In order to develop a strategic plan for JISTaP , various issues related to publishing international journals were analyzed. Details of the project are summarized in the following descriptions.
1. The ETRI Journal was closely examined due to similar background and region with respect to JISTaP . The ETRI Journal was first published in 1993; The ETRI Journal is currently listed in SCI index. The journal articles from 1993 to current No. 36, 2014 were analyzed in terms of the number of published articles, the relationship with quotation references, the employed manuscript collection method, and the editorial composition. The result showed that the number of citation increased considerably once it became listed under SCI index. Until the ETRI Journal became listed under SCI, publications were mostly maintained with internally submitted articles. To attract manuscript submissions, the ETRI Journal waived its publication fees and decided to become an open access journal.
2. From 2009 to 2013, 84 journals that were listed under SSCI Information Science & Library Science category. For this category, the number of IF, country, continent, publication status, and editors were counted. In the year 2013, other than those on the European continent and on the North American continent journals that were listed under the SSCI Information Science & Library Science category were analyzed in terms of their publication frequency, language, publication nation, issuing authority, and editorial board members.
3. The research team members performed a citation analysis for JISTaP based on published articles which were from March 2013 to November 15, 2014. The results showed that JISTaP was cited 10 times, twice in 2013, and eight times in 2014. Considering the recent trend, external citations would be likely to increase substantially in the coming years.
4. JISTaP published Vol. 2 No. 1, 2, and 3 in 2014. In each published journal, 5 articles were published. Up until No. 3., 15 papers have been published. Both Journal No. 1 and No. 2. contained one invited paper; the remaining 15 papers were research papers. In total, 43 journal articles were initially submitted to JISTaP by individual authors.
5. As of November 15, 2014, JISTaP consisted of a total of 41 international editorial board members, 11 from the U.S., 9 from Korea, 7 from India and the rest from miscellaneous countries. By continent, 23 members are from Asia, 12 members are from America, 4 members are from Europe, 1 member from Oceania, and 1 member from Africa. In 2014, five people were invited to be new Editors: 1 Associate Editor, 2 Editorial Board Members, and 2 Consulting Editors.
6. A total of 49 reviewers were considered active reviewers in 2014. Up until October 30th, a total of 54 reviews were either completed or were still in progress.
7. In order to ensure the quality of published papers, a total of 11 papers were copy-edited or proofread by qualified academics that are native speakers.
8. In order to promote and attract manuscripts, we visited countries such as Canada, the USA, Japan, and Malaysia. We gave lectures, conducted interviews, and visited libraries. We marketed JISTaP directly to individuals who could potentially make a contribution to JISTaP . As such, the JISTaP promotional materials were deployed with those whom we were in contact at the time. In particular, attempts were made to attract authors to submit manuscripts to JISTaP .
9. We constructed a fundamental step for the promotion of the JISTaP paper collection. In particular, LinkedIn was used in order to expand the existing pools of contributors, reviewers, and editors. The current number of Co-EIC LinkedIn members are 5,734 people and the members of the 'JISTaP Group' is 777.
10. Currently JISTaP is managed by Society Paper Submission Management System (ACOMS). In this study, we commented on the issues regarding ACOMS and suggested certain features to improve ACOMS. As shown in Appendix 6, we recommended that additional features should include 'JISTaP Website Help: For Authors', 'JISTaP Website Help: For Editors', and 'JISTaP Website Help. : For Reviewers'.
11. In this study, a structured planning method was used to identify the JISTaP 's strengths and its weaknesses. In particular, a SWOT analysis was performed to evaluate the current standing of JISTaP as an international journal. As the SWOT analysis suggested, inclusion in the SCOPUS and SSCI index is absolutely necessary in order to become a successful international journal.
Considering the development of JISTaP in the last two years, the roadmap for the upcoming years (2015-2017) is aimed at raising the quality rather than the quantity in order to be listed in SSCI index. JISTaP should be continuously published quarterly in accordance with the current level of articles appearing in each issue. However, in the coming years, efforts must be made to increase the level of quality and continue to monitor the number of citations in order to become listed in the SCOPUS and the SSCI index. In a larger sense, the major focus should be placed on becoming an exemplary case that can make a substantial contribution to all types of disciplines.
