In this research, when the natural disaster occurs, the criteria of disaster prevention resources mobilization and the resources allocation model are presented by analyzing the operating rate by disaster prevention resources for strengthening the field response ability such as a systematic & efficient resources mobilization system, local government & related institute`s rapid support cooperation system implementation. Decision-making operation technology development for the optimum operation distribution system development is presented. Also, the guidebook is established by standardizing the disaster prevention resources by function of emergency system and the standardized manual (guideline) by function of disaster management is presented.
