Ⅳ. 연구 내용 및 결과

우리나라 6개 관측지점자료를 이용한 한반도 연평균 기온은 지난 99년 (1912∼2010년) 동안 약 0.18℃/10년 속도로 증가하였는데, 이는 지구온난화와 일부 도시화의 영향으로 분석된다. 특히 2000년대 한반도는 관측기록상 기온이 가장 높았으며, 서울과 대구의 기온 상승이 0.24℃/10년으로 가장 컸다. 강수량의 경우 기온에 비해 변동성은 크나 같은 기간 동안 약 21.7 mm/10년 비율로 증가하였다. 따라서 한국의 기후는 20세기 전반에 비해 20세기 후반에 상대적으로 기온이 높고 강수량이 많은 특성을 보였다.
지난 99년간 (1912∼2010년) 6개 관측지점 평균 극한 기온 변화 추세를 살펴보면, 대체로 고온 극한 현상은 증가한 반면에 저온 극한 현상은 감소하였다. 그리고 총 강수일 수는 감소하였으나 호우일수 및 총강수량은 증가하여 강수강도는 통계적으로 유의한 증가를 나타냈다. 즉, 총강수량의 증가는 95 퍼세타일 이상의 호우가 83.9%에 의해서 나타난 것이며, 이 중에서도 99퍼센타일의 극한 호우에 의해서도 총강수량 증가의 40.4%를 설명해 준다.
20세기 동안 가속화되고 있는 온난화는 한국의 사계절의 시종일과 지속기간에도 변화를 가져왔다. 지난 99년간 (1910년대 대비 2000년대) 가을철 종료일은 늦어지고 봄철 시작일은 빨라져 겨울철 지속기간이 17일 짧아졌으며, 여름철 지속기간은 봄철 종료일은 빨라지고 가을철 시작일은 늦어져 약 122일 증가하였으나 봄과 가을철 지속기간은 큰 차이를 보이지 않았다.
또한 최근 10년 (2001∼2010년)의 기온과 강수량의 시공간적 변화 특징을 과거 평년(1971∼2000년) 대비하여 살펴보았으며, 이로부터 연평균 평균기온, 최고기온, 최저기온은 과거 평년 대비 최근 10년에 각각 0.5℃, 0.5℃, 0.6℃ 상승하였으며, 계절별로는 여름철 기온 상승폭이 가장 작고 가을철 최저기온의 상승이 가장 뚜렷하였다. 최근 10년의 연 강수량은 과거 평년 대비 97.4 mm 증가하였으며, 계절별로는 여름철 강수량 증가가 86.7 mm로 매우 높다. 월별 강수량 변화를 보면 7월 강수량의 증가가 연 강수량 증가의 약 81.7%를 차지하여 가장 큰 변화를 보였다.
이 사업에서는 기후변화 예측모델 HadGEM2-AO를 이용하여 온실가스 시나리오 RCP4.5/8.5에 대하여 전지구 한 기후변화 시나리오를 생산하였다. 전지구 기후변화 시나리오는 국제 기후변화모델 비교실험 (CMIP5)에서 제시된 실험 방법으로 수평 분해능 약 135 km의 기후변화모델 (HadGEM2-AO)로 산출되었다. 기후변화 시나리오의 초기값은 1860년에서 200년 이상의 제어적분으로 산출되었다. 이 초기값으로 1860년 이후 146년 (1860∼2005년) 동안의 과거 기후를 모사하였으며, 이후 미래 (2006∼2100년)에 대한 기후변화 시나리오를 생산하였다.
생산된 시나리오는 기온, 강수에 대한 모의 성능평가가 이루어졌으며, 주요 기후변수와 해수면, 해빙면적, 태풍 등의 현재 대비 미래 기후변화를 전망하였다. 온실가스 시나리오 RCP 2종 (4.5, 8.5)에 대한 21세기말 기후변화 전망을 요약하면 다음과 같다.
• 전지구 기온 상승은 지역에 따라 차이는 있으나 대부분 상승할 것으로 전망되며, 강수량은 지역에 따라 증가 또는 감소될 전망이다.
• 해수면 온도 증가가 예상되며, 특히 아시아와 북미 대륙의 동안에서 상대적으로 크게 증가될 것이다. 그리고 우리나라 주변 해역은 온실가스 시나리오에 따라 2. 4℃ (RCP4.5) ∼ 3.8℃ (RCP8.5) 증가가 전망된다.
• 육빙녹음과 열팽창에 의한 해수면 고도 변화는 21세기말에 20세기 말에 비해 75cm (RCP4.5)와 84 cm (RCP8.5)의 상승이 예상된다.
• 북극 해빙 면적의 변화는 21세기 말에 55.4% (RCP4.5)와 22.8% (RCP8.5)로 감소될 것으로 전망된다.
• 동아시아 지역은 강수량이 증가할 것으로 전망되나, 기온 증가에 따른 증발량도 증가하므로, 표층의 토양 수분은 일부 지역을 제외하고는 줄어들고 심층에 대해서는 증가할 것으로 전망된다.
• RCP8.5에 대해서 한랭야는 전지구 평균 3.20일/10년 비율로 감소하고 온난야는 15.87일/10년 비율로 증가하는 등, 한랭야와 한랭일은 감소하는 반면에 온난야와 온난일은 증가할 것으로 전망된다.
• 일강수량이 1 mm 이상인 연간 총 강수량을 총강수일수로 나눈 강수강도를 살펴보면, 21세기 말에 우리나라를 포함한 아시아 지역은 강수강도가 증가할 것으로 전망된다.
• 태풍발생지수를 분석하여 태풍발생 위치와 빈도를 평가한 결과, 전반적으로 미래에 태풍 발생이 증가할 것으로 전망되며, 특히 RCP8.5 시나리오에서 RCP4.5에서 보다 발생 가능성이 2배 이상 클 것으로 전망된다.
또한 HadGEM2-AO의 전지구 기후변화 시나리오에 기초해 지역기후모델 HadGEM3-RA을 이용하여 12.5km 해상도의 한반도 기후변화 시나리오를 산출되었다. 모델의 모의 성능과 미래 기후변화 평가 기준을 마련하기 위하여 과거 기후(1950∼2005년)에 대한 자료를 산출하였으며, 이후 미래 (2006∼2100년)에 대한 기후변화 시나리오를 생산하였다. 온실가스 시나리오 RCP 2종 (4.5, 8.5,)에 따른 한반도 고해상도 기후변화 시나리오로부터 전망한 21세기말 기후변화 결과를 요약하면 다음과 같다.
• 기후변화를 완화하기 위한 노력 없이 현재 추세대로 온실가스를 계속 배출한다면(RCP8.5), 21세기말 (2070∼2099년)에 한반도 평균 기온은 5.6℃ 상승, 강수량은 18.7% 증가가 예상되고 그리고 어느 정도 저감 노력이 실현된다면 (RCP4.5), 3.0℃ 기온 상승과 18.7% 강수량 증가가 전망된다.
• 기온 및 강수량은 지역에 따라 차이는 있으나 대부분 상승할 것으로 전망된다.
기온 상승은 중북부 지역에서 뚜렷이 나타나며, 강수량 증가는 남해안과 중서부 지역에서 두드러지게 나타난다.
• 강수에 대한 미래 전망은 기온과 비교해 불확실성이 크다. 기온의 경우에는 경년 변동성 및 공간 변동성이 상대적으로 작고 점진적인 증가 추세는 매우 강하다. 반면에, 강수의 경우에는 경년․공간 변동성이 크고 증가 추세는 상대적으로 뚜렷하지 않다.
• 폭염일은 현재 (1980∼2009년) 관측에서 연평균 9.0일인데, 기온이 상승하는 21세기말 (2070∼2099년)에는 RCP4.5 시나리오에 의하면 연평균 16.5일, RCP8.5 시나리오에 의하면 23.0일로 각각 7.5일, 14.0일 증가할 것으로 전망된다.
• 열대야일은 현재 연평균 4.0일이며, 21세기말에는 RCP4.5 시나리오에 의하면 14.8일로 현재보다 10.8일 증가할 것으로 전망되고, RCP8.5 시나리오에 의하면 32.2일로 현재보다 28.2일 증가할 것으로 전망된다.
• 영하일은 현재 연평균 98.0일이며, 21세기말에는 RCP4.5 시나리오에 의하면 68.3일로 현재보다 29.7일 감소할 것으로 전망되고, RCP8.5 시나리오에 의하면 44.5일로 현재보다 21.4일 감소할 것으로 전망된다.
• 집중호우일은 현재 연평균 2.37일이며, 21세기말에는 RCP4.5 시나리오에 의하면 5.99일로 현재보다 3.62일 증가할 것으로 전망되고, RCP8.5 시나리오에서 6.90일로 현재보다 4.53일 증가할 것으로 전망된다.
• 일강수 및 일최고 기온의 극한분포는 확률밀도함수의 평균이 증가하고, 상한 꼬리(upper tail)가 지금보다 두터워진다. 따라서 미래에는 호우와 고온일의 발생확률이 증가할 것으로 전망된다.
• RCP4.5 시나리오에 의해 산출된 21세기말 (2070~2099년)에는 아열대 기후지역이 서해안으로는 보령까지 확대되며, 대도시 해안 지역인 인천도 아열대 기후구에 포함된다. 내륙으로는 아열대 기후지역이 전주, 광주, 순천, 산청, 합천, 대구까지 확대되며, 동해안으로는 속초까지 확대된다.
• RCP8.5 시나리오에 의해 산출된 21세기말에는 관측지점 중 해발고도가 가장 높은 대관령을 중심으로 한 인제, 홍천, 원주, 제천 등을 제외한 전 지역이 아열대 기후지역에 포함될 것으로 전망된다.
한편, 이 연구를 통해 생산된 기후변화 시나리오를 활용하여 미래 극한 기후변화 평가를 위한 극한 기후지수 개발을 위하여 일반화된 파레토 분포 기반 알고리즘과 CSEOF 기반 알고리즘을 개발을 추진하였고, 우리나라 극한 사상 중에서 호우 및 한 사례분석을 통한 원인분석과 극한 사상을 야기하는 요인 중의 하나인 태풍의 미래 잠재적 발생가능성 및 요인을 살펴보였다.
태풍과 같이 우리나라에 극한 기후를 야기시키는 변수의 미래 변화는 이 연구를 통해 생산된 135 km 격자 규모의 전지구 기후변화 시나리오를 이용하여 평가하기 어려우므로, 고해상도의 전지구대기모델 (HadGAM N216)을 이용한 과거/미래 기후변화 시나리오 생산 기반을 구축하고, 해상도 증가에 따른 성능을 평가하였으며, IPCC 참여모델 예측기술 불확실성 평가 기술을 확보하였다.
장기예보 현업지원을 위한 연구로써, 결합모델 (HadGEM3) 기반의 영국기상청 계절예측시스템 (GloSea4)을 도입하여 기상청 슈퍼컴환경에서 최적화하고 과거 14년간 (1996~2009년) 매월 4회의 초기시간에 대한 계절예측 앙상블 기후값 산출 완료하였다. 현업운영을 위한 준비단계로서, 시험 예측체계를 구축하였으며 이를 이용하여 2011/12년 겨울철 예측값을 생산하였다. 하천유출모듈에 따른 수문 예측자료 검증을 위한 유역별 관측자료 구축하였으며 하천유량, 물 저장량, 지표 수문수지의 모델 기후값 산출 및 분석하고 하천 유출량 및 지표 수문수지의 월별 편차 예보 기법을 개발하였다. 한편, 기후예측모델 오차 분석 및 보정을 위한 통계모델 개발 및 개선, 기후예측모델 후처리시스템 구축 및 성능 평가를 추진하였다.
이 연구사업을 통해 총 3권의 기후변화 이해하기 시리즈와 ‘IPCC 5차 평가보고서 대응을 위한 기후변화 시나리오 보고서 2011’를 발간 배포함으로써 기후변화에 대한 대국민 홍보에 기여하였다. 새로운 시나리오 산출에 따라 우리나라 기후변화 영향 평가에 대한 정보를 공유하고, 각계 전문가의 의견 수렴 및 반영을 위하여 ‘한반도 기후변화 영향 예측을 위한 국가표준 기후변화 시나리오 워크숍’, ‘신 기후변화 시나리오에 따른 미래 기후 전망 및 기후변화 영향 전문가 세미나’를 개최하였으며 ‘CORDEX-동아시아 국제 워크숍’과 ‘제6차 기후연구 공동 워크숍’을 개최하여 국내외 기후변화 연구에 대한 전문가 네트워크를 강화하고, 기술 정보를 교류하였다.

Annual mean temperature on the Korean Peninsula using 6 observation stations increased by about 0.18℃ per decade for the past 99 years from 1912 to 2010 due to the effects of global warming and urbanization. Particularly, the Korean Peninsula in the 2000’s shows the highest temperature according to the observational record. The temperature increase in Seoul and Daegu was the greatest, being 0.24℃ per decade. In the case of precipitation, variability is greater, compared to temperature, but it increased at the rate of around 21.7 mm per decade during the same period. Thus, the climate in Korea shows the relatively higher temperature and more precipitation in the late 20th century than in the first half of the 20th century.
Based on the trend analysis using the climate extreme index of CCI/WCRP-ETCCDI, extreme temperature indices were consistent with the idea of a general warming with greater warm extremes and less cold extremes for the past 99 years (1912~2010). And even though the total frequency of precipitation decreased, the number of heavy rainfall events as well as the total amount of precipitation increased. So, the precipitation intensity increased to be statistically significant. That is, the increase in total precipitation is caused by 83.9% of heavy rain in the 95th percentile or higher and among these, the extreme heavy rain above 99th percentile may provide an account of 40.4 % of the total increase in precipitation.
It is obvious that the temperature in Korea increased remarkably in recent years under the background of global warming, which brought about great changes the lengths and the starting and ending dates of seasons. The length of winter for the period 2001-2010 became 17 days shorter than that for the period 1912-1921 corresponding to the delayed ending date of fall and advanced starting date of spring. And also the length of summer increased by 19 days corresponding to advanced ending date of spring and delayed starting date of fall.
Also, the spatio-temporal characteristics of change in temperature and precipitation for the recent 10 years (2001-2010) was examined as compared to the average years in the past from 1971 to 2000. From this, the annual mean, lowest, and highest temperature have increased for the recent 10 years by 0.5℃, 0.5℃, and 0.6℃ respectively. By season, the range of increase in temperature in summer is the smallest while the increase in the lowest temperature for autumn is the most remarkable. The annual precipitation for the recent 10 years increased by 97.4 mm as compared to the average years in the past, and by season the increase of precipitation in summer is very high, which is 86.7 mm higher. As the monthly change in precipitation is examined, the increase in precipitation in July comprises about 81.7 % of the annual precipitation, which is the biggest change.
In this project, the future climate project for RCP8.5/4.5 has been produced using the coupled climate model HadGEM2-AO. The global climate change scenarios were produced using the coupled climate model (HadGEM2-AO) with the horizontal resolution about 135km, in accordance with the process recommended by CMIP5.
The initial conditions for producing the climate change scenarios were taken from the control run integrated for more than 200 years. The historical simulation for the 146 years since 1860 (1860-2005) has been produced with the initial condition given, and then the climate change scenarios for the future afterwards(2006∼2100) were produced.
In the produced scenarios, the evaluation of a historical run simulation performance was implemented for temperature and precipitation. The future changes compared to the present in primary climate variables such as sea level, sea ice and typhoon etc. were projected. The future changes of the climate change at the end of the 21st century for the two types of RCP scenarios(8.5, 4.5) in the case of greenhouse gas are summarized as follows:
• The global temperature increase may vary from region to region but it is most likely to increase, and the precipitation can decrease or increase depending on region.
• The temperature increase on the sea level is expected, and particularly in Asia and on the North American continent, the increase will be relatively greater. Also, in the neighboring waters of Korea, the temperature is expected to rise from 2.4℃ (RCP4.5) to 3.8℃ (RCP8.5), according to the greenhouse gas scenarios.
• Due to the melting land ice and the thermal expansion, the change in the sea level will show its increase by 75 cm (RCP4.5) and 84 cm (RCP8.5) respectively, compared at the end of 21st century and 20th century.
• As for the change in the surface area of melted ice in the Arctic, it will decrease by 55.4% (RCP4.5) and 22.8% (RCP8.5) at the end of the 21st century.
• In East Asia, precipitation is expected to increase but also with the increased vaporization due to the temperature rise, the amount of water on the surface of soil will decrease except for some areas and will increase at deeper level according to our prospect.
• For RCP8.5, the number of cold nights will decrease at the rate of 3.20 days/10 years in average, and warm nights will increase at the rate of 15.87 days/10 years: there is a prospect that the frequency of warm days and nights will increase while the occurrence of cold days and nights will decrease.
• When the yearly total precipitation with the daily precipitation being more than 1 mm is divided by the total number of rainy days, the Asian region including the Korean Peninsula is expected to show the increased precipitation intensity at the end of the 21st century.
• Our analysis into the typhoon occurrence index to assess the locations and frequency of typhoons indicates that typhoon will be expected to occur more often in the future. Especially in scenario RCP8.5, it is more than 2 times as much likely to see typhoon as in RCP4.5.
Also, based on the global climate change scenario of HadGEM2-AO, the regional climate change scenario on the Korean Peninsula with a horizontal resolution of 12.5km was reproduced using regional climate model HadGEM3-RA. In order that the performance of the model is to be evaluated and the criteria for assessing the future climate change are to be established, the simulation data for the past climates(from 1950 to 2005) were yielded and the climate change projection data for the future afterwards(2006∼2100) were produced. The results of climate change projections at the end of the 21st century from the high-resolution scenarios according to 2 types of RCPs (8.5, 4.5) are summarized as follows:
• If the emissions of greenhouse gas keep on as in the current trend without any effort to mitigate the climate change(as described in RCP8.5), the average temperature on the Korean Peninsula at the end of the 21st century(2070∼2099) will be increased by 5.6℃ and the precipitation is expected to increase by 18.7%.
Otherwise, if there is some efforts to relieve the trend (as in RCP4.5), the temperature will be increased by 3.0℃ while precipitation will increase by 18.7%.
• Temperature and precipitation show some difference depending on the regions, but there is a prospect that they will mostly increase. Temperature rise is shown remarkably in the mid-northern region while the precipitation increase is remarkable on the southern seashore and in the midwestern region.
• The future prospect on precipitation has a higher uncertainty compared to the temperature. In the case of temperature, interannual variability and spatial variability is relatively small while the gradually increasing trend is very strong. On the other hand, in the case of precipitation, interannual and spatial variability is great while the increasing trend is not remarkable.
• The average annual number of hot days is 9.0 as of now (1980∼2009) from the observation result. According to RCP4.5 in which temperature will increase at the end of the 21st century(2070∼2099), the average mean will be 16.5 days, and according to RCP8.5, it will be 23.0 days, which are increase by 7.5 and 14.0 respectively.
• The average annual number of tropical nights is currently 4.0, and at the end of the 21st century, it will be 14.8, which is increase by 10.8 days as compared to now. According to RCP8.5, it will be 32.3 days, which is the increase by 28.2 more days than now.
• The days when the temperature drops below freezing are 98.0 in average annually. According to scenario RCP4.5, it will be expected to be 68.3 days, the decrease by 29.7 from the current data, and according to scenario RCP8.5, it will be 44.5, the decrease by 21.4 days from the current data.
• The number of Heavy rainy days is 2.37 per year as of now. According to scenario RCP4.5, it will be increased by 3.62 days from the current data, being 5.99 days at the end of the 21st century. According to scenario RCP8.5, it will be 6.90 days, the increase by 4.53 from the current data.
• In the extreme distribution of the daily precipitation and the daily maximum temperature, the mean of statistical density function increased while upper tail gets thicker than now. Hence, there is a likelihood that there will be more heavy rain days and hot days in the future.
• The data at the end of the 21st century(2070~2099) yielded from scenario RCP4.5 indicate that the subtropical regions will extend to Boryung on the west coast as Incheon, a metropolitan coastal area, will be included in the subtropical regions. Into the interior, the subtropical region will extend to Jeonju, Kwang-ju, Suncheon, Sanchung, Hapcheon and Daegu, and on the east coast, they will extend to Sokcho.
• The data at the end of the 21st century(2070~2099) yielded from scenario RCP8.5 suggest that all the other areas except for Inje, Hongcheon, Wonju, and Jechun, etc. around Daekwanryung, the highest above sea level among the observed points are expected to be included in the subtropical regions.
Also, we have developed the generalized Pareto distribution-based algorithm and CSEOF based algorithm in order to develop the extreme climate index for the future extreme climate change assessment using the climate change scenarios produced in this research. We examined the causes of precipitation extreme and cold wave in Korea by way of the case studies and the future potential likelihood and cause of changes of typhoon as one of the reasons to bring about the extreme events.
The future changes of such variables to cause the extreme climate in Korea as typhoon can hardly be assessed using the global climate change scenarios with a 135km resolution. So, we built up the scenario-producing basis using the high-resolution global atmosphere model(HadGAM N216), evaluated the performances according to the increase in resolution, and secured the technologies to assess the uncertainty in the prediction techniques for the models participating in IPCC.
As a research to support the current task for the long-term forecast, seasonal forecasting system version 4(GloSea4) based on the combined model (HadGEM3) by the UK Met Office were adopted to optimize the supercomputer environment in the Korea National Meteorological Administration and to be finished with calculating the season prediction ensemble climate value for the initial time 4 times a month for the past 14 years (1996-2009). As a preliminary step for operation in the actual work sites, the pilot prediction system has been built up and the prediction values for winter season in 2011 and 2012 has been produced using this system. The observation data by river valley have been built for verifying the hydrologic prediction data according to river spill modules and the model climate values such as river flow, water storage, and the hydrology and water balance on the earth surface, etc. have been produced and analyzed, and the monthly differential forecasting techniques of the water efflux from river and the water balance on earth have been developed. Also, the statistical model for error analysis and correction of the climate prediction model were developed and improved, and the post processing system for the climate change prediction model were built up and its performance was assessed.
In this project, a total of 3 volumes of book series ‘Understanding Climate Change’ and ‘Climate Change Scenarios 2011’ have been published and distributed to contribute to promoting the events to the public. As new scenarios have been produced, the information on the assessment of impacts of climate change on Korea have been shared, and ‘Workshop of the national climate change scenarios for projecting climate change impacts on the Korean Peninsula’, ‘Seminar on the new climate change scenarios for the experts in climate projection and impacts assessment’ were held for collecting and reflecting expert opinions. Also, ‘The International Workshop on CORDEX-East Asia’ and ‘The 6th NIMR-KORDI Joint Workshop on Climate Change’ were hosted to fortify the expert network internationally and domestically for the climate change researches and to exchange the technical information with each other.
