Ⅳ. 연구개발결과
○ 본 연구에서는 국내에서 발생하는 바이오매스의 잠재량 및 이용현황을 분석하고 바이오매스 전환기술의 산업화 현황을 토대로 2025년까지 국내 바이오매스 이용 및 에너지화 목표를 설정하였음

○ 원료 비교우위 추진모델은 지역 바이오매스의 발생, 수집, 운송, 저장 측면에서 경제적 우위를 가짐으로써 지역에서 우위를 지니는 바이오매스 이용을 촉진시키는 방향으로 실효성 있는 바이오매스 순환단지를 추진하는 모델로서 지역에서 풍부한 바이오매스를 저렴하게 조달하여 바이오매스 제품 및 에너지를 생산·이용함으로써 바이오매스 순환단지의 경제적, 사회적 실효성을 향상시키는 것을 특징으로 하고 있음
○ 기술비교우위 추진모델은 바이오매스 전환기술의 발전을 유도하기 위하여 기존 기술보다 효율적인 기술체계를 도입한다든지, 기존에 미이용 바이오매스의 이용을 촉진시키거나, 지역에서 특징적으로 발생하는 바이오매스의 이용을 촉진하는 방향으로 차별화 전략을 수립하는 추진모델로서 기술혁신을 통한 지역차별화로 바이오매스 순환단지의 경제적, 사회적 실효성을 향상시키는 것을 특징으로 하고 있음
○ 수요처우위 추진모델은 농산물 건조시설, 농산물 가공시설, 휴양 및 여가 시설 등의 에너지 수요처의 명확한 자립 목표를 설정하거나 지역 특산 바이오매스 제품의 수요처를 확보하여 바이오매스 산업화를 유도하는 추진모델로서 바이오매스 전환 제품 또는 에너지의 수요처를 대상으로 하여 생산 제품 또는 에너지의 활용도를 극대화 하는 방향으로 바이오매스 순환단지 조성계획을 수립하는 것을 특징으로 하고 있음
○ 지역형 사업화모델은 지역에서 발생하는 바이오매스를 지역에서 이용하여 지역개발 및 농업인의 삶의 질 향상 유도하는 것을 목적으로 하고 있으며, 지역(읍, 면, 동, 리 단위)에서 발생하는 바이오매스를 이용하여 바이오매스 제품 및 에너지를 생산하고 지역에서 제품과 에너지를 소비하는 사업화 체계를 수립하도록 하고 있음
○ 광역형 사업화모델은 광역지역(시, 군 단위) 내에서 바이오매스 전환시설의 규모를 확대하여 바이오매스 산업의 경제성 향상 유도하는 것을 목적으로 하고 있으며, 광역지역(시, 군 단위)에서 발생하는 바이오매스를 수집·운반하여 거점 바이오매스 전환시설에서 바이오매스 제품 및 에너지를 생산·공급·판매하는 것을 특징으로 하고 있음
○ 부가가치형 사업화모델은 바이오매스를 이용하는 새로운 부가가치 산업의 창출을 목적으로 하고 있으며, 바이오매스를 이용하여 바이오플라스틱, 목질소재, 고밀도 연료 등 부가가치가 높은 제품 또는 에너지를 생산·공급하는 것을 특징으로 하고 있음
○ 이러한 연구결과를 바탕으로 전국 바이오매스 발생 특성을 분석하여 시범사업 지역을 선정하였으며, 시범사업지역에 대한 세부 지역 현황 조사와 국외 사례 분석을 접목하여 바이오매스 순환단지 사업화 모델과 모델 내용을 적용하였음
○ 또한 바이오매스 순환단지 시범사업은 앞에서 도출한 비교우위 모델을 바탕으로 완주, 예산, 안성, 정읍, 평창, 산청을 시범사업지역으로 선정하고 시범사업지역의 바이오매스 순환체계, 사업화 모델, 경제성 평가, 환경성(LCA 기법) 평가를 통해 시범사업지역별 가행성 평가 보고서를 작성하였음
○ 바이오매스 순환단지 관련 법규 및 활성화 방안은 국내 관련 법규 및 제도를 조사 검토하였으며, 정책 거버넌스 확보를 위한 방안으로 사회적기업, 지역화폐제도의 도입방안을 검토하였고, 활성화 방안으로 농업·농촌 자발적 온실가스 감축 사업과의 연계 방안을 검토하여 적용 방안을 도출하였음
○ 마지막으로 바이오매스 순환단지 사업지침서 및 정책 추진 방안 마련을 위해 전체 연구결과를 종합하여 바이오매스 순환단지 사업 지침서, 바이오매스 순환단지 추진 매뉴얼, 농업농촌 온실가스 감축사업 지침서를 개발하였음
○ 본 연구의 최종보고서는 「농·임·축산 바이오매스 순환 실증단지(Biopia) 모델 구축 및 사업지침서 개발」을 제목으로 전체 14장의 체계로 구성하였으며, 제1세부과제「Biopia 모델 구축 및 가행성 평가체계 연구」의 연구내용은 본 연구의 주요 내용인 9장과 11장에 정리하였고, 제1협동과제와 제2협동과제는 농축산 바이오매스의 에너지자원화와 물질자원화 순환체계를 연구하여 연구결과를 보고서 4, 5, 6, 7장에 정리하였으며, 인문사회적 측면의 활성화 정책방안을 연구한 제3협동과제의 연구결과는 보고서 8, 10장에 연구결과를 정리하였고, 제1위탁과제의 연구결과는 목질계 바이오매스의 이용 및 순환체계를 연구하여 보고서 7장과 9장에 연구결과를 정리하였음
○ 전체 보고서의 체계는 1∼3장에 연구과제의 개요, 목표, 내용 방법 등을 정리하여 나타냈으며, 4∼8장에서는 국외 선진지 조사와 문헌조사를 통해 정리한 바이오매스 관련 국내외 기술, 정책, 제도, 사업 현황을 나타내었고, 4∼8장의 연구결과를 바탕으로 9장에서는 바이오매스 순환단지 구축 모델을 도출하고 시범사업지역으로 선정한 6개 지역(완주, 예산, 안성, 정읍, 평창, 산청)의 바이오매스 순환단지 추진 모델을 정리하였으며, 10장 바이오매스 순환단지 활성화 방안에서는 지역화폐 및 사회적기업을 통한 인문사회적 연계 방안을 검토하였고, 11장에서는 정책사업 추진시 요구되는 사업지침서, 추진매뉴얼 등을 정리하였으며, 마지막으로 12∼13장은 연구 성과 및 활용계획 등을 수록하고 있음

The study was aimed to investigate and improve previous energy-independent town construction projects, and develop guidelines for the biomass recycling town (Biopia) which utilizes bioenergy and materials produced from biomass in agricultural and rural area.
In order to strengthen regional competitiveness and promote vitality in rural villages, the study was carried out with a technical system based on a policy combining natural science and humanities that made possible to provide a new model for future rural villages.
For the creation of the guidelines, the research range of the study was limited industrially to agriculture and geographically limited to rural areas. Thus biomass used in Biopia was waste-based biomass or unused biomass only generated in the agriculture and rural areas.
Biomass utilization technologies were limited to solid fuel technology producing wood chips and wood pallets and biogas technology utilizing livestock manure and food wastes, taking into account of the current state of fuel production technology. In particular, other renewable energy sources such as solar, wind and geothermal energies were excluded from the study.
Biopia, the biomass recycling town refers to the area that has a system to take advantage of a variety of biomass generated in the area in the manner of recycling material or recycling energy, and further it is defined in details as the area that has a system that utilizes and manages generated biomass, produced materials and energy in an efficient and proper manner, and an organizational structure combined with relevant stakeholders.
A research project for Biopia was conducted on the basis of Article 5 (life quality improvement of people who work in agriculture and fishery and establishment of the basic plan of rural development) in "Special law for life quality improvement and development of rural areas". Again, biomass utilization techniques used in Biopia were applied to energy recycling such as solid, liquid, or gas fuel and material recycling such as compost, liquid fertilizer, or feed.
In order to achieve the objectives of the study, the results of the previous studies related to biomass utilization in agriculture and rural areas were examined. National and regional biomass statistics was obtained by searching and investigating "agricultural statistics", "manure treatment statistics", "national waste generation and treatment statistics" and "sewer statistics" and agricultural by-product biomass statistics which had not been reported was analyzed and estimated from "agricultural statistics" and "regional agricultural income data" and from the results of the previous studies for each crop. In addition, biomass energy recycling status was investigated and analyzed utilizing aggregated data in Ministry of Agriculture, Food and Rural Affairs and Ministry of Environment and "renewable energy statistics" related to manure and waste energy. Again, a database of material properties of biomass generated from agriculture, livestock production and fishery in Korea was obtained by site survey and analysis of samples at livestock business areas of Agricultural Cooperation (dairy farms, pig breeding farms, dairy processing factories, slaughter houses, meat processing factories, feed manufacture, etc.) and fish processing factories, and characteristics of agricultural by-product generation were investigated and samples were analyzed by visiting local crop farms around Gyeonggi region.
Case studies related to technologies, policies and regulations in developed countries were conducted by visiting administrative agencies and local sites in Germany, Japan and the UK. State government of Baden-BBrttemberg and Hohenheim University in Germany which are actively promoting bioenergy village projects were visited and German bioenergy village support policies and technologies were investigated. The Department of Biomass Recycling in Japanese Ministry of Agriculture, Forestry and Fisheries which takes a charge of biomass town policy and Japanese Organic Resource Association which consults biomass town projects were visited and it was investigated about policies, laws and regulations related to the recent biomass town projects. Scottish Department for Environment, Food and Rural Affairs was visited to investigate renewable energy policy and regulation, and biomass energy status in the UK and Institute for Ecological-Agricultural System in Newcastle University was visited to investigate the agricultural systems for ecology and environment and support systems in the UK and Europe. International conference for Greenhouse Gases and Animal Agriculture (GGAA2013) held in Dublin, Ireland was attended to obtain information related to impact of manure, bioenergy and livestock production on environment and a model for regional energy independence related to the renewable energy center including manure bioenergy.
The study provided a regional biomass recycling town (Biopia) project model as a comparative advantage model and the model for the project was divided to regional, wide-area and value-added types.
According to this, pilot project areas were chosen with the analysis of the characteristics of national biomass generation and a commercialization model of biomass recycling town and its contents were produced applying the investigation of detailed site status on the pilot project areas and analysis of international case studies. In addition, on the basis of the previous comparative advantage model, Banju, Yeisan, Jeongup, Pyeongchang and Sancheong were chosen as the pilot project areas and a feasibility study report for each area was produced evaluating biomass recycling system, commercialization model and life cycle assessment.
Relevant domestic laws and regulations were reviewed to introduce laws and promotion plans related to biomass recycling town, and social enterprises and a regional monetary system were examined to secure policy governance and the linked cooperation with agriculture and rural voluntary greenhouse gas (GHG) reduction project was considered to activate the biomass recycling town project.
Finally, the guidelines and promotion manual for the biomass recycling town project and GHG reduction project guidelines in agricultural and rural areas were provided in the final report established by the overall results.
The final report of this study titled "Establishment of an agricultural, forestry and livestock biomass recycling demonstration model (Biopia model) and development of project guidelines" containing 14 chapters. The contents of "Development of the Biopia model and its feasibility study system" in the 1st project were provided in Chapters 9 and 11, the contents of the biomass recycling system for energy and material which was investigated in the 1st and 2nd cooperative projects were provided in Chapters 4, 5, 6 and 7, and the results of the policy plan study to promote the Biopia project in the humanities and social aspects which was conducted in the 3rd cooperative project were shown in Chapters 8 and 10. The study of the use and recycling system of lignocellulosic biomass was carried out in the 1st consignment project and the results was provided in Chapters 7 and 9.
The full report contains an overview, objectives and contents of the study in Chapters 1 - 3 and the related technologies, policies, regulations and project status in Korea and foreign countries obtained with site survey and literature research in Chapters 4 - 8. Based on the results of Chapters 4 - 8, Chapter 9 contains the Biopia project model and the pilot project models of the selected 6 towns (Banju, Yeisan, Anseong, Jeongup, Pyeongchang and Sancheong), and Chapter 10 reviewed the humanities and social methods related to the regional monetary and social enterprises to provide the promotion plan for the biomass recycling town project, and Chapter 11 contains project guidelines, manual, etc. to proceed policy projects. Finally, Chapters 12 and 13 contain research accomplishments, application plans, etc.
