1. 연구배경
가. 현황 및 문제점
1) 브롬화 난연제는 전기ㆍ전자제품, 건축자재, 플라스틱, 섬유 등의 가연성 물질 및 재료에 첨가하여 발화를 방지 또는 지연시키는 화합물임

가. 현황 및 문제점
1) 브롬화 난연제는 전기ㆍ전자제품, 건축자재, 플라스틱, 섬유 등의 가연성 물질 및 재료에 첨가하여 발화를 방지 또는 지연시키는 화합물임
2) 전자제품의 사용과 폐기로 환경에 방출되는 양이 급격히 증가하고 있으므로 먹이 사슬을 통하여 직ㆍ간접적으로 축산물에 오염 가능성이 높음
3) 다이옥신, coplanar PCBs, hexachlorobenzene (HCB)은 UN Environment Program에서 정한 잔류성 유기오염물질(POPs)의 일부로 지속적인 관리와 연구 대상임
4) 유럽연합에서 최대잔류기준을 매우 낮은 농도로 설정하는 추세이고, 다이옥신과 coplanar PCBs를 합하여 최대잔류기준을 설정하였으며, 기준 설정을 위한 브롬화 난연제의 잔류조사를 체계적으로 실시하고 있음
5) 환경오염으로 브롬화 난연제, 다이옥신, coplanar PCBs, HCB가 축산물에 동시에 잔류하는 경우가 많으나, 이성질체의 종류가 많은 물질들을 시료전처리에서 분리정제 하기가 매우 복잡하고, 고분해능 기체크로마토그래프/질량분석기(High Resolution Gas Chromatograph/Mass Spectrometer, HR-GC/MS)에서 분석시 이온 질량들이 서로 방해 작용을 하여 동시 분석이 까다로운 실정임
나. 국내ㆍ외 기술수준
1) 국내에서는 다이옥신과 coplanar PCBs에 관한 연구 자료가 대부분이며 특히 축산물 에서 브롬화 난연제 및 HCB 등을 연구한 사례는 매우 미미함
2) 우리원은 2000년부터 축산물의 다이옥신과 coplanar PCBs 일부에 대한 정밀분석법 개발과 잔류조사로 국내유통 축산물의 안전성을 평가 및 확보 하고 있으며 브롬화 난연제 2종에 대한 분석법을 확립하였으나 체계적인 잔류조사는 수행하지 못하였고 HCB는 분석법 확립 및 잔류조사가 이루어지지 않았음

Polybrominated diphenyl ethers (PBDEs) are flame retardants and ubiquitous residual contaminants in the environment and in food chain. PBDE levels have been shown to be increasing in aquatic animals. PBDEs can cause liver, thyroid, and neurodevelopmental toxicity. Levels of polybrominated diphenyl ethers (PBDEs) are increasing in food depending on the environmental levels of PBDEs which have been continuously increasing. PCDD/Fs are known as one of the most toxic compounds. They are in decreasing trend in many countries however, concerning levels are still found in food and animal feedingstuffs. Hexachlorobenzene (HCB) appears in the UNEP list of persistent organic pollutants (POPs) and is carcinogenic in animals. PBDEs and HCB bioaccumulate due to their lipid solubility and resistance to degradation. The greatest concern for human exposure for the contaminants is in foods of animal origin, and consequently animal feed as the likely source of animal exposure. To assess safety of food of animal origin from PBDEs, dioxins and PCBs, the analytical method was designed for PBDEs together with dioxins and PCBs in one cleanup process using Power-PrepTM(FMS, USA). This study presents the analytical method, the results of residual PBDEs, HCB, PCDD/Fs, and coplanar PCBs in beef, pork, chicken, and raw milk from the nationwide monitoring included imported products in Korea and the results of safety assessment. The average concentrations of PBDEs were 0.45, 0.65, 0.76, and 0.29 ng/g fat in domestic beef, pork, chicken, and raw milk, respectively. BDE-47 and BDE 99 were the dominant congeners in beef, pork, milk, and especially in chicken. The average concentrations of HCB were 0.12, 0.11, 0.19, and 0.50 ng/g fat in beef, pork, chicken, and raw milk, respectively. The average concentrations of PCDD/Fs were 0.13, 0.01, 0.07, and 0.35 ng/g fat in beef, pork, chicken, and raw milk, respectively. The average concentrations of coplanar PCBs were 0.63, 0.11, 0.34, and 0.62 ng/g fat in beef, pork, chicken, and raw milk, respectively. A significant relationship did not occur between the samples and the analyte concentrations. The average concentrations of beef, pork, chicken, and milk from all the samples was applied to calculate the dietary intakes. The maximum intake of PBDEs and HCB through the meat was 1.64 and 0.27 ng/kg body weight/day for a 60 kg adult, respectively. There is no established tolerable daily intake (TDI) level for PBDEs. In the case of HCB, the TDI is 170 ng/kg bw/day established by WHO. The actual dietary intakes through beef, pork, and chicken will be lower than the value suggested in this study because the highest residual concentrations were applied for the calculation of dietary intakes. For PCDD/Fs and coplanar PCBs, The dietary intake was 0.11 pg TEQ/kg body weight/day and the intake level was corresponded to 2.8% of the TDI (4 pg/kg body weight/day). Therefore, the residual levels of PBDEs, HCB, PCDD/Fs, and coplanar PCBs are within a safe level in beef, pork, chicken, and milk. It is difficult to protect food and feed from the sources of toxic chemicals. Continuous monitoring is one part of a convenient system to minimize health risks from dietary exposure.
