III.

Controversies relating to the risks of food additives have received a high level of news media attention in recent years in Korea. This study examined the articles of food additive issues in newspapers, TV programs over a recent 6-year period, and textbooks from elementary through high school in Korea. The cases of the foreign countries were also investigated. The major concerns analyzed were the mass media reports on food additives in terms of validity, performance, sensationalism, and view balance. We performed a survey on the consumer's risk perception of food additives. The results were as follows. We could find many problems in the delivery of food additives issues by the mass media; short of supporting data, fallacy of generalization, mistakes in experimental design, propensity to words selection, unbalanced views, and so on. There was little information on food additives in the textbooks. The risk perception survey showed that the public acquired much of information on food additives from the mass media reports, and were highly affected by them. This reflected the importance of the role of mass media in the public's correct risk perception on food additives. Investigation on the foreign countries' cases revealed a good contrast. They had also many social disturbances by mass media reports on food additives, but their mass media had a tendency to treat the issues as close to facts as they could. We suggested a mass media guideline for desirable reporting of food additives related issues. Balanced opinions must be provided, by which the public could correctly perceive the risks of food additives. The headlines should reflect the whole story with objective words and phrases. It was strongly recommended that mass media refer to a expert group before reporting. The reporters must be away from their personal thoughts, and surely divide facts and opinions in writing the articles. Governments were required to set a expert pool for mass media to refer it before reporting, to guarantee for stakeholders to participate in the decision making process of food additives, to open educational programs for news reporters, and to provide a guideline for them.
