In this study, we conducted the several studies to secure the safe city from inland inundation. The research scope is as follows. ■ Analysis the causes of urban inundation Fault Tree Analysis was performed to quantify the causes of inland flooding. Historical data was widely collected and analyzed to identify the inland inundation including underground spaces. Levee failure mechanisms was classified into geotechnical factors, hydrological factors, hydraulic factors, structural factors and so on. The procedure to estimate the failure probability of each cause was presented. ■ Analysis of urban flood risk Flood Frequency Analysis (FFA) to derive QdF (Discharges-Duration- Frequency) relationships of the urbanzied river basin was conducted using stream discharge data and the nationwide river data of rating curves. Quality analysis and control of the available data was conducted by eliminating outliers which lost physical meaning and by doing homogeneity and stationary test. Selection of the prefer probability distribution and parameter estimation were conducted. Empirical and theocratical Qdf curves were presented for sample sites. ■ Development of a distributed rainfall-runoff model based on GIS A distributed rainfall-runoff model was developed using the multi-directional flow allocation algorithm and the real-time updating algorithm in order to preform the accurate and efficient modeling. The developed model was applied to experimental data and real basin to evaluate propriety It was compared with the lumped model to verify application. ■ Development of inundation analysis model including underground spaces The sophisticated inundation model was developed by interfacing 1D drainage model and two dimensional inundation model using advanced high resolution algorithm. For the inundation analysis in underground space, a link-node-block method was adopted. Link-block model is applied to a underground shopping mall and a parking lot, whereas a link-node model to underground street and a subway railroad respectively. ■ Drawing of flood hazard maps Various types of flood risk indices were developed by combining flood depth, flood velocity, and flood warning time. Based on these types of index, floods hazard maps were established for major citiesin Gimcheon, Daegu, and Ulsan area, which suffered from flood disasters. Application flan of developed Flood Hazard Maps was presented in this study. ■ Construction of inland inundation flood informatics system The coupling method of inland and river flood analysis was developed and applied in the flood analysis of Shinum drainage during the Typhoon Rusa on August 31, 2002. The effects of sediment in pipe network was estimated by using virtual scenarios and overflow discharge was calcutated. And 2-D inundation analysis was used for analysis underground inundation and drawing of flood hazard map at the Shinum and Pyeonghwa drainage area. Through this analysis system, Flood Informatics system was constructed. ■ Production of urban drainage manual Urban Drainage Manual Vol.1 was composed of regulations, specific plan, drainage facilities, analysis precess and so on. Urban Drainage Manual Vol.2, was composed of practical application procdure to the Gimcheon area as following steps, rainfall analysis, flood mitigation facilities analysis, flood hazard map and so on. Also "Residents Acton Outlines against Flood Inundation" was presented.
