☐ Basic insurance contract documents such as a insurance policy forming the basis of the operation of the products and business plan and the premium rate calculation results in the followings.
○ Insurance policy uses named peril and pre-assessment method and covered risks include fire, harm wildlife, such as a storm or flood, landslide.
○ Premium rate is calculated by the forest species, forest physiognomy, ownership classification and the evaluation rates based on forest age to form basic rates. And the collateral for work-related risks, individual rates such as short-term contract surcharge and continuing contract discount and special contract rates such as blow-down trees and cut-down trees apply.
○ In addition, the standard tariffs of trees were calculated by the species and age evaluating trees on the ground of cost, marketability, profitability in order to utilize as the basis for damage assessment, calculation of insurance premiums and insurance payments.
☐ For damage assessment plan, the basic direction of the business evaluation, damage assessment methods, and organizational management and dispute management are presented.
○ Damage assessment organization needs to possess expertise about various forest products, and pay a quick insurance payments by rapid damage adjustment. And items of investigation for damage adjustment are necessary to be objective and stylized in order to minimize conflicts.
○ On the other hand, there might be disputes over the definition of damaged trees, the calculation of the damage area, setting the standard areas, and proportional compensation related to the disaster insurance for forest products. This study presents the proposed measures and prevention methods.
☐ Based on this, management solution of the experimental business operation plan, risk diversification plan and settlement plan of insurance system has been presented for the purposes of the specific implementation of disaster insurance for forest products.
☐ First of all, specific working plan of government-involved reinsurance program is presented for risk diversification of disaster insurance for forest products.
○ Disaster insurance for forest products has the high possibility of disaster risk and is hard to obtain reinsurance coverage in the international market, operators(Forest Association) lack expertise and experience. Considering these factors, it is necessary to operate the insurance programs differentiated from existing ones, non-proportional re-insurance scheme with 110% excess loss ratio is proposed.
☐ It is necessary to take into account the characteristics of the forest disaster risk and lack of experience of the operators, and therefore experimental project should be operated more than two years with commodity-specific project period. A total of 25 regions are selected considering geographical factors, (forest rate, the privately-held forest ratio) and practical factors (privately-held forest tree accumulation, the area per privately-held owners).
○ Forest objects are limited to artificial forests and nurtured natural forest, minimum area for insurance participation is 1ha. In addition, forest owners with more than 1ha and independent forest owner, forest successor, co-management forest business whose core business is the forest business in the area of non-experimental project are included for participation.
○ If the all of the forest owners in the area subject to experimental projects participate, the total insured value and the premium are estimated to be 2 trillion 306.7 billion won and 6.87 billion won, respectively. If all the forest owners in the area outside the experimental project participate, the total insured value and the premium are estimated to be 91.7 billion won and 920 million won, respectively.
○ Assuming 35% participation rate and 55:45 prospective risk premium-loading ratio, (from survey, 37.3 percent expected subscription rate) in order to estimate the required budget of experimental projects, the maximum premium size and government's aid to premium are estimated to be 2.4 billion won (50% of the risk premium, full project cost) and 1.7 billion won, respectively.
- And the premium per forest owner is 46 thousand and 152 won, actual cost paid by the forest owner (50% of the risk premium) is 12 thousand and 692 won.
○ In the case of independent forest owner outside the region, the maximum premium and government aid are estimated to be 320 million won and 230 million won, respectively, under the same assumption.
- And the premium per forest owner is 2 million 893 thousand and 953 won and actual cost paid by the forest owner is 795 thousand and 837 won.
○ If the operating costs of the experimental project of the Forest Association, the insurer of forest insurance are estimated, it makes a significant difference depending on the participation rate and therefore, government support is required in the early stage of introduction.
☐ Finally, for the settlement of the insurance system. we propose a public relations sheme and education for insurance system, adjustments of the forest owners' share in insurance premium, adjustment measures of insurance products and insurance scheme, measures to participation rate.
○ In the case of forest owners' share in insurance premium, not only their overall income level is lower but also their income from forest management is far less than that of the agriculture and fisheries, so forest owners' affordability of premium is expected to be low compared to other insurance. Therefore, government aid to insurance premium is proposed to be 60% of pure premium and 100% of loading.(for short-term revenue forest products and crop disaster insurance, proposed government aid is 50% pure premium and 100% loading).
○ In order to ensure the effectiveness of the insurance system, prior to the experimental project, map exercise is needed and the appropriateness of cost and risk, calculated on the basis of the administrative statistics, of implementing the project is reviewed and adjusted in the yearly basis during the experimental project period. In addition, the lowest premiums (10,000 won) are required for the stable operation of the insurance business and insurers need to adjust standard tariff of trees as compared to the market value on a regular basis and to make a public notice to ensure the objectivity.
○ In order to improve the participation rate, voluntary risk management should be encouraged to ensure efficient use of the government budget through the phase-out of disaster recovery system. Additionally, measures making insurance participation conditionally mandate in cooperation with other forestry finance and recognizing the premium as expenses to make it tax-deductible are to be considered. Finally, in addition to the central government, it is necessary to facilitate the disaster active management of forestry, such as additional aid from local governments.
○ Finally, public relations and education on insurance system are required to be conducted on forest owners, the insured and insurer.
