Part 1. Development of forest carbon offset standards and carbon sink index
According to the Carbon Sink Act, the forest carbon offset standard should be developed in line with international carbon standards. On the other hand, the Act also required to differentiate the standard for project types (tradable or non-tradable) and to simplify the standard for non-tradable projects. For this purpose, we reviewed a number of carbon standards used in international carbon offset programs such as CDM, VCS, CAR, J-VER, Carbon Fix, and CCBS, and analyzed domestic conditions and limitation in Korea.
According to carbon standards used in major international carbon offset programs, several forest activities could be accepted for carbon offset projects. Carbon standards should provide methodologies for testing project eligibility, quantifying carbon reductions and removals, ensuring permanence and so on. Based on the results, we developed a standard in which methodologies for the above components were described. For non-tradable projects, we provided simplified rules and process for eligibility test and verification.
To develope a verification manual, we also reviewed standards of major international carbon offset programs and conduct an interview with program operators in VCS and CAR. Based on the results, a verification manual was developed to provide a guidance for verification process and activities, and requirements for verification body and verifiers.
According to the Carbon Sink Act, it is basically required for a carbon offset project to reduce GHG emission or increase removals, minimize socio-economic and ecological impacts. Based on these requirements, principles, criteria and indicators were developed. From a survey for forestry experts and stake-holders, the 9 criteria and related indicators were finally chosen. We also provided methodologies for quantifying each indicators. Finally the developed index and methodologies were adjusted for each forest activity types.
Part 2. Design of demonstrative projects for combined carbon offset
From the review of international carbon offset programs and public survey, we could developed two project types of combined carbon offsets. One is combining forest management and use of harvested wood products in a project. In this type of project, project provider could improve carbon removals from sustainable forest management and use of harvested wood products. Another type of project combines forest management and use of biomass energy. In this type of projects, project provider could increase carbon removals from sustainable forest management and reduce carbon emission by substituting fossil fuels by bioenergy such as wood pellets or wood chips.
Based on the two project types, demonstration projects were designed. The first project is provided by the local community of Hwachun-gun Gandong-myun Yoochon-ri. In this project, timbers and woody debris were harvested from the 45 ha of community forests and used for producing wood pellets and chips in the local industry. Then the produced wood pellets and chips were used for energy sources of heating for the households in the community. Another demonstration project is provided by the local government of Hwachun-gun. In this project, timbers were harvested from the 30 ha of public forests and used for producing laminated timber. Then the produced laminated timber were used for constructing a building, the Hwachun Wood-Culture Center. Now the project documents were in preparing.
Part 3. Development of forest carbon registry
The registration process and tasks for each step of process were analyzed. First of all, the process for project registration was divide into following steps : opening an account, project application, validation and registration. The process of issuing carbon credit was divide into following steps : requesting a certification, verification, certification, and issuing credits. The process of trading credits was divide into following steps : offering credits, purchasing credits, and approval for trading. Modules for each step of the process were developed and then categorized into user types such as administrator, project providers, verifiers, and certifiers. Based on the results, we finally developed forest carbon registry.
