연구 목표 :
o 방사선 및 방사선동위원소 이용기관 공제조합(이하 'RI공제조합' 이라함)설립 및 방안이 마련이 최종목표임.

After Gori nuclear power plant was starting worked at 1971 and operated normally in 1978, our country had participated in and ranked on the nuclear industry countries of the world in earnest. and at the same time the industry on the application of radio activity and isotope has grown and taken off through the rapid progress. In this situation of relative industry of nuclear and radio activity the government had enacted "the law on the usage and encouragement of radioactivity and radio isotope, and the enforcement act on that" at 1992 for the rational management and encouragement of the industry on the radio and radio isotope, and it is concluded that the production and usage of these materials will be enlarged by the fast speed. But the public feeling of insecurity on the negative effects of nuclear materials is not cleared rather than amplified on the vast human, environmental and economical damage in the nuclear accident.
And also a public feeling of disallowance on nuclear industry is by far stronger than that of Japan or USA that the nuclear industry has occupied more big rate than that of our country in Gross Development Product ( our country has 0.03%, USA has 1.5% and Japan has 1 %). This is caused from that the governmental efforts has not been enough for the clearance of the negative image on the nuclear industry, but another cause is the social indemnity system is not completed concretely also. Especially, in the nuclear accident there is the cause in the characteristic of nuclear industry that is needed the social indemnity for third persons of general citizens, not direct persons concerned too.
Therefore however it is late a few, from now there are no two ways it is urgent to promote nuclear industry up to level of advanced country, and at once to complete the social indemnity concretely.
In this understandings, by the conclusion that the program is very appropriate that the mutual aid association of radioactivity and radio
isotope that the persons engaging in nuclear industry, government, and concerned institutes participate in jointly will be established, grown up, support the relative industry circle, and at once complete the social indemnity structure concretely, for at the end of 2002 lithe law on the usage and encouragement of radioactivity and radio isotope, and the enforcement act on that" has been enacted by government, and the legal basis for establishing the mutual aid association has been ready. Accordingly the establishing of the mutual aid association have to be promoted as soon as possible by following operations as the act of enforcement regulation, etc.
But at present because the most company of nuclear industry is very small, and do not have the internal security management team and many problems, for the fast activation of the mutual aid association, it is concluded to need to promote the alteration of the relative law and acts as the insertion of the legal recommendation articles through systematized the law and regulations, and at once the variable support programs.
For the similar reference, in the case of Software mutual aid association started in 1998 for the government had contributed about 40million dollars of 50% of first establishing capital, it is concluded there is no problem in governmental contribution for the mutual aid association of radioactivity and radio isotope(provisional name : RI MAA), and especially in the case of RI MAA because the company of nuclear industry has very different characteristics as the need of the indemnity program on the national level in nuclear accident, the small and poor company, and unconcern, etc. in the comparison of other industry, it is concluded it is not difficult to set up the indemnity program. Any other says, because however RI MAA will be established, without the governmental supports on the positive publicity works, manpower and operation fund before and after established that will be undergone in the trial and error, it may be not difficult to arouse the public sympathy.
Finally for this study, by the result of the research on 174 companies at present most companies have business relationship with bank or insurance company, but over 70% of them(including 51 % participation after consideration) has the opinion of the participation in RI MAA if that has the advantageous terms and conditions.
And so they are feeling the necessity of RI MAA in the technical development, technical practice, and the usage of facilities and equipment. This results reflect many companies is very small and poor excluded a few large companies. Therefore this researching results will have been considered substantially in the management of RI MAA, from now on it is concluded for many political programs as educational lab or school for the distinction with other mutual aid association to have to be considered.
