1. 조사 목적 및 체제
한국교육개발원 교육여론조사는 1999년에 시작되었으며 2014년의 이 조사는 9차 조사이다. 교육여론조사의 목적은 한국 교육의 현재와 미래에 대한 국민의 의식․태도와 최근의 교육현안에 대한 국민 여론을 조사하여 그 결과를 국민에게 알리고 교육정책 수립․추진의 기초 자료로 제공하는 것이다. 2014년 조사의 구체적인 목적은 다음과 같다.

조사 대상은 만19세 이상 75세 이하 전국의 성인남녀로서, 지역, 성, 연령별로 모집단 인구에 비례하도록 2,000명을 표집하였다. 2014년의 1차 조사 내용은 공교육에 대한 정부의 역할과 학교교육의 질, 교사의 질과 교직에 대한 견해, 학생의 수준과 생활, 교육의 내용과 방식, 고교 정책 및 대학 입시, 교육 복지, 대학의 운영과 대학교의 질, 학교교육의 현안과 미래 영역이었고, 2차 조사 내용은 교육과 교육 정책에 대한 태도 및 인식, 주요 교육 정책 및 교육 현안에 대한 의견으로 구성되었다. 조사 문항은 8차년도 조사 문항을 바탕으로 하되 선행 조사를 참조하여 수정․보완하였다. 조사 방법은 온라인 조사를 원칙으로 하고 고연령층을 비롯한 일부의 응답자에게는 면접원 직접 조사로 보완하였다. 1차 조사는 2014년 7월 22일부터 8월 27일까지, 2차 조사는 11월 14일부터 11월 24일까지 실시되었다. 1차 조사 결과는 보고서로 발간되고 온라인으로 공개되며 2차 조사 결과는 KEDI 포지션페이퍼로 발간되고 마찬가지로 온라인으로 공개된다. 본 조사는 교육과 교육정책에 대한 국민의 태도와 인식 조사로서, 최종적인 정책 고객인 국민에게 정부의 교육 정책에 대한 인식과 의견을 함께 조사함으로써 정책 업무 종사자가 참고할 수 있는 기초 자료를 제공한다는 데 의의가 있다. 이와 같은 의의에도 불구하고 주관적인 조사라는 측면에서, 관련 사실 정보와는 다른 조사 결과가 나올 수 있다는 한계를 가진다. 따라서 본 조사 결과는 정책 개발이나 집행에 있어서 참고할 수 있는 여러 자료 중 하나의 자료이므로, 본 조사 결과뿐만 아니라 관련 사실에 대한 객관적인 자료 등 다양한 자료를 종합적으로 검토하여 정책에 대한 최종적인 판단을 해야 한다.
2. 조사 결과 분석 방법
조사 데이터는 교차분석과 분산분석방법으로 분석하였는데, Ⅲ장에서는 주로 전체응답자와 학부모 응답자의 응답으로 구분하여 비율과 평균을 문항별로 제시하였고 배경변인별 분석 결과는 통계적으로 유의한 결과만 추려서 부록에 실었다.
3. 조사 결과 및 시사점
2014년 1차 조사 결과를 조사 목적에 따라 정리하면 다음과 같다.
가. 교육에 대한 국민들의 태도 및 변화
본 조사 결과를 2013년과 비교하면, 초․중․고교 전반에 대한 평가, 교사의 역할 수행에 대한 평가, 교사에 대한 신뢰 정도, 학생들의 인성․도덕성 수준에 대한 평가가 약간 높아졌다. 교사(학교)의 학생 학업성취 노력에 대한 요구가 증가하였고 학교 폭력의 주요 원인에 대해 대중매체에서 가정교육 부재로 다소 변화하였으며, 고교 평준화와 고교 다양화 정책에 대한 찬성 의견이 감소하였다. 대학입학전형 중요 요소에 대한 다수의 의견이 특기․적성에서 인성 및 사회봉사로 변화하였고 고교 무상의무교육에 대해서도 무상의무교육 찬성 의견이 다수였던 전년에 비하여 무상교육만 찬성하는 의견이 더 많아졌다. 학력차별의 심각성에 대해 다소 덜 심각한 것으로 인식하고 있고, 사교육, 대학 서열화, 학벌주의에 대해서는 앞으로 확대 또는 심화될 것이라는 전망이 증가하였다. 자녀가 선생님이 되는 것에 대해 긍정적 인식이 감소하였고, 수준별 수업에 대한 찬성 의견이 감소하였으며, 자녀의 방과후학교 참여 의사가 감소하였다. 2014년 1차 조사를 통해 국민들의 교육에 대한 태도를 종합하면, 국민들은 초․중․고 학교 교육에서는 인성교육이 지금보다 강화되어야 하며 학교 폭력의 주된 원인은 가정교육의 부재에 있다고 본다. 저소득층 학생, 결손가정 학생, 다문화가정 학생, 탈북주민가정학생, 장애 학생 지원은 모두 중요하며 그 중에서도 저소득층 학생에 대한 지원을 가장 중요하다고 생각한다. 또한 모든 초등학생과 중학생에게는 생활수준에 관계없이 무상급식을 지원하고 고등학생에게는 모든 학생 또는 저소득층 학생에게 지원해야 한다고 본다. 현재 한국 사회에서는 학력과 출신대학 차별이 심각하고 대학서열화와 학벌주의는 앞으로도 큰 변화가 없거나 심화될 것으로 보며 대학입시경쟁은 다소 완화되거나 큰 변화가 없을 것으로 보고 사교육은 큰 변화가 없거나 확대될 것으로 전망하고 있다. 정부의 교육정책에 대해서는 그다지 신뢰하지 않고 있다. 또한 한국 교육이 국가와 사회에 대한 기여도가 별로 높지 않고 초․중․고 교육 전반과 대학 교육에 대해 잘하지 못하고 있다고 생각한다. 초․중․고 교사에 대한 신뢰와 역할 수행, 대학 교수의 역할 수행에 대한 평가는 낮은편이다. 2014년 1차 조사 결과에서 드러난 주요 시사점은 다음과 같다.
첫째, 국민들은 인성교육을 지금보다 강화해야 하며, 학교와 가정이 학생의 학업성취 증진과 인성교육 강화를 위해 함께 노력해야 한다고 생각하고 있다.
둘째, 국민들은 교육취약계층 지원이 중요하다고 보고, 모든 학생을 대상으로 한 무상급식에 대해 대체로 찬성하며, 고등학교 교육은 무상교육으로 실시해야 한다고 생각한다.
셋째, 국민들은 대학 선택시에 졸업생의 취업 실적을 중요하게 고려하고, 대학입학전형에서 인성 및 사회봉사, 특기․적성이 가장 중시되어야 한다고 보며, 대학에 대해 대체로 낮게 평가하고 있다.
넷째, 대입전형요소와 무상급식 지원의 범위에 대해서는 전체 응답자와 학부모 응답자간에 다소 의견 차이가 있다.
다섯째, 국민들은 한국 교육에 대해 어두운 전망을 하고 있으며 정부 교육정책에 대해 그다지 신뢰하지 못하고 있다.
나. 현 정부의 주요 교육정책에 대한 국민들의 이해도와 의견
먼저, 현 정부의 주요 교육정책에 대한 이해 정도 1순위, 현재 가장 필요하다고 생각하는 정책 1순위, 현재까지 잘 하고 있다고 생각하는 정책 1순위는 모두 ‘누리과정 확대 정책’이었다. 누리과정 확대 정책에 대한 이해 정도에 따라 필요도 1순위 정책과 평가 1순위 정책이 다른지 살펴보았다. 그 결과, 대체로 누리과정 확대 정책을 알고 있는 정도가 높을수록 누리과정 확대 정책이 가장 필요하고 가장 잘 하였다고 한 응답자 비율이 높지만, 정책에 대한 이해 정도가 낮은 응답자들도 누리과정 확대 정책이 가장 필요하고 가장 잘하였다고 응답하였다.
4. 정책 제언
사려깊은 정책 개발자들은 국민 여론과 정책이 일치하지 않을 때 두 가지 선택을 할 수 있음을 이해한다. 그 중 하나는, 국민 여론에 가깝도록 정책을 수정하는 것이고, 다른 하나는 그 정책이 왜 필요하고 어떻게 하면 국가가 발전할 수 있으며 개인에게는 어떤 중요성을 가지는지를 국민에게 설명하는 설득력 있는 의사소통을 하는 것이다(William. J. B., 2014, p.14). 여론조사의 결과를 가지고 지나치게 구체적인 정책 시사점을 제언하는것은 여론조사의 목적에 맞지 않으며, 동일한 조사 체제로 실시한 여러 번의 조사에서 나타나는 경향성이 중요하다. 본 조사 결과를 바탕으로 국가 교육정책에 제안하는 바는 다음과 같다.
첫째, 인성교육 강화 정책에 대한 점검 및 정보 공유 확대를 추진하는 한편, 초․중․고에서의 인성교육의 성과가 대학입시와 대학교육, 사회생활에서도 이어질 수 있도록 연결 장치를 마련해야 한다.
둘째, 저소득층 가정 학생에 대한 지원 정책은 지속적으로 추진해야 한다. 초․중․고 무상급식과 누리과정 확대 정책은 필요하나 현실적인 여건을 고려한 단계적 접근 방식으로 전환해야 한다.
셋째, 대학의 사회적 역할과 대학 교수의 역할을 재정립하고 대학 재정 투명성을 제고해야 한다.
넷째, 한국 교육의 밝은 미래를 위한 청사진을 마련하고 사회 각 부문에서 지속적으로 협력하여 추진해야 한다.
다섯째, 교사라는 직업에 대한 인식 변화의 원인을 탐색하고 대처 방안을 마련해야 한다.
여섯째, 교육정책 신뢰도 제고 방안을 마련해야 한다.

Korean Educational Development Institute’s Public Opinion Survey (KEDI POLL) began in 1999, and this is the 9th survey in 2014. The goal of KEDI POLL is to survey the public awareness and attitude toward the present and the future of Korean education and the public opinion on current issues in education; the results of the survey will be reported to the public, and will provide the basic reference material for devising and implementing educational policies. The specific objectives of the 2014 Survey are as follows.
Objective 1. To survey the public’s attitude toward education, to examine changes in attitude between 2013 and 2014
Objective 2. To survey the public’s level of understandings and opinions of the major education policies of the current administration, and to analyze the results
Objective 3. To propose policies by deducting educational policy implications based on survey results
This survey is based on a sample of 2,000 adults nationwide aged between 19 and 75, and matches the population proportions in geographic region, gender, and age. This year’s the first survey focused on the role of government in public education and quality of school education, opinions on quality of teachers and teaching as a career, the level of students and school life, high school policies and college admissions, educational welfare, operation and the quality of colleges, and the current and future issues in school education. The second survey covers the attitude and perception of education and educational policies, and opinions on major educational policies and current issues in education. Questions in the survey are based on the questions from the previous eight surveys, revised and modified for this year. The survey was completed online, complemented by in-person survey for senior citizens and a few other respondents. The first survey was conducted July 22-27, 2014, and the second survey will be conducted from November 14. The results of the first survey will be published in a report and will be available online. The results of the second survey will be published as a KEDI position paper and will also be available online. This survey examines the public’s attitude and perception of education and educational policies, and serves an important role by providing a basic reference material for policy makers by surveying the perception and opinions on the government’s educational policies of the public, who is the client of these policies. In spite of such importance, this survey is limited in that it is a subjective survey, and the results can vary from relevant facts. Therefore, the results of this survey is one of many reference materials for policy development and implementation, and final policy decision must be made based on not only the results from this survey, but after comprehensively reviewing diverse reference materials including materials with objective information.
Survey Data Analysis Method
The survey data was analyzed using cross tabulation and ANOVA. In Chapter 3, the ratio of answer choices and the averages have been presented for each question, categorized into ‘all responses’and ‘parents of students responses’groups. The analysis results for each influencing variable that were statistically significant have been included in the Appendix section.
Survey Results and Implications
The results of the survey organized by the survey objectives are as follows.
A. The Public’s Attitude Toward Education
To summarize the 2014 Survey results of the public’s perception of education, the public believes that Korean education does not significantly contribute to the nation or society, and is not providing high quality primary, secondary, or higher education. Teachers in primary and secondary education, as well as college professors have received low ratings. The respondents supported a stronger personal character education, and believed that the main reason behind school violence was lack of education at home. Respondents said supporting students from low-income families, single-parent families, multi-cultural families, migrant families from North Korea, and students with disabilities is ‘important’, and ranked the support for students from low-income families as ‘most important.’ Respondents said free school meals must be provided to all elementary and middle school students regardless of their families’ economic status, while for high school students, support for free school meals was split between ‘all students’ and ‘students from low-income families only.’The respondents said discrimination based on educational attainment and academic background were severe in Korean society, and stratification of universities and educational credentialism is expected to have ‘no major changes’ or ‘worsen,’ while the competitiveness of college admissions is expected to have either ‘a little decrease’ or ‘no major changes.’Meanwhile, private education was expected to have ‘no major changes’ or ‘expand.’Finally, the respondents did not place much trust in the educational policies of the government.
Some main implications from this year’s survey are as follows.
1. The public believes for a need to strengthen personal character education, and that schools and families must cooperate to achieve both academic and personal character goals of the students.
2. The public believes that supporting students with environmental risk factors is important, and supports free school meals for all students in general, as well as providing free high school education.
3. In selecting college, the public values employment statistics of graduates as ‘important,’ says personal character and community services, as well as talents and aptitude must be first considered in the college admissions process, and rates colleges low in general.
4. For college admission factors and extent of free school meal provision, there is a gap between ‘all responses’ and ‘parents of students responses’ groups.
5. The public has a negative outlook on Korean education, and does not place much trust in the educational policies of the government.
B. The Changes in the Public’s Attitude of Education (Comparison with 2013 Results)
Compared to 2013 Survey results, 2014 Survey finds decreased favorable view of respondents’ children choosing teachers as career, decreased support for teaching students by proficiency levels, and decreased intent to participate in after-school activities. There is an increased demand for teachers(schools) to place more efforts in students’ academic achievements, slight change in viewing the primary reason behind school violence from ‘mass media’ to ‘lack of education at home,’ and decrease in support for high school equalization and high school diversification policies. Majority opinion on the top elements of college admissions process changed from ‘talents and aptitude’ to ‘personal character and community services’, and on high school education, the support shifted from both ‘free and compulsory education’ to ‘free education’ only. The severity of discrimination based on educational attainment were seen as having decreased slightly, while private education, stratification of universities, and educational credentialism were expected to expand or worsen. There were slightly more positive evaluation of overall primary and secondary education and the level of students’ personal characters and morality.
C. The Public’s Level of Understandings and Opinions of the Major Educational Policies of the Current Administration
First of all, the ‘Expansion of the Nuri curriculum(early childhood education)’was ranked highest in ‘the level of understanding of the major educational policies of the current administration’, ‘the policy with most immediate needs’, and ‘the policy with highest quality of implementation.’ Then it was examined whether responses specifying top priority policy based on immediate needs or one based on the quality of implementation differed by the level of understanding of policies on the expansion of Nuri curriculum. The results indicate that the respondents with better understanding of Nuri curriculum supported the expansion of Nuri curriculum as both the policy with most immediate needs and the policy with the highest quality of implementation. But the respondents with lower levels of understanding of Nuri curriculum also supported the expansion of Nuri curriculum as the policy with most immediate needs and the policy with the highest quality of implementation, albeit at a lower rate.
Policy Suggestions
Thoughtful policy makers understand that they have two options when public opinion and public policy collide: They can modify policy so it’s more consistent with public opinion, or they can mount a persuasive communications campaign explaining to the people(Americans) why new policy is needed, how it can move the nation forward, and how it can address individual need(William, J. B., 2014, p.14). It is not the goal of a survey to present overly specific policy proposals from survey results. Meanings emerge when multiple surveys or questions produce same results, and significant trends keep emerging in repeated surveys. Based on the results of this survey, suggestions for national education policies are as follows.
1. Current policy of strengthening character education needs to be reviewed, and pursued more aggressively.
2. Policies that support students from low-income families need to be implemented. Free school meals for primary and secondary schools, as well as policies to expand Nuri curriculum are necessary, but need to be implemented in phases given realistic conditions.
3. The social role of universities needs to be redefined, and trust in professors and fiscal transparency of universities need to be established.
4. A blueprint for bright future of Korean education needs to be prepared, and the policies must be implemented in cooperation with society’s various sectors.
5. The reasons behind the changes in the perception of teaching as a career need to be investigated and an effective plan needs to be prepared to address the situation.
6. Strategies need to be devised to enhance public trust in educational policies.
