○ 현지정부와의 협의와 자료공유를 통해 현지정부기관과의 협력 및 인적인프라를 구축하여 조사허가증, 시료반출, 장비출입 등에 대한 협조를 확보함
○ 현지정부와의 협의를 통해서 현지정부가 필요한 기초조사를 현지정부부처와 공동으로 수행하고 결과자료제공, 당면한 이슈파악, 정책방향설정지원을 위한 과학기반 기초자료를 현지 정부에 제공함
○ 우리나라 국민들의 인식제고 및 홍보활동을 통해 태평양도서국은 우리의 이웃으로 인식하는데 기여하고 도서국 현지 정부들은 우리를 신뢰할 수 있고 필요한 연안해역에 대한 기본적 과학기반자료를 제공할 수 있는 협력자로서 인식하는데 기여함

■ BACKGROUND AND SIGNIFICANCE

■ BACKGROUND AND SIGNIFICANCE
KIOST is a comprehensive ocean research institute partially funded by the Korean government and partially supported through competitive funding process. Since KIOST established a tropical research station(the Korea South Pacific Ocean Research Center, KSORC) in Chuuk, Federated States of Micronesia(FSM) in 2000, KIOST scientists have been undertaking various tropical oceanographic research projects and surveys for Chuuk and its close vicinity through KSORC for more than 14 years now. The tropical Pacific not only provides valuable insights into better understanding and better sense of appreciating sensitivities of coral reef environment and tropical ecosystem to on-going climate change, but also foretells what we should expect from the rapidly changing Korean climate and shifting ocean regime. After more than 14 years of experience and learning from KSORC projects, the KIOST scientists have come to understand the significance and urgency for understanding the eco-environmental regime of Pacific tropical regions as well as share our understanding and expertise with regional neighbors.
Phenomena that is observed in the Pacific tropical waters will eventually influence and affect the Korean waters. The current tropical research programme which objective is to contribute in better understanding of the coastal/shallow coastal regions of the tropical Pacific islands and to help better understand the anthropological background of island nations including cultural, social, legal, political, historical, economical, and developmental issues. This project also try to build various infrastructures including cooperative infrastructure, instruments/equipment infrastructure, information sharing/public relations infrastructure(e.g. homepage), i sland nations expert networking infrastructure, domestic expert networking infrastructure, etc. With much eagerness to gain additional understanding of tropical Pacific region which are believed to be like Canaries in the coal mine for climate and ocean ecosystem changes, it is hoped that the current project is mutually beneficial to both Korea and Pacific SIDS(small island developing nations).
■ MAIN OBJECTIVES, SCOPE AND CONTENTS
In 2012~2014, and additional research carried out in 2011(as a KIMST project), KIOST’s research staffs have gained additional experience from the studies carried out in the lagoon and coastal waters of Chuuk and Kosrae(FSM), Palau, Tonga, Fiji, and Samoa through this research programme in addition to KSORC projects.
Scientists and experts involved in this current programme provided the scientific results and maps from the study to the state governments of Chuuk, Kosrae, and Palau. And for Tonga, Fiji, Samoa the results would be delivered in 2015.
People, communities and governments of those regions considered these outcomes as valuable information to understand and protect their coastal environment. With confidence, we hope to contribute to the efforts of island nations in better understanding of their coastal marine eco-environment. Through MOU concluded between KIOST and SPREP, the current proejct also incorporate agenda from the SPREP for our survey work to benefit whole tropical Pacific regions such as metal pollution, and habitat mapping, ecosystem observation. It is hoped that such tri-lateral works among KIOST, individual Pacific SIDS, and SPREP would results in very fruitful outcome for all interests.
Each field study went through vigorous process of applying and securing the permit for coastal marine survey. Before submitting the formal application for the permission to carry out coastal studies, a letter intents, a plan of work, a description of project, plan of survey schedule, and other details required by local island nations.
If permitted by central government, additional permit should be required by local government as well. This is achieved through separate application for local survey permit or helped by central government to obtain local permission to enter trival waters and lands.
Also, once permit is obtained, it takes about 2-3 months to pack and ship all large equipment and materials to survey site by ship and air. And after the survey , the container shippment is sent back to KIOST which, again takes 2-3 months before getting the samples for lab process. During the field survey, local designated government agencies work with KIOST scientists side-by-side since each region entered may be subject to local tribal objection without central gover 27 )
Group C: Baseline Ecosystem Survey
Team 5: Seawater column/ microbes community structure
a. To determine ecological functional niche of major primary and secondary
microbial community structures(phytoplankton) in the coastal water column
b. To determine functional composition of primary and secondary microbial community
c. To determine status-quo basic water column features
Team 6: Bottom net ecosystem and metabolic activity
a. To understand and compare different ecosystem(coral, mangrove, sea grass ecosystems) and net metabolic activity (e.g. oxygen production, respiration rate, etc.)
Team 7: Bottom habitat mapping using remote sensing data
a. To map the coral reef habitat based upon high spatial resolution remote sensing Team 8: Pollution
a. To monitor various chemicals in coastal environments
b. To estimate the present status of pollution of metals
c. To study biogeochemical cycling of those chemicals
d. To estimate the environmental safety and health of marine metal pollution Products of the field survey are as follows : For all surveys, the results are iterated in the technical english reports and visualized environmental atlas which are delivered to relevant government agencies and regional organizations as information for environmental baseline.
Group A, Team 1: Bathymetric Survey
- A high-resolution bathymetric map with detailed features of high-resolution seafloor topography
- Characteristic description of seafloor sediments and their possible origins

- Map of coastal topography and structure
- Map of vulnerable area by coastal flooding
Group B Team 3 : Coastal macro fauna
- Data supply for expectation of coral reef habitat fluctuation by climate change and anthropogenic effects
- Data supply for coastal habitat management program such as MPA designation, coral reef restoration, re-circulating aquaculture
- Search available marine resources on coral reefs and secure the information about species diversity in tropics
Group B Team 4 : Coastal meio fauna
- Data supply for expectation of habitat condition fluctuation by climate change and anthropogenic effects
- Data supply for coastal habitat management program for bottom feeders/meio fauna Group C, Team 5: Seawater column/Microbes
- Baseline oceanographic data and primary producers of the survey area (community structure, diversity of primary organisms, physical parameters, etc) and their variability in Samoa coastal waters
Group C, Team 6: Bottom productive activity
- Oxygen consumption/respiration activity rates of different ecosystem (ecosystem vitality)
Group C, Team 7: Bottom habitat mapping
- Optical characteristics of each bottom type such as coral, sea grass, sand, rubble, algae, etc.
- Map of reef habitat distribution using high spatial resolution satellite images for area of shallow water depth
Group C, Team 8: Pollution
- Levels of nutrients, organic carbon and metals in marine environments including seawater, sediments and coastal land soil
- The present pollution levels of metals
For the anthropological, socio-economics and policy section of this project composed of four parts. The first part examined the overall introduction, rich history, legends, government system, education, customs and other social fields for each nations, and reports of each 14 nations were introduced. This examination would help to better comprehend each nations and help lessen the chance to fail working with those Pacific SIDS because misunderstanding of their cultural and social issues.
The second part examined overall legal issues of the Pacific SIDS and try to comprehend their relations and reflections in various traditional and legal regimes of these nations. Also, foreign investment regulations and other ocean-related laws and regulations were reviewed and briefly analyzed to help minimize the chance to fail for any potential investments and other involvement of ocean-related activities for those SIDS.
The third part of this study examines economic environment of each Pacific SIDS in relation to potential investment areas and opportunity for successful business development in the area. This part ascertained what would be required for commercialization of target business area and develop basic strategies including the obtaining the funds from international organization which are often the largest investors of business development. Here, special emphasis was given to the Korea’s strategies referred during President Park’s comment on investment in ICT areas in the island nations.
Moreover, some recommendations and marketing strategies were given as well as major issues which should be considered if any of potential business fields are to be developed in this area. The next part of the study iterated other domestic networking activities such as establishing Pacific Tropical Forum, homepage development, public-relations activities securing equipment, MOU with SPREP, etc.
Lastly, a word of cautions is given. Through analyses of legal systems of the tropical island nations of the South Pacific, any actions by foreign nations must aware and understand their complex and sensitive laws and customs. Much of their laws are developed by mixing traditional customs and laws with either democratic or imperialistic system, or both. Without such awareness and understanding, one may face much difficulties and rejection from these nations.
