2. 조사 및 분석 결과

2. 조사 및 분석 결과
(1) 제2장 이론 및 외국의 사례조사 결과
제2장에서는 그동안 우리나라에서 명확한 정의 없이 사용되어온 기술창업기업을 정의하고, 그 역할 및 육성을 위한 외국의 정책수단 등에 관해 조사하였다. 본 연구에서는 기술창업기업의 기준을 Saemundsson(1999)과 유사하게 ‘혁신성 혹은 기술성이 평균 수준보다 높은 창업 기업’으로 설정하였다. 이런 기준에 따라 본 연구에서의 기술창업 기업은 무형자산액과 연구개발집약도를 모두 집계한 통계청 「경제총조사」의 2010년 통계를 기준으로, ‘무형자산액이 모집단 평균보다 높거나 혹은 연구개발집약도가 모집단 평균보다 높은 창업한 지 5년 이내의 독립된 기업’으로 정의하였다.
본 연구에서는 기술창업기업이 선호하는 입지요인를 파악하여 제공하고, 이를 통해 지방의 외생적 입지경쟁력을 개선하는 한편, 기술창업기업을 유치하도록 하였다. 그 다음 지역별로 내생적 혁신자원을 지원하여 기술창업기업이 한 단계 도약할 수 있도록 하고, 관련 전후방연관산업을 육성하여 지역산업의 고용창출 및 성장을 가능하게 하여 선순환을 이룰 수 있도록 하였다.
본 연구의 분석방향을 보면, 지역 전체의 기술창업기업의 입지 및 생태계 조성을 최종목표로 하고, 개별 기술창업기업의 고용창출 역량제고 및 가젤기업으로의 도약을 중간목표로 설정하였다. 이러한 목표를 달성하기 위하여 본 장에서는 입지, 인력, 자산, 기술 등을 기술창업에 필요한 4대 핵심 구성요소로 선정하였다.
다음으로 외국에서 이러한 구성요소의 질적 향상을 위해 추진되고 있는 정책사례를 앞선 분석 틀의 4대 핵심 구성요소를 중심으로 조사하였다. 먼저 창업 및 입지 관련 사례로는 벨기에 Antwerp주의 기술창업진흥기관 운영 사례와 이탈리아 Canavese지역의 기술창업 전문단지 조성 사례를 살펴보았다. 또한 인력 및 고용 부문에서는 핀란드 Espoo지역 Aaltoes의 기술창업 인턴십 운영 사례와 스웨덴 IT대학의 기술인력 양성 사례를 조사하였다. 다음으로 유·무형자산 및 금융자산 부문에서는 터키의 지역별 공동 시설·장비 구입 지원 사례와 영국 Scotland지역의 엔젤투자 운영 사례를 살펴보았다. 마지막으로 기술개발 및 사업화 부문에서는 벨기에 Wallonia지역의 기술서비스 지원 사례와 영국 West Midlands지역의 사업화펀드 운영 사례 등을 제시하였다.
(2) 제3장 통계분석 결과
제3장에서는 통계청의 개별기업 통계를 분석하여 제2장의 기술창업기업의 정의에 부합하는 기업을 추출하였다. 기술창업기업을 추출하기 위한 기준 통계로는 5년마다 조사되는 2010년 통계청 「경제총조사」 원시자료를 사용하였다. 그러나 「경제총조사」는 5년 단위로 조사되기 때문에 해당 사업체의 연도별 변화를 보기 어렵다. 이를 보완하기 위하여 본 연구에서는 「경제총조사」에 의한 원시자료상의 개별 사업체와 2006년부터 2012년까지 매년 조사된 「전국사업체조사」에서 조사된 개별 사업체를 통계청 DB의 개별 사업체 고유번호를 이용하여 연결하였다.
분석 결과, 기술창업기업은 자본금 대비 R&D투자 비중이 2.2%, 자본금 대비 무형자산액 비중이 3.3% 이상인 기업으로 나타났다. 또한 기술창업기업의 비중을 살펴본 결과, 기술창업기업은 전체 창업기업의 10% 정도만이 해당되며, 나머지 90%는 생산요소로서의 노동력과 건물과 장비로 표현되는 약간의 유형자산만을 갖고 창업하고 있는 것으로 분석되었다.
또한 2010년 데이터에 의해 선정된 창업기업 중 2007년과 2012년 각각 생존해 있던 창업기업을 대상으로 종사자 수 변화를 비교하였다. 분석 결과, 기술창업기업의 사업체당 평균 종사자 수는 기타 창업기업에 비해 더 빠른 속도로 증가하였다. 이를 상술하면 기타 창업기업의 평균 종사자 수는 2007년 7.4명에서 2012년 8.1명으로 0.7명 증가하는 데 그쳤지만, 기술창업기업은 9.1명에서 10.5명으로 1.4명 증가해 2배가량 높은 증가율을 보였다. 그러므로 기술창업기업이 살아남았을 경우 고용증가는 기타 창업기업보다 더 큰 것으로 분석되었다.
기술창업기업 내에서 제조업과 서비스업 간 연구개발비나 무형자산 규모가 클 것으로 예상했으나, 그 격차가 예상 외로 적어 서비스업의 지식기반화가 상당한 수준에 이른 것으로 보인다. 지역별로는 수도권, 특히 서울과 경기의 비중(61.7%)이 지나치게 높아 지역별 불균형 완화가 시급한 과제가 되고 있다. 비수도권 지역 중에서도 특히 울산(1.0%), 제주(0.7%), 강원(2.0%), 전남(1.5%)은 2.0% 미만으로 분석되었다. 그러므로 향후 이런 지방에서의 기술창업기업 활성화를 위한 입지여건 개선 및 성장지원정책의 추진이 절실하다.
(3) 제4장 설문조사 결과
제4장에서는 422개 창업기업을 대상으로 설문조사를 실시하였는데, 설문조사 결과 정량적 특성을 보면 다음과 같다. i) 2007년부터 2012년 사이 자본금의 총증가율은 기술창업기업이 기타 창업기업에 비해 높았다. 이는 기술창업기업이 기타 창업기업에 비해 시간이 흐름에 따라 많은 자금투입이 이루어져야 함을 의미한다. ii) 조사대상 전체 기업의 R&D인력은 창업 당시 1.4명에서 2012년 2.8명으로 평균 1.4명 증가하였다. 그러나 이 기간 동안 기술창업기업의 R&D인력은 2.4명 증가하였고 특히 수도권 기술창업기업은 2.8명이나 증가한 데 반해, 기타 창업기업은 소재지와 관계없이 R&D인력이 거의 없어 증가자 수도 0에 가까웠다. iii) 매출액과 영업이익 증가율은 비수도권 기술창업기업이 가장 높게 나타났다. 이는 비수도권의 경우 용지 확보가 용이하고, R&D투자뿐 아니라 연구인력이나 특허 등의 면에서 더 많은 요소투입이 이루어진 데 따른 것으로 보인다.
다음으로 응답기업의 정성적 평가 결과를 보면, 입지와 관련해 기술창업기업은 기타 창업기업보다 입지여건이 양호한 곳에 입지해 있었으며, 특히 기술이나 경제적 요인과 직결되는 입지요인이 높게 평가되었다. 또한 수도권 창업기업과 비수도권 창업기업을 비교한 결과, 전체 13개 입지요인 중 12개 항목이 수도권에서 더 우수한 것으로 나타났다. 그러므로 지방에서 창업을 위한 입지여건의 개선이 가장 중요한 것으로 조사되었다.
인력수급의 미스매치를 보면, 기타 창업기업보다는 기술창업기업에서 매우 심각하다는 평가를 많이 했고, 고용창출 등 기업이 더욱 성장을 하기 위해 필요한 지원으로는 대출 등 금융과 세제 지원이 가장 절실한 것으로 나타났다. 따라서 창업 초기 자금이 많이 필요한 기술창업기업에 대해서는 대출 관련 지원방안이 마련되어야 할 것으로 보인다.
다음으로 조사대상 기업의 기술개발 및 사업화 역량을 비교하면, 기술창업기업은 창업 초기에는 기타 창업기업과 비슷하고, 개발단계에서는 기타 창업기업보다 우위에 있었다. 기술개발 능력에 대한 평가 결과를 보면, 기업유형별로는 기술창업기업이 67.8점으로 기타 창업기업의 57.0점 보다 10점 이상 훨씬 높게 나타났다.
그러나 정작 가장 중요한 마케팅 능력이나 바이어 확보 수준 등 마지막 단계의 사업화 능력에 있어서는 기술창업기업과 기타 창업기업간 별 차이가 없는 것으로 조사되었다. 결국 기술창업기업은 창업 초기에는 기타 창업기업과 비슷하고, 개발단계에서는 기타 창업기업보다 우위에 있으나, 마지막 사업화 단계가 뒤떨어져 기술창업기업의 사업화에 정책적 초점이 맞춰져야 할 것으로 보인다.
(4) 제5장 실증분석 결과
제5장에서는 가설의 검정, 회귀분석, DID모형1)에 의한 연차별 고용창출효과 등을 분석하였다. 그 결과, 기술창업기업의 고용창출 면에서의 우위를 재확인하였고, 특히 고용성과는 3년 이상의 시차를 필요로 하였다. 이를 상술하면 다음과 같다.
첫째, 가설의 검정 결과 기술창업기업의 입지여건이 기타 창업기업에 비해 상대적으로 양호한 것으로 나타났다. 특히, 기술창업기업은 기타 창업기업에 비해 입지비용적 측면이나 기업지원 인프라 측면에서 우수하였다.
둘째, 기술창업기업이 기타 창업기업에 비해 대도시에 더 많이 분포한다는 ‘도시 인큐베이터가설’을 검정하였다. 그 결과 비수도권 기업만으로 한정하여 살펴보면, 기술창업기업의 광역시 분포 비중이 기타 창업기업보다 유의적으로 높아 Acs et al.(2008)의 연구와 유사한 결과를 보였다.
셋째, 기술창업기업과 기타 창업기업 간 고용증가율 면에서 차이가 있는지 검정하였다. 분석 결과, 고용창출 측면에서도 기술창업기업의 연평균 고용증가율이 기타 창업기업에 비해 통계적으로 유의미하게 더 높게 나타나고 있어, 기술창업기업이 기타 창업기업에 비해 고용창출에 크게 기여하고 있음을 확인하였다.
넷째, 고용탄력성과 관련된 지브라법칙 추정에서는 기술창업기업의 고용기여도가 기타 창업기업보다 훨씬 큰 것으로 나타났고, 또한 기술창업기업의 경우에만 기업규모가 커질수록 고용의 탄력성이 증가하는 것으로 분석되었다. 그러므로 기술창업기업만이 규모에 상응하는 고용증가가 유발될 수 있어 기술창업기업의 육성 필요성이 기타 창업기업에 비해 더 크다고 할 수 있다
다섯째, 입지결정에 대한 회귀분석 결과, 기술창업 여부, 정부지원 여부, 인력수급 미스매치 여부 등은 공통적으로 입지결정에 영향을 미치는 것으로 나타났다. 또한 고용창출에 대한 회귀분석 결과, 기술창업 혹은 기업가정신, 수도권 여부, 금융자산 확보 여부 등이 중요한 결정요인으로 분석되었다. 특히 기술창업기업 여부는 입지결정 시뿐 아니라 고용창출에도 영향을 미치는 공통 핵심 변수로 도출되었다.
여섯째, DID모형에 의한 연도별 고용효과 추이를 분석한 결과, 시간이 갈수록 기술창업기업의 고용증가효과가 기타 창업기업에 비해 더 크게 나타났다. 특히 기술창업기업의 고용에 관한 성과가 창업한 이후 당해 연도에는 나타나지 않지만, 2차 연도 이후부터 유의한 고용증가효과가 나타나 우상향 고용증가패턴을 보이고 있다. 또한 동일한 기술창업기업이라도 수도권에 입지한 기업이 비수도권 기업보다 고용증가효과가 점점 더 커졌으며, 제조업에 속한 기술창업기업이 서비스업에 속한 기술창업기업보다 고용증가효과가 큰 것으로 분석되었다.

As for the term ‘technology-based start-up’, which has been used in Korea without a clear definition, chapter 2 defines it as a “lessthan-5-year-old independent company whose intangible asset or R&D intensity is higher than the average of their sample group’s intangible assets and R&D intensity”. In addition, the chapter establishes the location and the ecosystem of technology-based start-ups in the entire region as a final goal; the intermediate goals are improving the capacity of individual technology-based start-ups and leading the start-ups to develop into gazelle firms. To achieve these goals, the chapter selected location, manpower, asset and technology as the 4 main core elements required for the creation of technology-oriented start-ups. And then, the chapter examined the policy cases of foreign countries that are being implemented to enhance the quality of such elements in conjunction with the analysis in this study.
Chapter 3 identified the enterprises that are consistent with the definition of technology-based start-ups suggested in chapter 2 by analyzing the statistics of individual enterprises released by Statistics Korea. The analysis results state that the identified technology-based start-ups are the companies whose ratio of R&D investment to their capital reaches above 2.19%, while the ratio of intangible asset to their capital are more than 3.25%. When investigating the share of technology-based start-ups, it remains at only about 10% of entire start-ups, whereas the remaining 90% are start-ups only with small tangible assets that can be represented as production factors, such as labor capacity, and building and equipment. For individual regions, notably, Seoul and Gyeonggi account for excessively significant parts(61.7%) in terms of the concentration of technology-led start-ups, which indicates that it is urgent to tackle such a regional imbalance. Even among the non-metropolitan areas, the share of technology-based start-ups reaches merely 1%, 0.7%, 2%, 1.5% for Ulsan, Jeju, Gangwon and Cheonnam, respectively, all of which are less than 2%.
Chapter 4 surveyed 422 start-ups. First, when examining the quantitative features of surveyed companies, the total growth rate of surveyed companies’ capital between 2007 and 2012 was higher than that of other start-ups. This implies that the creation of technologybased start-ups requires a more massive amount of capital input with a passage of time than other start-ups.
Second, the technology-based start-up located in the non-metropolian regions witnessed the highest growth in their sales and operating profits. This seems to stem from the fact that the start-ups in the regions can secure sites easily, and that there have been the good inputs from the standpoint of the research workforces or patents.
When it comes to the qualitative assessment of surveyed companies, firstly, the technology-based start-ups are situated in the favorable locations. In particular, their location factors that are directly related to technology or economic factors, were highly assessed. The comparison of start-ups between metropolitan and non-metropolitan areas indicates that among the 13 location factors, 12 items were assessed to be more excellent for the metropolitan areas.
Second, the mismatch in workforce supply was largely assessed to be much more serious in the technology-oriented start-ups than in other start-ups. In terms of the support that is necessary for the further growth of enterprises, job creation, financial support and tax benefits were analyzed to be most urgent elements.
Third, technology-based start-ups were analyzed to remain at a similar level to that of other start-ups in the early stage of their creation while having comparative advantage compared to other startups in the technology development stage. However, they are lagging behind in the stage of commercialization, which indicates that policies should be focused on the commercialization of technologyoriented start-ups.
Chapter 5 analyzed the annual job creation effect through hypothesis testing, regression analysis and DID model. According to the analysis results, the estimation of Gibrat’s law related to employment elasticity showed that the contribution of technology-oriented startups to employment is much higher than that of other start-ups, and that employment elasticity grows more in line with the increase in the size of the start-ups only when the start-up is technology-based.
Therefore, it seems more necessary to nurture technology-led startups, as only such start-ups create more jobs in accordance with the increase in their size.
Second, although there was no statistically significant gap between technology-based start-ups and other start-ups in terms of the share of their distribution in the metropolitan areas, but if we limit to nonmetropolitan firms, the share of technology-oriented start-ups distributed in the metropolitan areas was higher than that of other start-ups, a similar result to that of Acs et al.(2008).
Third, the result from conducting regression analysis of location determination revealed that several factors commonly have effects on the determination of location, such as whether it is a technologybased start-up, whether support is provided by the government, and whether there is a mismatch in the workforce supply. In addition, the regression analysis of job creation indicated that being technologydriven start-ups or entrepreneurships, their location in the metropolitan areas, and the securing of financial assets were be the important determinants. In particular, whether the companies are technologybased start-ups or not, was derived as a common core variable that has an effect not just on location determination but also on job creation.
Fourth, analyzing the trend of annual job growth effect by using the DID model showed that the effect created by technology-based start-ups appears much higher than that of other start-ups with the passage of time. Even when it comes to the same technology-oriented start-ups, the companies located in the metropolitan areas, have a gradually greater effect on job growth effect than the ones located in non-metropolitan areas, while the technology-led start-ups in the manufacturing sector were analyzed to have a greater job growth effect than the start-ups included in the service industry.
Based on the analysis results above, chapter 6 suggests policy measures to attract and foster technology-based start-ups in the local regions where the conditions for technology-led start-ups are poor, and furthermore to accelerate the job creation mainly led by such technology-oriented start-ups.
As for the measures to promote the creation of technology-oriented start-ups in the local regions, the chapter first suggests the establishment of the “Technology Start-up Support Committee for Individual Supra Regions”(tentatively named). The committee would function as a governance to support the creation of technology-based startups by integrating already established regional creative economy innovation centers and major industry-academics-institute collaborative organizations in accordance with their individual sectors.
Second, the implementation of the “Regional Technology-based Start-up Supporting Project”(tentatively named) is also recommended.
The project is to offer consultation services provided by start-up experts throughout the process of establishing technology start-ups within individual regions.
Third, the chapter suggests the creation of research centers, cafes and industrial complexes only for technology start-ups mainly in the local metropolitan areas. Start-up research centers and cafes should support the regular release of new ideas for the creation of start-ups and new products on a monthly basis, and arrange brief meetings between entrepreneurs preparing the creation of start-ups and investors to bring in investment on start-ups. The industrial complex, only for technology start-ups, would provide expansive supports such as the supply of manpower, the provision of tangible and intangible assets and financial support, and technology development and commercialization after the establishment of start-ups.
Regarding the next measures to support job creation, the chapter suggests firstly, the implementation of the ‘Regional Technology-oriented Start-up Workforce Promotion Project’. The project will nurture research workforce through online and offline activities, and lead the workforce to be employed as regular or non-regular staffs in the corresponding enterprises.
Second, the implementation of the ‘Recruiting Skilled Workforce Project’ will help local technology start-ups. It will organize the manpower pool for skilled workforce on an individual regional basis and support in temporarily sending the skilled workforce that is required for individual regions to technology start-ups.
Third, the chapter suggests the ‘IP-R&D-associated Technology Voucher Issuance Project’ for the securing of intangible assets. This project will provide support in issuing electronic vouchers led mainly by local and central governments in order to meet the demand for the supporting services provided to regional technology start-ups, which is required for the stages from technology development to its commercialization.
Fourth, the chapter recommends the designation and operation of a ‘Commercialization Consultation Task Force for Local Technologybased Start-ups’. As an expert group that is designated through this project, it would provide information on the following: start-up creation planning, hiring of skilled workforce, obtaining of tangible and intangible capital goods, and the commercialization of industry and market.
Finally, the implementation of ‘Glocal Business Linked Support Project’ for regional technology start-ups is suggested. This project is to find global technology demand enterprises so that the start-ups wishing to sell their technology would be able to sell, and to help the start-ups products to find the global enterprises that would purchase the products.
