Ⅰ. 배경 및 목적
□ 세계 각국은 사회적경제라는 개념을 인정하고 있으며, 사회적경제라는 경제구성요소를 통하여 극단적 경쟁체제의 산물인 거대 상업주의로부터 자국의 시장과 국민의 건전한 상권을 보호하고자 하고 있음
□ 프랑스는 이러한 사회적경제의 개념과 그 역할 및 기능을 정책적으로 수긍하는 것으로부터 발전하여 법적으로 인정하고 제도화하고자 2013년 사회적경제법안을 발표하였음
□ 취약계층에 대한 일자리 창출 등 자주적인 경제, 상호부조적인 경제 기반의 확립이 날로 중요한 사항으로 부각되고 있는 우리나라의 상황에 시사
Ⅰ. 배경 및 목적

Ⅱ. 주요 내용
□ 사회적경제의 개념
○ 사회적 목적을 가진 경제활동
- 산업혁명을 시작으로 본격화된 초기 자본주의 이후 다수의 민중이 노동착취와 빈곤으로 고통받는 등 사회적 문제를 심각하게 발생시켰던 기존 경제학에 대한 비판으로 19세기 전반 프랑스에서 처음 사용
- 프랑스에서는 사회연대경제(ESS)로 파악
□ 사회적경제의 범위
○ 프랑스에서 사회적경제의 범위는 “협동조합”, “상호공제조합”,“협회”, “재단”으로 파악
- 한국은 사회적경제의 범위를 “협동조합”, “사회적기업”, “마을기업”, “자활기업”, “비영리단체” 등으로 파악
□ 사회적경제의 운영원칙
○ 궁극의 목적이 이윤추구가 아닌 구성원이나 지역사회에 대한 봉사
○ 경영 자율성
○ 구성원에 의한 민주적 통제
○ 잉여분배에 있어 사람과 사회적 목적이 자본에 우선
□ 프랑스의 사회적경제 현황
○ 2009년 기준, 21만5천여 개의 조직이 2천3백만 명(전체 일자리의 10%)의 임금근로자를 고용하고 있으며, 특히 장애자를 위한 조직의 90%를 운영하고 양로원의 45% 및 개인에 대한 복지서비스의 60% 이상 담당
○ 교육부문에서 340,000명의 임금근로자 고용(전체 고용의 21%)
○ 보건부문에서 의료복지요양시설 등 재단은 7만 명의 임금근로자 고용

Ⅲ. 기대효과
□ 사회적경제의 개념을 법으로 명확히 하고, 그 사회경제적 기능을 인정하며, 포괄적 입법을 통하여 사회적경제를 활성화하고자 하는 프랑스의 예를 살펴보는 것은 우리가 사회적경제를 어떻게 발전시켜 나가야 하는지에 대한 좋은 사례가 될 것임

□ Countries around the world acknowledge the concept of social economy and intend to protect sound commercial rights of their own market and nation against the gigantic commercialism, the product of extreme competition system, through social economy, the component of the economy.
□ France took a step further from acknowledging the concept of social economy and its role and functions in terms of policy and announced the Social Economy Bill in 2013 in order to acknowledge and institutionalize it legally.
□ It must have implications for the current status of Korea where the establishment of the foundation for self-sufficient economy and mutually supporting economy such as the creation of jobs for the vulnerable class is becoming more important.
