh로 3년 연속 지속적으로 방사능이 높게 검출되었다. 차가버섯의 경우 잠정허용기준을 초과할 가능성이 높고, 전량 수입되는 것이기 때문에 중점적으로 방사능 감시와 이에 따른 위해도 평가가 필요하다. 본 연구를 통해서 개발된 방사능분석 표준절차서는 식약청의 식품공전 개정과 관련하여 기초자료를 제공될 수 있을 것이며, 분석자의 방사능 분석 업무 및 교육에 효율적으로 이용할 수 있을 것이다. 또한 표준불확도를 고려한 식품 중 방사능 오염검사 절차는 식품 방사능 관련 안전관리에 크게 기여를 할 수 있을 것이다 우리나라에서는 감마방출핵종에 대해서만 규정이 적용되고 있으나, 식품섭취에 따른 인체의 위해도 및 국제적인 변화추세를 고려하면, 알파, 베타핵종에 대한 추가적인 연구가 필요한 시점이다.

In the case of Japan which is similar to our country for the import regions of foodstuffs, there were some instances of the excess for regulation on the maximum permitted levels of radioactive contamination among some imported foodstuffs. According to the survey results for last two years, high radioactivity of Cs-137 radionuclides existed in some imported foodstuffs. The purpose of this study is to survey and assess radioactive contamination of foodstuffs in order to reduce the probability of intake of contaminated foodstuffs. Based on survey and assessment, final goal is to improve the public health by radiation protection. Sampled foodstuffs items are collected from the markets; one group are imported foodstuffs and the other group are domestic foodstuffs producted around facilities. After pretreatments such as drying, ashing, and homogenization, all samples were analyzed by gamma spectrometer system, The $^{137}Cs$ radionuclide was only measured among the regulation radionuclides($^{137}Cs,\;^{134}Cs,\;^{131}I$) of food code. All radionuclides of the domestic foodstuffs collected around nuclear facilities were below minimum detectable activity(MDA). But the activity concentrations of Inonotus obliquus (Chaga mushooms) from Russia ranged up to 171.27 (average value: 36.65) Bq/kg-fresh. In the case of blueberry jam, the radioactivity of $^{137}Cs$ is higher than expected value. Other samples are below MDA except some spices. Based on the previous and present results, it should be strengthen to survey for Inonotus obliquus (Chaga mushooms), of which the radioactivity shows the range from MDA up to 800.01 Bq/kg-fresh, It should assess the public radiation exposure via food chain because it has the excess probability of the maximum permitted level of food code, which is regulation of KFDA. The development method based on international standard would be used at radioactive analysis as well as education of practical workers and it could be applied as the basis data for amending the analysis method of food code. Our country only surveys gamma emitting radionuclides till now but international organization or foreign countries for example EU survey alpha and beta emitting radionuclides as well as gamma emitting radionuclides. So our country should also research necessity of survey for alpha and beta emitting radionuclides
