원자력의학 종합정보시스템의 고도화를 통해 수기로 운영중인 업무(내시경진정치료기록지, 방사선개인피폭량 결과 보고서 등 각종 진료기록지, 해외파견, 인터벤션실 환자관리, 후 불적용 서비스 확대 등)의 전산화로 업무의 정확도 및 효율성을 강화하였으며 법・제도 변경(포괄수가제(DRG),의료기관인증제도 개선 적용, 예방접종등록)에 따른 업무에 대한 정보시스템을 개선하고 장문전송서비스(LMS) 등 사용자 요구사항에 대하여 우선순위 및 처리예정일을 준수하여 부서 사업관리 KPI 목표를 달성하였다.

국가응급환자진료정보망시스템(NEDIS) 고도화 운영 개선으로 응급의료에 대한 정보를 제공하고 도로명주소 연계 구축으로 공공DB 활용 및 자료를 제공하는 등의 국가 정보화에 기여하였고 마취・회복실 환자감시장치(PatientMonitor) 연동으로 정확하고 빠른 진료지원을 통한 업무 간 정보 공유 실적 향상하였으며 전자동의서시스템의 확대 적용을 통한 동의서 분실 및 스캔 프로세스 단축으로 진료・민원의 즉시성을 구현하였다.
정보시스템의 효율적 도입 및 운영 등에 관한 법률(2005.12) 제정에 따라 구축한 한국 원자력의학원 정보기술아키텍처(EA)를 범정부 메타모델 v1.5와 성숙도 모델 v3.2에 맞춰 현행화 및 상세화하고 범정부 EAMS와의 연계를 통해 국가정보화 방향성과 일관된 사업계획 수립과 효율적인 정보자원 현황이 파악되는 등 EA추진에 따른 가시적 성과를 창출하였고, 국가적 비전의 사업관리와 강력한 정보자원 관리체계를 구축하여 지속적으로 EA추진 역량을 향상시켰다.
업무시스템(EM), PACS, 외부포탈, 진단검사, 핵의학검사 내 DB암호화 및 비밀번호 단방향 적용으로 개인정보의 안전성을 확보하고 SW자산관리를 통한 자산의 효율적 활용 및 불법SW설치 차단으로 저작권 보호에 동참하였으며 사용자PC내 보관된 개인정보파일관리 강화 및 암호화조치를 통한 개인정보 유출 위험을 차단하였다.
외부포탈, 업무시스템,웹메일시스템의 통신구간 암호화(SSL) 모듈을 교체 적용하고 온나라시스템에 대한 암호체계를 고도화 적용 하였다.

1. Enhancement of Radiation Medicine Integrated Information System
To create Diagnosis Related Group (DRG) system, clinical department have compiled protocols of medical care as to seven surgeries and have developed standard care protocol through several revisions. By linking to DRG diagnosis classification code of the Health Insurance Review & Assessment Service (HIRA), General Medical Information System has facilitated search for DRG prices using a patient’ s diagnostic information and number of days in the hospital, and a system for charging HIRA for fixed medical costs has been created.
As it was ensured to analyze the difference between act-specific pricing and diagnosis related group pricing, an analysis of medical costs charged in the second half of 2013 through DRG shows that KIRAMS registered surplus.
The adoption of the long message service (LMS) is acknowledged as having drastically improved the services for customers visiting the hospital by ensuring relatively accurate and detailed delivery of messages containing information on medical care. As the long message service can deliver accurate information while a patient is absent, it has contributed to upgrading the hospital image and securing competitiveness. Also by modifying the system so as to keep the short message service (SMS), which
is relatively cheap, budget cutback has been realized, while the US design geared to user convenience has improved work efficiency.
Individuals’ radiation amount management reports are computerized, and by linking a specific patient’ s information to EMR, clinical information is shared. Also, by adding Noti function, the program now can instantly check a patient’ s information. The handwritten endoscopic conscious sedation flowsheet that previously recorded patient information is now computerized and provides a separate screen so that ward nurses can check on the patient status. The anti-cancer therapy flowsheet as well is linked to EMR so that a patient’ s status is chcked from other departments and wards.
At the reception for comprehensive medical checkup, tablet monitor for electronic agreement is installed to give visitors access to electronic agreement during specific periods, and with the electronic agreement installed at the Department of Radiology, CT/MRI agreement has begun to be received therewith. With such improvements, KIRAMS received Encouragement Award at 2013 CQI presentation.
Address master was installed for Road Name Address System, which enables easy search for road name addresses with previously used East Asian addressing system in the General Information System of KIRAMS. A user can search the equivalent of an instance on East Asian addressing system on the new Road Name Address System by linking the URL for “Road Name Address System” of the Ministry of Security and Public Administration to the General Information System.
By entering in EMR the information on a patient to undergo surgery, the amount of paper used has been decreased, while readability and convenience are provided for users. Also, through a doctor’ s certification, the hospital can prepare against possible medical disputes and prevent counterfeit and doctoring. One can check through EMR view the status of a patient undergoing surgery and easily look up information on a former patient.
By participating in National Emergency Department Information System (NEDIS), KIRAMS has come to participate in the quality upgrade for nationwide emergency medicine for the creation of standard registration system and the successful implementation of the application of V. 2.0 of the guide to entry manual, and by complying with the common data entry system for the information on the care provided by emergency medicine providers, KIRAMS has contributed to standardization of emergency medicine information.
In the 2013 government-wide EA maturity measurement registered 4.11 (out
of 5), higher than 2.98 in average maturity for other public organizations categorized by establishment, management, and utilization. In terms of EA data registration for EA establishment, KIRAMS was presented as an excellent case and stuck to level 5 in ’ EA establishment’ and level 4 in achievement and management in 2013 public sector EA maturity measurement.
By maintaining at a specific level of quality government-required EA information registry and linkage, KIRAMS has been rated as producing and maintaining palpable results.
2. Reinforcing Information Security and Personal Information Protection
Through the creation of database encryption system, we have ensured legal compliance involving Personal Information Protection Act and Information Network Act, while creating an efficient infrastructure for the organization through realizing access control and monitoring. Through systematic tests and their progressive implementation, we have removed the problem of lowered performance.
We have enabled it to effectively figure out and manage the quantity of software owned by the organization through a unified management and clear-cut distinction of any illegally-used software by making sure through the adoption of software asset management system that the center sets the policy related to the authority over deleting and using illegal software.
Now we are able to promptly respond to regular inspection by the government and any legal issues arising. We are also able to smoothly implement measures related to the protection of the copyrights of software.
By providing encryption, quarantining, and deletion of documents in several formats in individual PCs, we have improved reliability for personal information security management and improved employees’ understanding of the method for handling personal information. Also, through creation of the solution that makes possible real-time or regular search of personal information, we have reduced risks for related accidents and realized the effect of strengthening internal control while internal control is facilitated through creation of statistics and reports related personal information files.
As KIRAMS became an organization affiliated with the Ministry of Science, ICT, & Future Planning, it is no longer possible to get EPKI. Now, EPKI, previously applied in the external portal and work system, is now replaced with a private SSL, while SSL certificate is newly applied to the webmail system. The applied SSL certificate comes in 2048 bits with reinforced security, and a packet dump using WireShark has verified that enscryption and transmission the packet functions well in the specific segment.
By applying the encryption advancement provided by the electronic approval (Onnara) system, we have been able to increase the reliability involved in processing the documents of the organization by stopping counterfeiting and doctoring of approval documents and preventing attacks from unidentified malignant codes. And by transmitting to inside and outside recipients documents proven as safe, we have contributed to creating shared value: cutting down on the social cost for the service for common use of public administration information.
The OS upgrade for User PCs with the termination of security support for WIndows XP was designed to go forward progressively. First, the evaluation of influences on the internal system from the OS upgrade was performed with regard to the internal portal and work systems like EMR. In consequence, OS version for upgrade was finalized and a list was created for the applications like DRM and internal solution software that needed to be modified or revised in the general information system.
Also, to prevent lowering of the performance of PCs in the wake of the OS upgrade, performance evaluation for user PCs was conducted, while target PCs were selected for replacement with new PCs. The used PCs were reassigned to the areas that would have no problems despite the lowered performance following the upgrade, thus saving budget.
