본 보고서는 비행 학업중단청소년에 초점을 맞춘 것으로 이들의 특성을 파악해 보고, 이를 토대로 한 지원방안을 제시하고자 하는 목적으로 3개년에 걸쳐 이루어지는 종단연구중 2차년도 연구이다. 학업을 중단한 상태에서 1년이 지난후 보호관찰대상 학업중단 청소년의 일상생활과 심리, 문제 행동 등이 어떻게 변화되었는지 조사하여 이를 전년도와 비교하였다. 연구를 위하여 설문조사와 면접조사를 실시하였다. 설문조사는 1차년도 조사대상자였던 패널 220명 중에 올해 보호관찰중인 189명을 접촉하여 이중 설문조사에 응하지 않은 3명을 제외한 186명으로부터 설문을 수거하여 분석하였다. 심층면접은 1차년도 대상자였던 12명 중 10명의 청소년과 예비조사 대상자인 4명의 청소년, 보호관찰관 2명을 대상으로 실시하였다. 비행청소년이 학업을 중단하게 되면 재복교하여 학업을 지속하기 어렵다. 설문조사도 대부분의 청소년이 여전히 정규 중·고등학교를 그만둔 상태에 있는 것으로 나타났다. 응답자의 10.8% 정도만 복교한 경험이 있는 것으로 나타났고, 4.9%는 학업을 재중단한 것으로 파악되었다. 지난 일년간 아르바이트나 취업해서 일을 한 경험이 있다는 응답이 매우 높았고, 검정고시를 경험했다는 대상자들도 많았다. 학업중단 청소년들은 학업을 위해 보내는 시간보다는 일을 하는 시간이 더 많은 것으로 조사되었으며, 학업중단 이후 필요한 정보로는 직업에 관한 정보 및 본인의 적성에 맞는 직업이 무엇인지에 관한 정보로 조사되었다. 심리적 측면에서 1차년도와 비교해 볼 때 2차년도의 결과는 수치상으로는 변화가 크지 않거나 다소 나아지는 경향이 발견되고 있다. 보호관찰소 및 법원에 의해 처분을 받은 범죄유형을 살펴본 결과, 1차년도와 비교해 폭력범죄 및 교통범죄가 전체 범죄에서 차지하는 비중은 상대적으로 증가한 반면, 절도범죄 및 강도범죄, 약물범죄 등은 크게 감소한 것으로 나타났다. 보호관찰관과의 관계 및 보호관찰지원 프로그램에 대한 평가 등을 조사한 결과, 대상자의 절반이상이 지난 1년 동안 담당보호관찰관이 바뀌었다고 응답하였고, 담당 보호관찰관의 교체는 1년 동안 평균 2회 정도로 나타났다. 보호관찰관과의 관계는 전반적으로 좋은 편이었으며, 1차년도와 비교해도 보호관찰관과의 관계가 더 긍정적으로 바뀐 것으로 나타났다. 보호관찰지원 프로그램과 관련해서는 ‘검정고시 교육비 지원’을 가장 많이 이용하고 있으며, 만족도 역시 가장 높은 것으로 나타났다. 학업중단청소년의 경우 관계능력을 함양할 기회가 부족해 상대적으로 대인관계에 어려움을 호소하는 경우가 많은 것으로 나타나고 있다. 따라서 멘토링 프로그램을 보다 활성화하여 어른과의 관계 뿐 아니라 또래집단과 자주 만날 수 있는 기회를 제공하는 것이 필요할 것으로 보인다. 1차년도와 마찬가지로 2차년도에서도 학업중단시 학업숙려제를 비롯해 학업중단 이후 진로에 대한 정보제공이 잘 이루어지지 않는 것으로 보인다. 따라서 학교에서 일차적으로 학업중단을 막지 못할 경우 다양하고 정확한 정보를 제공하는 것이 필요할 것으로 여겨진다.

As a second year research of a three-year longitudinal research on delinquent juvenile school dropouts, this report focuses on understanding their characteristics and presenting supportive measures based on the findings from the research. We have compared the delinquent juvenile school dropouts’ changes in their daily lives, psychology, and behaviors one year after they have discontinued school attendance from those of the previous year. We have conducted surveys and interviews for the research. Among the 220 panel members that were subject to research for the first year, we were able to contact 189 who were still on probation this year, and excluding the 3 who have denied participation, we have conducted survey on the 186 juveniles and analyzed the result. In-depth interviews were conducted on 10 juveniles out of 12 who were subject to research during the first year, 4 adolescents who were reserved for the research, and 2 probation officers. Once delinquent juveniles discontinue school attendance, it is extremely difficult for them to return to school and continue with their school education. Survey result showed that most of the adolescents have remained as dropouts from regular middle and high schools. Only 10.8% of the respondents have returned to schools, but 4.9% of them have once again discontinued their school attendance. Many respondents have answered that they have been working either part time or full time jobs during the past year, and many of them have taken the test for Korea’s General Equivalency Diploma. It was found out that delinquent juvenile school dropouts spent more time working than studying, and as for the type of information they need after dropping out of school, they were in need of information on vocation and jobs that suited their aptitude. Psychologically, they did not show much difference between the tests conducted during the first year and the second year, or showed slight improvement. Analyzing the crime types ruled by Probation and Parole Office and the Court, the ratio of violent crimes and traffic crimes out of total showed relative increase, but burglary or larceny and drug related crimes showed dramatic decrease. Studying the juveniles’ relationship with their probation officers and their evaluation on the probation program, more than half of the respondents stated that their designated probation officers have changed during the past year, and the average frequency of change in probation officers was found to be around twice a year. Most of the juveniles maintained good relationship with their probation officers, and comparing their responses with those from previous year, their answers turned more positive. Juveniles were using Financial Support for GED Education the most out of all the probation support programs, and their satisfaction rate also recorded the highest for this program. As delinquent juvenile school dropouts lack opportunities to form social relationships, they have frequently revealed their concerns on their relatively weak social skills. Thus, it seems that activating mentoring programs is necessary to create opportunities for them to meet not only adults but also their peers. In line with the first year research, the second year research found that counseling before school dropout has not been actively utilized, and information on career path has not been delivered well to the juveniles after they have discontinued school attendance. Thus, if schools cannot prevent juveniles from dropping out of school, they should put more effort into providing diverse and accurate information to the juveniles.
