III. R&D execution result
The final objective of this R&D project is to 「develop non burning evaluation method of flame retardant perfonnance by obtaining the relation between the fire test of finishing materials and X-ray spectroscopic analysis result For this, ① specimen for each type of product was produced after status investigation of sandwich manufacturers, ② fire perfonnance evaluation test was carried out according to the test plan, ③ and the basic X-ray spectroscopic analysis for specimens (ingredient analysis and ingredient contents analysis of specimens through WD-XRF) was carried out systematically. ④ XRF and XRD analysis was carried out for the specimen of field sandwich panel through the access of construction field. ⑤ The institutionalization measures through the establishment and revision of relevant laws and regulations were presented 'Article 52-3 of the Building Act (Quality management, etc. of composite materials) Constructor and supervisor shall submit the composite material quality management statement from Korea Institute of Civil Engineering and Building Technology to authority was established', and it will come into effect on October 7, 2015.
(1) Production of specimen for each type of sandwich panel product
In this study, the production technique for specimen for each type of sandwich panel product was prepared and specimens were produced. The preprocessing of sandwich panel was carried out using the freezer mill which crushed specimen into micro particles at Super Low Temperature using the magnetic force of steel bar inside the vial and liquid nitrogen. The crushed specimen was pressed with the pressure of 20 tons for 5 minutes to produce a pellet, and then x-ray analysis was carried out
Also, the prompt reproductive analysis on the product performance according to the concentration of component was carried out by identifying the components of building material through X-ray analysis of product pellet.
(2) Fire performance evaluation test
The total release (THR) was measured using cone calorimeter for evaluating the fire performance of material, and data was arranged in order to carry out compare and analyze it with X-ray analysis result. Data shown in Figure 3 below is the total heat release of cone calorimeter of sample 12, and the result is shown in the shape of graphs shown below.
(3) Basic X-ray spectroscopic analysis for speciments (Ingredient analysis and ingredient contents analysis of specimens through WD-XRF)
. It is confirmed from the result of X-ray analysis that the contents of aluminum hydroxide is measured higher as the total release rate (THR) of flame retardant Styrofoam is smaller.
(4) Carried out XRF and XRD analysis for the specimen of field sandwich panel through the access of construction field
. This study was carried out in order to prevent cases including the use of inappropriate material for the flame retardant performance standard of sandwich panel, faulty design and illegal licensing such as the collapse accident of Mauna Ocean Resort on February 17, 2014 and fire accident at cold-storage warehouse of Korea cold-storage on May 3, 2013. The number of access fiels was 120 fields and the number of samples corrected was 51 samples, and the number of samples using the sandwich panel with secured flame retardant performance among all samples was 8 samples. The relevance ratio of performance analyzed through random construction field access was 18.6%.
(5) Present and implement the institutionalization measures through the establishment and revision of relevant laws and regulations

Expanded the object required for using fire retardant material and improved some imperfections through the revision of Enforcement Decree of the Building Act
. In order to reduce damage from fires at buildings using sandwich panels, the partially revised Enforcement. Decree of the Building Act was presented to expand the object required for using fire retardant material in case of warehouse and improve some imperfections shown from the operation of current institution.
(1) Revised the standard of object required for using fire retardant finishing material in warehouses (Revised Article 61, Paragraph 1, No.7)
. Adjusted the object required for using fire retardant finishing material (3,000 ㎥ → 600㎥, in case automatic fire fighting system such as sprinklers are installed, 6,000 ㎥ → 1,200㎥)
. However, exceptions can be applied in consideration of financial burden in case "fire spreading prevention structure" is installed on the composite material wall and middle of roof.
(2) Revised the regulation on the expressions for inducing the use of composite material (Revision of Article 61, Paragraph 1, No. 4(c)) and the rule of evacuation

It is revised to exclude a factory using composite material as finishing material from the object required for using fire retardant finishing material when it meets a certain requirement appropriate for the performance standard provided in the ordinance of Ministry of Land, Infrastructure and Transport
Newly established the item of composite material in the section of building material investigation through the revision of the Enforcement Rule of the Building Act
. Supplementation of supervision report, investigation for approval of use and test report form (revision of attached form No. 21, and No.24) - The item regarding the use of composite material was added to the contents regarding the investigation of building materials in the supervision report, investigation for approval of use and test report form so that the supervisor or the inspector could confirm directly when approving its use.
Reinforced the judgment standard of flame retardnat performance test for finishing materials
. The judgment is made for the flame retardant performance test of building finishing materials according to Notification of Ministry of Land, Infrastructure and Transport No. 2012-624, and the test judgment standard (tentative) was presented in order to clarify the deformation standard of core after composite material test.
