1. 서 론
□ 연구 필요성
○ 경제력(GDP) 규모에 비해 작은 물리적 영토를 가지고 있는 한국은 향후 식량, 에너지, 자원 등 부존자원의 한계라는 불리한 상황이 예견되고 있어 이에 대한 적극적인 대응전략이 필요
- 한국의 경제력(GDP)은 15위권을 유지하고 있지만 영토 규모는 9만 9,538 ㎢로 전 세계의 220개국에서 80위정도의 크기로 부존자원의 한계 노정
- 특히 중국 등 후발국들의 빠른 경제성장으로 인한 전방위적인 자원 블랙홀 현상은 한국의 발전에 큰 장애로 작용할 가능성이 큼

1. 서 론
□ 연구 필요성
○ 경제력(GDP) 규모에 비해 작은 물리적 영토를 가지고 있는 한국은 향후 식량, 에너지, 자원 등 부존자원의 한계라는 불리한 상황이 예견되고 있어 이에 대한 적극적인 대응전략이 필요

○ FTA 같은 소프트파워적인 경제영토 확장전략 뿐만 아니라 물리적인 영토를 넓혀가는 하드파워 측면에서의 경제영토 확장전략이 요구되고 있음
* 경제영토 확장은 FTA와 같은 국가 간 협력과 시스템 구축을 통해 추진되는 소프트파워적인 전략과 새만금 간척사업처럼 물리적인 영토를 넓혀가는 하드파워 측면에서의 전략이 있음
- 국제 하드파워 경제영토 측면에서 현재 각 국가의 영토주권이 약하거나 미치지 않은 또는 남아 있는 지리적 공간은 우주, 해양, 극지라고 볼 수 있음
- 우주, 해양, 극지라는 경제영토는 대부분 주인이 없는 무주공산의 성격을 갖지만, 고도의 복합적인 기술적 기반과 관련 커뮤니티에 효율적으로 참여할 수 있는 고차원적인 과학기술외교 역량이 수반된 하드파워 확장전략이 필요
○ 본 보고서에서는 우주, 해양, 극지를 포괄하는 ‘청색경제’(Blue Economy) 개념을 새롭게 제안하고, 경제영토 확장을 위한 기술개발과 과기외교 강화의 투트랙 전략을 제시
* ‘청색경제(Blue Economy)’는 Blue Sky(우주), Blue Ocean(해양), Blue Polar Region(극지)에서 공통으로 느껴지는 색채적 이미지와 아직 시도된 적이 없는 광범위하고 깊은 잠재력을 가진 시장을 비유하는 블루오션전략(Blue Ocean Strategy)을 함의하는 의미로 사용
○ 우주, 해양, 극지 등 이른바 ‘경제영토 확장기술 분야’를 중심으로 새롭게 형성되고 있는 ‘청색경제’는 미래 성장 동력으로 부상하고 있으며, 특히 기술개발 못지않게 글로벌 국제협력 거버넌스 구축과정에서 주도권을 확보하기 위한 구체적인 전략이 필요
- OECD를 중심으로 향후 ‘우주경제(Space Economy)’ 부상과 능동적 국가 대응전략 요청
* 달에 핵융합발전의 원료인 헬륨3이 100만∼5억 톤 가량 매장돼 있을 것으로 추정. 헬륨3 100만 톤이면 전 세계가 1만 년 동안 쓸 수 있는 양- 해양에서의 새로운 경제영토전쟁 확대
* 공해는 전 세계 배타적 경제수역을 다 합친 면적의 2배. 국제법적인 측면에서 보면 전 세계 바다의 65퍼센트가 그 누구에게도 속하지 않고 있음
* 해저에 매장된 메탄 하이드레이트(천연가스)는 전 세계에서 발견된 석유, 천연가스를 모두 합친 것의 2배 이상으로 추측
* 블랙스모커(금, 은, 주석), 망간단괴(구리, 니켈, 코발트, 인듐 등) 등 육지광산에서 채취할 수 있는 광물의 양의 10배에 가까운 수치
- ‘자원의 보고(寶庫)’ 극지를 선점하기 위한 치열한 총력전 전개
* 북극해저에 매장된 원유의 양은 900억 배럴, 북극해에는 470억 입방미터의 천연가스가 매장(전 세계 천연가스 매장량의 30퍼센트)
□ 본 연구의 연구 목적
○ 청색경제에 대한 새로운 개념 정리
○ 청색경제의 세부 분야인 우주, 해양 극지분야에 대한 과학기술능력 및 자원 현황 분석
○ 청색경제 관련 양자ㆍ다자간 과학기술협력체 및 한국의 참여 현황 진단
○ 청색경제의 부상과 국제과학기술 환경변화에 따른 새로운 청색경제 협력 거버넌스에 직ㆍ간접적으로 영향을 미칠 수 있는 과학기술외교ㆍ협력과제를 발굴하는 한편 이의 실현을 위한 전략 제시
□ 보고서 구성
○ 본 연구 보고서의 구성은 다음과 같음
□ 연구방법론
○ 청색경제 활성화에 필요한 기술개발과 과학기술외교의 투 트랙 전략 중 기술개발은 각 분야별로 국가 발전전략이 추진되고 있어 본 과제에서는 청색경제 과학기술외교 도출에 중점을 둠. 연구방법은 장용석 등(2012)이 제기한 ‘스마트파워외교’ 개념을 청색경제에 적용함
- 과학기술외교는 다음과 같이 크게 4가지 유형(영역)의 외교적 활동을 필요로 함
○ 청색경제(Blue Economy) 영역을 스마트파워 기반 과학기술외교 분석틀을 적용하여 분석
- 과학기술을 위한 외교(DS): 기술 확보 및 추격을 위한 과기협력
- 외교를 위한 과학기술(SD): 과학기술을 활용한 경제영토, 안보, 자원, 국제적 리더십 확보 외교
- 외교속의 과학기술(SiD): 각 경제영역별 소수 다자 협력체 진입을 위한 다자 외교
- 외교로서의 과학기술(SaD): 청색경제에 있어서 한국의 이미지 개선 노력 및 공공외교
○ 본 과제의 연구 Framework
2. 청색경제의 개념 및 배경
□ 기존 청색경제 개념 및 주요 이슈
○ 군터 파울리(Gunter Pauli), “A New Report to the Club of Rome: The Blue
Economy - 10 Years, 100 Innovations, 100 Million Jobs”
- 제로 배출(Zero Emissions) 연구
- 100개의 혁신(Innovations)을 제시하여, 이를 통한 1억 명의 일자리를 창출 가능하다고 주장
○ 중국의 ‘남색경제(藍色經濟)’
- 중국 경제의 새로운 성장 동력으로 평가받는 해양경제 발전에 가속도
- 중국은 2012년 10월에 「전국해양기능구획(全國海洋功能區劃) 2011~2020년」발표, 2015년 해양경제 총생산액 7조 472억 위안 도달 등 구체적인 목표를제시한 장기 플랜을 제출
○ OECD의 우주경제(Space Economy) 논의 본격화
- 2012년 10월, OECD IFP(International Future Program) 심포지엄
- 2013년 3월, OECD Space Forum 워크숍
○ 본 과제에서의 “청색경제” 개념
- 차세대 성장 동력으로 경제영토 확장기술을 기반으로 하는 경제 영역을 의미. 우주, 해양, 극지 등 아직 영토의 주인이 확정되지 않아 향후 새로운 경제영토로 확장 가능성이 있는 영역으로, 기반에는 발사체기술, 유인 잠수정기술, 쇄빙선 기술 등 기존 기술패러다임과 다르거나 융합기술의 성격을 가지고 있음
- 새로운 경제영역(New Frontier)을 의미. 1970~80년대 개발경제(Development Economy)로부터 ’90년대 지속가능한 경제(Sustainable Economy/규제 강조), 2000년대 녹색경제(Green Economy; 규제 +성장)는 한계적인 변화라면 청색경제는 기존 경제체제와는 다른 영역을 의미.
- ‘청색경제(Blue Economy)’는 중장기적으로 퀀텀(Quantum) 점프해 추격해 나가야 하고, 융합기술을 바탕으로 한다는 점에서 ‘창조경제’의 속성을 가짐
- 청색경제는 경제영토 확장, 거대산업, 자원안보, 고도기술, 성장잠재력 무궁,소수 클럽 장악, 글로벌 리더십의 바로미터, 타 산업으로의 기술파급력(Spillover) 효과가 높은 특성을 가짐
* 따라서 우주, 해양, 극지 등 미래성장 동력으로 새롭게 부상하고 있는 ‘청색경제(Blue Economy)’에 기술개발 못지않게 공간적/지리적 측면에 대한 과학기술외교 역량이 중요 변수로 작용하고 있어 국가 간 주도권 경쟁에 대한 적극적인 대응 전략이 필요

- 2008년 미국지질연구소 발표자료에 따르면 북극 지역 내에 매장된 탐사 자원량은 4,120억 배럴(BOE)
- 극해 부속해를 포함한 북극해 주요 어장의 수산물 생산량은 2008년 기준약 6,220만 톤 수준이며, 해마다 증가하고 있는 추세
- 북극해 항로의 이용 가능성, 쇄빙기능을 가진 선박 건조(조선분야), 극한지공학 분야 등에 대한 논의가 진행되고 있음
3. 청색경제와 기술개발
□ 우리나라 우주개발 현황 및 향후계획
○ 2013년 1월 30일 나로호 발사성공, ‘스페이스 클럽’ 회원국으로 진급
- ’92년 우리별 위성 1호 발사 후 9기의 위성을 개발ㆍ발사하였으며, 현재 5기의 위성 개발 중
- 과학로켓 1호(’93)ㆍ2호(’98) 개발로 고체추진 로켓기술을 확보하고, 액체추진 과학로켓 3호(’02) 개발에 이어 나로호 개발에 성공하여 발사체 체계 기술,상단 개발기술 등을 확보
○ 제2차 우주개발진흥기본계획(’11.12)
- ’07~’11년 동안 1조 2,416억 원 투자
- 독자적 우주개발능력 강화, 우주산업 세계시장진출, 우주개발을 통한 국민 삶의 질 향상, 우주개발 선진화를 통한 국가위상제고 등 4대 목표 설정
□ 해양과학기술 수준 및 발전전략
○ 현재 우리나라의 해양과학기술 수준은 세계 최고기술대비 2008년 44.7%, 2010년 52.7% 정도에 머무르고 있으며, 2015년 67.1% 정도까지는 상승할 것으로 평가됨. 또한 해양과학기술 세계최고기술 보유국인 미국과의 기술격차는 2008년 7.5년, 2010년 6.7년, 2015년 5.4년 정도 까지는 좁혀질 것으로 평가되고 있음
○ 2006~2012년까지 우리나라 해양 R&D 예산은 연평균 17.4%의 비교적 높은 증가율을 보이고 있고, 2020년까지 해양과학기술에 3조 6천억 원을 투자할 계획을 수립하였음
○ 해양산업 진흥, 기후변화 및 연안재해 대응, 해양 경제영토 확보, 국민 삶의 질 향상 등 4대 이슈에 대한 대응을 위해 13대 전략기술, 50대 중점과제 도출
□ 극지연구의 발전현황
○ 지난 2012년 5월에 우리나라는 북극이사회 옵서버 자격 획득
○ 미국, 일본, 중국 등 나라와의 극지연구 예산 격차가 큰 편, 극지 현장지원 인력충원과 극지인프라 확충이 필요함
○ 2012년에 국토해양부 「극지정책 선진화 방안」 수립. 국제사회에서 극지관련 연구 등을 주도하는 Polar-7을 목표로 정책 환경이 다른 지역별 특성에 맞는 맞춤식 정책 등 남ㆍ북극을 아우르는 “Bi-Polar 정책” 추진하기로 결정
4. 청색경제와 국제과학기술외교 추진현황
□ 우주과학기술외교
○ 다자기구
- 유엔 외기권의 평화적 이용을 위한 위원회(COPUOS), 유엔 아시아ㆍ태평양경제사회위원회(ESCAP), 일본 주도의 아ㆍ태지역 우주개발 협력기구(APRSAF), 중국 주도의 아ㆍ태 우주 협력기구(APSCO), 국제우주연맹(IAF), 국제우주대회(IAC), 미사일 비확산 체제 등 있음
○ 한ㆍ중협력
- MTCR 미가입국인 중국과의 우주협력은 사실 상 매우 어렵고, 최근에 한ㆍ중양국은 우주협력방안에 대해 논의한 바가 있으나 가시적 성과에 이르지 못하였음
- 향후에 상대적으로 덜 민감한 우주과학 및 위성활용 분야 위주로 검토하되, 협력방식은 중ㆍ일간 균형을 고려하여 추진
○ 한ㆍ일협력
- 지난 2012년 5월, 다목적실용위성3호(아리랑위성3호)는 일본이 개발한 H-IIA로켓으로 일본 다네가시마 우주센터에서 발사 성공
- 일본이 주도하는 APRSAF에 참석 중
- 항공우주(연) 및 국내 대학과 일본의 연구기관과 대학이 공동으로 Kibo 모듈을 활용한 실험 및 실험장비 개발을 수행하고 있음
□ 해양과학기술외교
○ 다자간 협력
- 우리나라 해양과학기술 관련 다자기구는 UN 기구, Non-UN 정부간 기구, 비정부기구, 국제기금, 국제협약, 전지구적 국제협력사업, 아태지역 공동연구사업, 해양연구원 유치 국제기구 사무국, 개도국 기술공여 프로그램 등 있음
○ 양자 협력
- 한ㆍ중 해양과학공동협력센터 공동 설립, 운영 중
- 미국 해양대기청(NOAA) 본부 내에 KIOST-Lab 설치
- 2012년에 한ㆍ페루(중남미) 해양과학기술 공동연구센터 설립
- 2011년에 해양과학 및 바이오, 조선공학 분야의 EU지역 연구기관과의 상호협력을 통한 공동연구 추진 활성화를 목적으로 영국에서 KIOST-EU Lab 설치
□ 극지과학기술외교
○ 극지관련 국제기구
- 과학 분야: 북극은 국제북극과학위원회(IASC)를 중심으로, 남극은 남극연구과학위원회(SCAR)와 남극프로그램국가운영자위원회(COMNAP)가 극지연구의 협력방향을 논의함
- 정부 간 회의: 북극이사회(Arctic Council), 남극조약협의당사국회의(ATCM),남극해양생물보전협약(CCAMLR) 등
○ 국제기구ㆍ회의 등을 통한 다자협력 현황
- 우리나라는 2013년에 북극 옵서버 자격 취득, 1989년 세계에서 제23번째로 “남극조약협의당사국지위(Antarctic Treaty Consultative Party)” 획득하여 남극 운영에 관한 직접적인 발언권을 행사하고 있음
- 1987년 SCAR에 회원국으로 가입, SCAR 총회에 참여, 2011년부터 우리나라 연구자가 SCAR 부의장으로 피선되어 활동 중
- 국제북극과학위원회(IASC) 사무국에 우리나라 연구자(극지연구소 연구원)가행정관(Executive Officer)으로 활동
- 1995년에 ATCM 제 19차 회의, 2011년에 제 13차 북극과학최고회의 개최 등
○ 한ㆍ중ㆍ일 협력 현황
- 한ㆍ중협력: 2008년에 한ㆍ중 양국 과학기술부처간 극지 과학기술 협력강화 양해각서 체결, 중국 쇄빙연구선 활용, 중국의 북극해 탐사활동 참여 등 협력활동이 비교적 활발하게 이루어짐
- 한ㆍ일협력: 연구기관 차원의 공동연구, 공동학술행사, 인력교류 등 활발한협력
5. 청색경제의 부상과 과학기술외교의 효율적 대응전략
□ 우주과학기술외교 대응전략
○ 우주분야 과학기술외교는 기술 확보 및 추격을 위한 과기협력활동, 즉 과학기술을 위한 외교(DS)에 집중되어 있고, 각 경제영역별 소수 다자 협력체 진입을 위한 다자 외교, 즉 외교속의 과학기술(SiD)이나 청색경제에 있어서 한국의 이미지 개선 노력 및 공공외교, 즉 외교로서의 과학기술(SaD) 유형은 거의 보이지 않고 있음
○ 정책 제언
- 기술 확보 및 추격을 위한 과기협력활동, 즉 과학기술을 위한 외교(DS)의 지속적 강화
* 우주개발 예산의 확대
* 우주 발사체 기술 자립/단기간에 자체개발이 어려운 부분에 대한 적극적과학기술 국제협력활동 추진
* 우주산업체의 육성/출연연에서 습득한 기술을 단계적으로 민간에 이전하는 노력 병행
- 청색경제에 있어서 한국의 이미지 개선 노력 및 공공외교, 즉 외교로서의 과학기술(SaD) 유형 인식 전환을 위한 프로그램의 단계적 개발
* 발사체에서는 취약한 상황이지만 위성제조 및 지상기지 운영 등 강점분야를 통한 개도국 협력을 효율화할 필요가 있음
- 과학기술을 활용한 경제영토, 안보, 자원, 국제적 리더십 확보 외교, 즉 외교를 위한 과학기술(SD) 유형 및 각 경제영역별 소수 다자 협력체 진입을 위한 다자 외교, 즉 외교속의 과학기술(SiD) 차원의 과학기술외교 적극 추진(우주응용 및 우주탐사)
- 우주 추진 체제의 정비
* 국가의 우주개발을 총괄하는 “우주청”과 같은 정부 행정 조직이 독립적으로 있어야 하며, 국제협력을 위한 국가대표기관 기능이나 연구개발 기능을 현재의 한국항공우주연구원에 위임하거나 정부 행정조직 체계 안에 편입시키는 조치가 필요
□ 해양과학기술외교 대응전략
○ 해양분야 과학기술외교는 기술 확보 및 추격을 위한 과기협력활동, 즉 과학기술을 위한 외교(DS) 유형이 가장 강하고, 과학기술을 활용한 경제영토, 안보, 자원, 국제적 참여 확보를 위한 외교, 즉 외교를 위한 과학기술(SD), 각 경제 영역별 소수 다자 협력체 진입을 위한 다자 외교, 즉 외교속의 과학기술(SiD) 등의 활동은 우주분야에 비해 더 활성화되어 있음. 청색경제에 있어서 한국의 이미지 개선 노력 및 공공외교, 즉 외교로서의 과학기술(SaD) 유형은 거의 보이지 않고 있음
○ 정책 제언
- 과학기술외교 활성화를 위한 기반 강화
* 통계자료의 신뢰도 제고
* 해양경제와 해양과학기술과의 연계성 강화
* 해양과학기술 분류의 일관성 필요
- 과학기술을 활용한 경제영토, 안보, 자원, 국제적 참여 확보를 위한 외교, 즉 외교를 위한 과학기술(SD) 유형의 추진전략 도출 강화
- 한국의 이미지 개선 노력 및 공공외교, 즉 외교로서의 과학기술(SaD) 유형에 대한 인식 전환 및 프로그램 도출
□ 극지과학기술외교 대응전략
○ 극지분야 과학기술외교도 기술 확보 및 추격을 위한 과기협력활동, 즉 과학기술을 위한 외교(DS) 유형이 가장 강하고, 과학기술을 활용한 경제영토, 안보, 자원, 국제적 참여 확보를 위한 외교, 즉 외교를 위한 과학기술(SD), 각 경제 영역별 소수 다자 협력체 진입을 위한 다자 외교, 즉 외교속의 과학기술(SiD)등의 활동 취약, 청색경제에 있어서 한국의 이미지 개선 노력 및 공공외교, 즉 외교로서의 과학기술(SaD) 유형은 거의 없는 상황임
○ 정책 제언
- ‘극지경제’에 대한 국가차원의 입장 정립 필요
* 주로 북극해 에너지원개발과 수산업 등 제한적인 분야만을 중심으로 논의를 하였지만, 향후 극지역을 위한 선박 건조 등의 조선, 해운, 극한지 공학 등 극지개발과 관련된 모든 산업을 포함
- 북극해-다자협력에서 양자협력 중심으로(과학기술을 위한 외교/DS 및 외교를 위한 과학기술/SD 강화)
* 북극해에 진출하기 위해서는 러시아 등 주요국가와의 전략적 양자협력 관계 구축이 우선
* 최근 이슈가 되고 있는 기후변화 현상의 시작되는 지역이 북극해임을 염두에 둘 때, 기후변화 현상 규명을 위한 북극연구 분야 협력이 하나의 대안이 될 수 있음
- 남극-다자협력체제의 전략적 활용(외교로서의 과학기술(SaD) 및 외교속의 과학기술(SiD) 강화 필요)
* 남극에 대한 국가 활동은 남극의 평화적 이용과 과학조사 활동으로 한정하고 있는 만큼, 지금 시점에서는 남극연구 활동을 근거로 국제사회에서 우리나라의 목소리를 높여나가는 전략이 필요
* 우리나라의 과학연구결과를 통해 우리나라의 입장을 정립하고, 국제사회에서 우리나라의 발언권을 강화해나가는 질적 성장 추진
- 전문분야별 전문가 육성 프로그램 확대 필요
* 각 국제기구ㆍ회의 등에서 논의되는 주요 이슈에 대해 각 관련 분야 전문가들이 참여하여 관련 동향을 모니터링하고 미래이슈를 탐사하여 상호 공유할 수 있는 시스템 마련
□ 종합 제언
○ 앞서 지적되었듯이 청색경제의 중요성은 다양한 측면에서 인식됨. 첫째, 청색경제는 국가 안보 측면에서 무한 영토임을 알 수 있음. 이러한 무한 영토의 선점은 미래 글로벌 질서에서 국가 안보를 담보하고 증진시킬 수 있는 매우중요한 영토이고 국가 ‘안보영토’라 할 수 있음. 둘째, 청색경제는 신성장 동력을 제공할 수 있는 ‘경제영토’임. 우주, 해양, 극지는 거대산업으로 발돋움하고있고, 성장잠재력이 무궁무진한 새로운 영역임. 특히, 경제영토는 무궁무진한 에너지/자원을 보유하고 있기 때문에 ‘자원영토’로도 인식할 수 있음. 셋째, 청색경제는 과학기술적 측면에서 타 산업 및 기술 영역으로의 기술 확산 (spillover) 효과가 매우 높은 영역임
○ 우주, 해양 및 극지 등 청색경제의 대상은 모두 국가적 주권이 미치지 않는 대상이기 때문이고, 이러한 ‘무주공산’에 대한 개척은 과학기술 선진국에 의해 주도되고 있음. 이들 소수의 과학기술 선진국들은 앞선 과학기술을 활용하여 이들 ‘무주공산’을 선점하고 그들만의 소수 클럽을 형성하여 폐쇄적 지배구조를 통해 이들 ‘안보/경제영토’의 영구화를 꾀하고 있음. 안보/경제영토로서의 중요성을 인식한 후발국들은 소수 클럽에 의한 국제 지배구조에 이의를 제기하고 있으나 뒤쳐진 과학기술 역량의 한계로 인해 쉽게 접근하지 못하고 있음. 따라서 청색경제의 개발 및 발전을 위해서는 이들 소수클럽으로의 진입이 선결조건이 됨. 이들 소수클럽들은 실질적으로 청색경제에 대한 글로벌 규범적 질서를 세우고 있으며, 또한, 대다수 후발국의 반발을 무마하고 우리의 진입/진출을 지지해 줄 수 있는 우방 세력을 확보하여야 함
○ 청색경제를 위한 우리의 기술력은 그 규모나 수준에 있어서 후발국임. 이러한 높은 기술 장벽의 타개를 위해서는 국제기술협력을 통한 기술 습득 및 추격전략이 필요함. 즉 국제기술협력을 위한 과학기술외교(DS)는 지속적으로 강화되어야 할 전략임. 특히 2019년 한국형발사체 자체개발을 계획하고 있는 우주분야는 독자개발이 어려운 분야에 대해 국제협력을 통한 기술 획득전략이 당장 필요한 상황임. 다른 분야도 기술적으로 선진국과 격차가 있는 만큼, DS는 정밀한 목표지향적 협력지도가 필요함
○ 과학기술을 통한 외교(SD)측면에서 보면 청색경제는 안보 영토로서의 중요성으로 인해 적극적인 안보외교의 대상이 됨. 과학기술이라는 소프트파워를 활용하여 효과적인 안보외교를 전개할 수 있음
○ 청색경제는 소수클럽에 의해 규범적 질서가 형성되고 있고, 이들 소수클럽들은 과학기술적 논의를 명목으로 형성되고 있기 때문에 과학기술을 활용한 국제 다자외교(SiD)의 전개를 통해 효과적으로 이들 소수클럽으로 진입할 수 있을 것임
○ 우리의 소수클럽 진입을 효과적으로 지원하기 위해서는 우호적인 글로벌 여론을 형성하여야 하고, 이를 위해서는 과학기술을 활용한 공공외교를 통해 우리의 청색경제 글로벌 리더십을 확보할 수 있어야 함(SaD). 청색경제 공공외교는 ▲청색 과학기술 ODA 확대 ▲개도국과의 탐사 및 개발 협력 확대 ▲ 핵심 과학자, 정책결정자, 유력 인사와의 개별 네트워크 강화 ▲한국의 청색경제 추구의 진실성 홍보에 초점을 맞추어야 함. 우주 기술을 활용한 기상서비스의 개도국 제공을 확대하여야 함. 해양 기술을 활용한 서비스의 개도국제공 확대와 개도국과의 해양 탐사 및 개발 협력 확대가 필요함

- According to a report from the U.S. Geological Survey in 2008, the natural resources reserved in the Arctic region are estimated at around 412 billion barrels (BOE).
- An annual fishery production of the major fishing grounds in the Arctic region including the Artic Sea and its adjacent seas is estimated at around 62.2 million tons per year as of 2008 and it tends to increase every year.
- Discussions are going on the possible use of the Artic Sea route, ice-breaker ship-building, and engineering in the extremely cold regions.
3. “Blue Economy” and technology development
□ Current status and future plan of Korea’ space development
○ On January 30th, 2013, NARO was successfully launched, enabling Korea to join the “Space Club”.
- Total 9 satellites have been launched since the launch of the first satellite “Wooribyul #1” in 1992. Currently, 5 satellites are under construction.
- Through the development of “Science Rocket #1” (1993) and “Science Rocket #2” (1998), Korea secured rocket launching technologies using solid propellant. Korea also developed “Science Rocket #3” (2002) using liquid propellant technology and secured launching pad system technology as well as upper part rocket technology through the successful development of NARO.
○ 2nd Mater Plan for Space Development Promotion(December, 2011)
- Total 1,241 billion won was invested during the period of 2007~2011.
- The plan has set four key objectives; strengthening independent space development capability, entering global space industry markets, improving quality of life through space development, and enhancing national status of Korea by advancing space development.

○ Korea-China bilateral cooperation
- Cooperation in space science and technology with China, a non-MTCR member, is practically very difficult. Recently the two countries discussed possible bilateral cooperation in space science and technology, but failed to produce any visible outcome.
- In the future, the two sides can focus on the less sensitive areas such as space science and use of satellites, but the mode of cooperation needs to be selected considering Korea’s balance between China and Japan.
○ Korea-Japan bilateral cooperation
- In May 2012, “Arirang Satellite #3”, a multipurpose satellite, was launched at Tanegasima Space Center in Japan using H-IIA Rocket developed by Japan.
